Changes Proposed For McHenry County Board Rules

The Management Services Committee is expected to recommend approval to a revised County Board Rules at its Monday morning meeting. The document is also being presented to the full County Board when it meets Tuesday at 7:00 p.m. in the County Board Room of the Administration Building, 667 Ware Road, Woodstock.

Some of the highlights include a recommendation that the Chairman of Board and Vice Chairman do not serve more than three consecutive terms of two years each. Also the Vice Chairman of the Board shall not be eligible to serve as a Standing Committee Chair.

Some of the proposed changes follow:
Conflicts of Interest
Any member that may believe they have a personal conflict of interest in a matter before the Board is to indicate that to the Board and that he/she will be abstaining from any discussion or vote.

New Meeting Times
Meetings of the Board are to be held the first and third Tuesday of each month. Both meetings are to be held at 7:00 pm rather than the current first Tuesday meeting being held at 9:00 a.m.

Definitive Language For Zoning Matters
More definitive language is being added regarding handling Zoning Board of Appeals matters and a number of definitions used in the document are also being included

Clarification of Orders Requested
A resolution is also being presented to the Board requesting clarification of the Orders appointing the Special Prosecutor. The request dates to April 2009 when action was brought on a citizens Petition requesting that the court appoint a Special Prosecutor to investigate claims of official misconduct of the current McHenry County State's Attorney and others working in that office.

The Grand Jury has indicted and charges are being prosecuted against the State's Attorney and an employee of that office.

The County Board is concerned that the apparent vagueness of the November 2009 order will result in an open-ended investigation of the McHenry County State's Attorney's Office unrelated to the allegations in the Petition and pending prosecution. Such an investigation would create financial hardships for the County and potentially expose it to civil liability.

The resolution also explains that although the County Board does not desire to interfere with the court's discretion, it does wish the court to acknowledge the County's interest as an intervener extends to requesting that the orders appointing the Special Prosecutor be clarified regarding the scope of the authority as to the subject matter and duration. If this resolution is adopted, it is to be presented to the court.

A resolution is also being presented supporting approval for Centegra Hospital-Huntley.

Rep. Manzullo: "Mubarak Resignation Paves Way for Orderly, Democratic Political Transition in Egypt"

Congressman Don Manzullo (R-IL), a member of the House Foreign Affairs Subcommittee on the Middle East and South Asia, today issued the following statement responding to the resignation of Egyptian leader Hosni Mubarak:

“Our thoughts today are with the people of Egypt as they celebrate this historic non-violent transition of power in their nation with hopes for a more free and prosperous future. The resignation of President Mubarak paves the way for new leaders to emerge through democratic elections guided by the principles of freedom to lead the people of Egypt forward. We urge a prompt and orderly transition but caution the people of Egypt to avoid the advances of extremist groups such as the Muslim Brotherhood who would rule through fear and draw a wedge among Egypt, the United States, Israel and other nations."

Crystal Lake Park District's Annual Chili Open Tournament Rescheduled to February 19

The weather is the winner!

The Crystal Lake Park District's annual Chili Open Golf Classic, played on the frozen Crystal Lake, is postponed a week. It was scheduled for Saturday, but instead is being scheduled next Saturday, February 19.

The postponement was due to temperatures---in a round-about way. There are two layers of ice on the lake with water in between them. That prevents equipment from safely clearing the courses. The recent blizzard we were sent caused the problem.

Registered golfers who are unable to make the new February 19 date may request a full refund. Just call the Crystal Lake Park District at 815-459-0680.

There are still tee times available for foursomes Cost is $115 per team (foursome) for Park District residents and an additional $10 for every non-resident on the team.

McHenry County Courts Closed Friday

Abraham Lincoln, the 16th President of the United States, was born on February 12, 1809 near Hodgenville, KY. The anniversary of his birth is being commemorated Friday February 11 with the closing of state buildings as well as some others.

McHenry County Government Building is open. However, the Courts are closed.

Another Election On The Way--April 5

This is an election in which voters will be voting for candidates for city mayors, city council members, village presidents, and village trustees, school board members, community college board members, park district board members.

Only properly registered electors may vote in the April 5 Consolidated Election. This is according to the Permanent Registration of Electors Law of Illinois.

Make Sure Voter Registration is Valid
Now is the time to be sure the voter registration held is valid. If a voter has moved from one precinct to another within the County since they last registered, or from one address to another within the precinct of their residence, they must notify the County Clerk, in writing, by signing an application for change of residence or by returning their present voter's card to the County Clerk's Office specifying the new address. But this must be accomplished before Tuesday, March 8, 2011.

New Residents and New Voters
Persons residing in an election district 30 days on or before the election or a person who turns eighteen years of age on or before the date of the election may register, if otherwise qualified.

Voters registered in another county, but are new residents to McHenry County, must appear before the County Clerk or a Deputy Registrar and register in McHenry County. Two ID's are required, and one must bear current name and address. If there is a desire to register with a local deputy registrar, information is available by contacting the County Clerk's Office or access the web site

Registration by mail is available, but voters must provide sufficient proof of identity, if requesting an Absentee Ballot be mailed.

Registered voters who have changed their name must re-register.

Properly registered voters do not have to re-register.

Illinois Election Law requires voters to keep their address current. A voter cannot vote for local candidates if they are not properly registered.
Nor can they vote on any local propositions if they are not properly registered.

Also collected are fluorescent tubes, clean white Styrofoam™, packing peanuts and re-usable, unpopped bubble wrap. A donation is requested for fluorescent bulbs and batteries brought in to offset costs involved in processing these items.

Also accepted are electronics such as computers, phones, printers, and electronic toys. TVs and computer monitors will be accepted for a donation.

Thursday County Committee Meeting Cancelled -- County Building Open Friday

The Legislative Committee meeting of the McHenry County Board, scheduled to meet Thursday at 8:30 a.m. is cancelled.

Friday is Lincoln's Birthday. The County Board earlier decided that the county building in Woodstock would be open; however, the Courts are closed.

To Err Is Human--Police Officers Are Human

Earlier this week, McHenry County Sheriff Keith Nygren reported that the Sheriff's Office investigated a personal injury auto accident that occurred at the intersection of Illinois Route 176 and Bay View Road in Prairie Grove.

It occurred in the afternoon of February 4. Members of the Sheriff's Office, Crystal Lake Fire Department and Prairie Grove Police Department responded to the two-car accident with injuries involving a Prairie Grove Police Officer.

The report from the Sheriff's office states that evidence at the scene indicated that the Prairie Grove Officer was traveling westbound on Route 176 and was distracted by something inside the vehicle and struck a 2002 Chevrolet Suburban from behind. The Suburban was stopped in traffic waiting to turn southbound onto Bay View Beach Road when it was stuck. The driver and a passenger were uninjured. The Prairie Grove Police Officer was transported to Northern Illinois Medical Center for minor injuries. The officer was cited for Failure to Reduce Speed to Avoid an Accident.

Understanding "The Dream Act" Friday At MCC

"The Dream Act" is bipartisan legislation, that if passed would allow qualified undocumented youth a path to citizenship after completion of a college degree or two years of military service.

Understanding "The Dream Act: will be considered at McHenry County College on Friday, February 11, at a 7:00 p.m. conference in the Conference Center.

The educational forum event is co-sponsored by the Student Peace Action Network (SPAN) and Latinos Unidos. Excerpts from "Papers" will be shown. This is the story of undocumented youth and the challenges they face. Two honored guest speakers for the event include Shirley Sadjadi and Tania Unzeuta.

Ms. Sadjadi is a co-founder of the immigrant Youth Justice League (IYJL) and has fought for the passage of the Dream Act for ten years. Ms. Unzeuta is a co-found of the Immigrant Youth Justice League (IYJL) and has fought for the passage of the Dream Act for ten years.

This event is free and open to the public.

MCC Forensics Team A Winner


The McHenry County College Forensics Team started off spring semester with two MCC students capturing the top two spots in the most competitive event at the recent 2011 College of DuPage Frank-ly Speaking invitational tournament
Team captain Kat Stemple of Marengo (right) took first place and Steve Guardi of Johnsburg placed second in prose interpretation. Stemple’s prose performance from the short story, “Obesity Envy,” considers the flip side of anorexia and was written by MCC alumnae and former forensics team captain, Lauryn Lugo, of Lake in the Hills. Guardi’s prose performance of the short story, “The 86th Street Choppers” chronicles a young man’s search for family through gang violence.

Renewed Mission To Strengthen U.S. Manufacturing

U.S. Reps. Don Manzullo (R-Ill.) and Tim Ryan (D-Ohio) have renewed their mission to strengthen U.S. manufacturing and help employers put Americans back to work by re-establishing the bipartisan House Manufacturing Caucus for the 112th Congress.

Co-chairs Manzullo and Ryan, who co-founded the Caucus in 2003, are focused on enhancing the productivity, capacity, and competitiveness of American manufacturing. More than 70 Members of Congress have already joined the House Manufacturing Caucus, and membership continues to climb.

“The House Manufacturing Caucus will continue to focus on educating Members of Congress on the challenges American manufacturers face daily and supporting legislation that can make U.S. manufacturers more competitive and create jobs,” Manzullo said. “Even though Congressman Ryan and I have sometimes voted differently on issues affecting our nation’s trade policies, we agree that U.S. manufacturing is still under siege at home and abroad and we have come together to champion the necessity for a strong manufacturing sector in America. . Transportation Planning Process Explained

Gain a better understanding of transportation funding and learn how to have effective environmental input into the transportation planning process.  Community members are invited to attend a workshop on Friday, February 18th to participate in an initiative to foster better understanding of how resource protection priorities can be incorporated into the transportation planning process.  The workshop will be from 8:00 a.m. to 3:00 p.m. in the Conference Center at McHenry County College.

Multiple presenters from federal, state, and county agencies will speak on transportation funding and project development.  Alternate modes of transportation and environmentally friendly transportation construction and maintenance practices will also be discussed.  Frameworks for future planning, incorporating timely and effective environmental input into the transportation planning process will be a main focus as well.

This workshop is a project of Chicago Wilderness and facilitated by The Delta Institute, working locally with the Environmental Defenders of McHenry County, the Land Conservancy of McHenry County, the Soil and Water Conservation District of McHenry County, and the Lou Marchi Total Recycling Institute.

Crystal Lake Park District Finance Committee Meets Wednesday Morning

The Finance Committee of the Crystal Lake Park District is meeting at 9:30 a.m. Wednesday in the Park District Administration Building, One East Crystal Lake Avenue, Crystal Lake.

Proposed Changes to the Purchasing Policy is one of the topics for consideration. Also the Racket Club Proposed Budget for the 2011-2012 year and the Park District Budget Time Line are listed for consideration.

McHenry County Board Natural and Envirionmental Resources Committee Meets Wednesday

Water Resources Action Plan and the Agricultural Conservation Easement Commission direction regarding a food council are two topics to be considered Wednesday morning when the Natural and Environmental Resources committee of the McHenry County Board meets at 8:30. The meeting is taking place in the County Board Conference Room of the McHenry County Administration Building, 667 Ware Road, Woodstock.

On Thursday, the scheduled Legislative Committee meeting is cancelled.

Friday is Lincoln's Birthday. The county buildings will be open, but the Courts are closed.

A Successful Night!


On Saturday, January 29, 2011, Raue Center For The Arts hosted its 2nd Annual Hold ‘Em Tournament on stage at 26 N. Williams Street in downtown Crystal Lake to help raise money for the organization’s educational programming. The tournament hosted 100 attendees and raised a record total of over $10,000.

Participants in this year’s event played for the grand prize of $250 cash, a Hold ‘Em t-shirt, one entry into Raue Center’s 2012 tournament, an Apple iPad with leather case, and a Las Vegas vacation package for two. This year’s winner was Richard Naponelli of Chicago. Other prizes were given to top ten finalists. Due to the charitable nature of this tournament, cash was only given to the top two finalists and the grand prizewinner.

The event included poker enthusiasts and supporters of Raue Center For The Arts. Tournament sponsors included Sage Products, Northwest Herald, Other World Computing and Chas. Herdrich and Son, Inc. Other sponsors included INTREN, Working World, Top Quality Finish, The UPS Store, The Beautiful Nut Company, AFTR Group, as well as Galloway’s Chicago Subs and Georgio’s Chicago Pizzeria and Pub who provided food during the event. The tournament was facilitated by AA Classic Casino.

No One Is Too Old To Return To College

There’s no better time than now to consider returning to college. McHenry County College’s “Getting Started” seminars put adults at ease about enrolling in college after being out of high school for several years or longer.

Meetings are offered every month. In February, a morning or evening session is available, from 9-10:30 a.m. Thursday, Feb. 10 or from 5:30-7:30 p.m. Wednesday, Feb. 16 in Room A119.

The “Getting Started” seminar gives returning adults a chance to meet other students like themselves, learn about degree and certificate requirements, start the financial aid process and tour the MCC campus. MCC also offers free tutoring and academic advising to students.

Helen Jost, adult recruitment coordinator at McHenry County College, specializes in helping older adults—those who have been out of high school for several years or more—get started at MCC.

 According to Jost, many adult students have jobs and families and worry about getting back into the swing of attending classes, studying and taking tests and being in a classroom with younger students. These worries can be put to rest by the first day of class, she said.

Fleming Road Community Advisory Group Meeting Thursday

The third Community Advisory Group meeting for the Fleming Road project has been scheduled for Thursday, February 10, from 9-11 am at the Division of Transportation offices on Nelson Road. 

 Dave Block of TranSystems, the consulting engineer, has provided materials for the meeting .They are available on the MCDOT Fleming Road web site at www.flemingroad.info

Attendees to the meeting will be able to speak during the public comment session at the end of the meeting. Those unable to attend may e-mail  the Fleming Road Advisory Group and they will include those comments at the meeting.

Reminder-Shingles Vaccination Clinic Febraury 18

Appointments are still available for the shingles vaccination clinic scheduled for Friday February 18, from 8:45am-1:15pm, at the McHenry County Department of Health (MCDH) Crystal Lake office, 100 N. Virginia Street (one block south of Routes 14 and 176).  Appointments are required.  The cost is $200 (cash, check or credit card accepted).  Medicaid is also accepted.  

You should receive the vaccine if you are aged 60 or older and have previously had chickenpox or shingles.  According to the Centers for Disease Control and Prevention (CDC), almost 1 out of every 3 people in the United States will develop shingles.  Shingles is caused by the varicella zoster virus, the same virus that causes chickenpox, and can last 2-4 weeks.  The risk of developing shingles increases as a person gets older with half of all cases occurring among men and women 60 years old or older. In rare instances, shingles can lead to pneumonia, hearing problems, blindness, brain inflammation (encephalitis), or death.   

Although shingles is not contagious, a person who has never had chickenpox or the chickenpox vaccine could get chickenpox from someone with shingles. A person with shingles blisters should avoid contact with anyone with a weak immune system, newborns and pregnant women.

Monthly Recycling Day In Woodstock - Saturday

On Saturday, February 12, the Environmental Defenders of McHenry County will conduct their monthly recycling collection for fluorescent tubes, Styrofoam™, and batteries from 9 a.m. until noon at the Farm Bureau Parking lot,
1102 McConnell Road
in Woodstock. They continue to collect certain items which would be harmful to the environment if put in a landfill, and which are not taken by curbside programs

Government Meetings Tuesday

8:30 a.m.---Human Resources Committee
When the Human Resources Committee of the McHenry County Board meets Tuesday morning at 8:30 a.m., they will hear a presentation on the Employee Wellness Program. The committee meets in the County Board Conference Room of the Administration Building, 667 Ware Road, Woodstock.

Other matters on the agenda for consideration includes a couple Workers' Compensation Claim Settlement matters for authorization; a reclassification of a position from Buyer to Junior Buyer in the Purchasing Department; an update on union negotiations, health insurance update and consideration of the Human Resources Committee priorities.

A review of quarterly Worker's Compensation Case Load of Active Claims, Training, and Safety Program review will also be considered.

7:00 p.m.—Lakewood Village Board
Lakewood Village Board is meeting Tuesday evening beginning at 7:00 p.m. in Turnberry Country Club, 9600 Turnberry Trail, Lakewood. This is the second meeting being held in Turnberry instead of the RedTail Country Club facility.

A request for approval of a resolution in support of the Centegra Hospital, Huntley is included on the agenda.

Formal recognition of the Public Works Staff is to be made for their exemplary efforts during the recent Blizzard of 2011. 

New Group Devoted to Reducing Amount and Effect of Bullying

 The next meeting of the McHenry County Anti-Bullying Network will be held at the Woodstock Library, 414 W. Judd Street on Saturday, February 19 from 9:30 to 10:30 A.M.

The newly formed is organization devoted to reducing the amount and effects of bullying in schools and among children and teens generally.  The group is open to parents, teachers and other school staff, others who work with children and youth who are interested in helping to alleviate this problem.

The group is sponsored by Principled Minds, a non-profit organization based in Woodstock that seeks justice and equality for all persons in McHenry County.  Principled Minds has made efforts to combat bullying one of its highest priorities and recently was a sponsor of the Don’t Kick the Penguins anti-bulling program at McHenry County College.

McHenry County Board Law and Justice Committee Meets Monday Morning

The Law and Justice Committee of the McHenry County Board will meet at 8:15 a.m. Monday in the Conference Room of the County Administration Building, 667 Ware Road, Woodstock.
