8:15 a.m. – McHenry County Board Law & Justice Committee –

Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.

A number of FY 12-13 Budget Reviews are slated including those for Court Administration, Court Services, Public Defender, Merit Commission, and Coroner.

Several Resolutions are being presented for the Committee’s consideration including:

Resolution authorizing the acceptance of the Illinois Law Enforcement Alarm System Grant. This is the awarding of five 60kw mobile generators to the McHenry County Emergency Management Agency. These are considered necessary for operations during times of disasters, emergencies and unexpected long term power outages.

Resolution authorizing acceptance of a State of Illinois Emergency Management Performance Grant Program Agreement for FY 2012.

Resolution Authorizing a Memorandum of Agreement Between the McHenry County Emergency Management Agency and the federal Emergency Management Agency Integrated Public Alert and Warning System (IPAWS) Program Management Office.

Ordinance to modify the Emergency Services and Disaster Agency of McHenry County as the Emergency Management Agency of McHenry County.

Discussions are to take place regarding Marine Patrol Services and revenues as well as on Traffic Ticket Fines and Fees.

8:15 a.m. –McHenry County Board Law and Justice Committee –

Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.

In addition to approval of minutes from the May 7 meeting, the Committee will consider Sheriff’s Staffing for proposed entrance changes at the Government Center and a Case Management System for the Public Defender and State’s Attorney’s Office.

Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.

Several matters are listed on the agenda for discussion including:

• Veterans Affairs Space Needs

• County Administrator Evaluation including timeline, County Board Survey and Year End Report.

Monday August 1 Meetings

 8:15 a.m. – Law and Justice Committee of McHenry County Board -- meeting in the County Board Conference room, County Administration Building, 667 Ware Road, Woodstock.

McHenry County is eligible for up to $78,860.65 for a period October1, 2010 to September 30, 2011. This is funding from the Federal Government through the individual states via the Robert T. Stafford Disaster Relief and Emergency Assistance Act. It is reimbursement for local emergency management agencies for up to 50% of their costs for management, personnel, administrative expenses and travel. This is being presented to the committee for the approval of a resolution for the grant agreement.

More For Special Prosecutors

The Committee is being requested to consider another payout for services rendered by the Special Prosecutors and Consultants for the month of August through November 2010 in the amount of $90,783.34.

The County had issued $20,873 to satisfy the payment request of the Consultant working on the investigation. However, the County has not increased the encumbrance necessary to pay the request. Therefore, it is necessary to request an additional $12,972 to be payable from the general fund contingency in order to pay the requested billing

Salary Adjustment For First Assistant State’s Attorney

The Committee is being requested to approve the unfreezing of and a salary adjustment for a First Assistant State’s Attorney in order to attract a qualified candidate to meet the demands of the position. The current frozen salary is $87,256 which is below what is needed to attract a qualified candidate. The request of the State’s Attorney is to increase the salary to $118,500.

Grafton Township Board

7:00 p.m.—Senior Transportation Committee Meeting, Grafton Township Office.

This committee is to meet with the Township Board to discuss policies and recommendations, especially regarding the PACE bus.

McHenry County Board Law and Justice Committee Meets Monday Morning

The Law and Justice Committee of the McHenry County Board is meeting at 8:15 Monday morning in the County Administration Building, 667 Ware Road, Woodstock. Sheriff Keith Nygren is to make a presentation on behalf of the Sheriff's Office regarding the completion of a multi-year process designed to attain internationally acknowledged recognition by the Commission on Accreditation for Law Enforcement Agencies. (CALEA)

Sheriff Nygren points out that his office has over 400 employees, whose history of community service is nearly 175 years old. The personnel of this department provides Law Enforcement, Correctional, 911 Dispatch and other support to the citizens and businesses of McHenry County.

The Department is the primary Law Enforcement Agency for approximately 90,000 residents of the unincorporated areas of McHenry County. The Department also works with and provides assistance to all other public service agencies in McHenry County.

The purpose of CALEA is to establish a body of standards designed to increase agency effectiveness and efficiency in the delivery of public safety services. Secondly, the purpose is to establish and administer a series of credentialing programs through which public safety agencies can demonstrate voluntarily that they meet an established set of recognized professional standards leading to excellence in management and service delivery.

Sheriff Nygren also points out that the Department is pursuing accreditation of the Corrections Medical Services and will begin the process of accreditation for the Communications Center in the near future.

The Law and Justice Committee is also requested to consider two appointments one for the Fox River Grove Fire Protection District and one for the Crystal Lake Rural Fire Protection District.

Several resolutions are being presented to the Committee for approval. One is for the transfer of Work Release Funds to the General Fund; and from the Work Release Commissary Funds to the Inmate Commissary Account.

Another resolution for the committee's consideration is an Agreement between the McHenry County Sheriff's Office, the Village of Lake in the Hills, and McHenry County to provide Mutual Aid.

The Committee is also to consider the appointment of David Christensen as Director of the Emergency Management Agency. Barry Valentine, the current Director is retiring in May.

Approval of a contract for Case Management Software is being presented for approval of the Committee.

Two resolutions regarding the Prairie Shield Alliance are to be considered. One is to approve transfer of interest from the grant fund to the General Fund. A second resolution for consideration is for authorizing a grant agreement as Lead Agency for the City of DeKalb, a member of the Prairie Shield Regional Alliance.

McHenry County Board Law and Justice Committee Meets Monday Morning

The Law and Justice Committee of the McHenry County Board will meet at 8:15 a.m. Monday in the Conference Room of the County Administration Building, 667 Ware Road, Woodstock.

According to the agenda, Suzanne Artinghelli, Lake in the Hills Police Department, is being recommended for appointment to the McHenry County Emergency Telephone System Board. If the committee agrees, the final approval is to be made by the McHenry County Board.

Another resolution being presented to the committee for consideration concerns the length of duration of the Special Prosecutor, which has been retained on behalf of State's Attorney Louise A. Bianchi.

Another personnel matter to be considered is the recruitment of a Director of the emergency Management Assistance as the current Director, Barry Valentine, is going to retire. This position is responsible for preparations for future emergencies as well as handling them when they occur.

Also listed on the agenda is an item regarding Courthouse Open House. There is no other information provided with it.

Law and Justice Committee Meeting Monday Morning

The Law and Justice Committee of the McHenry County Board is slated to meet at 8:30 a.m. Monday in a Conference Room of the County Administration Building, 667 Ware Road, Woodstock.

The agenda includes a presentation by Dr. Joe Williams, currently the Assistant Superintendent of the Regional Office of Education. This relates to the McHenry County Compulsory Attendance Program.

Matters related to law enforcement division of the County includes the appointment of 13 individuals representing McHenry County law enforcement agencies to the McHenry County Emergency Telephone System Board. Also the 2011 McHenry County Emergency Operations Plan is being presented for review before it goes on public display until December 21 when it will be considered for approval by the Committee and the County Board. This action is necessary in order for McHenry County to receive between $70,000 and $90,000 a year income for emergency operations.

The Committee is also to consider the continuation of the Natural Hazard Mitigation Plan and the continuation of the related committee. Approval of this plan by the County is necessary in order for the County to receive Federal Mitigation funding of approximately $65,000.

Another resolution to be considered by the Law and Justice Committee is for the continuation of the position of a Commission for the Accreditation of Law Enforcement Agencies (CALEA) within the Sheriff's Department. The cost for this position of $73,000 is included in the 2011 county budget.

There also could be more discussion on courtroom space and utilization as well as a discussion on judicial review and expenses.

Resolutions being considered by the Committee include:

• A lease agreement to install, operate and maintain communications equipment on the Village of Spring Grove's Tower property;
• Authorization of a Lease for Toughbook computers for the Sheriff's Department
• Authorizing acceptance of a Department of Justice COPS Grant for Equipment at a Remote Radio Transmission Site for the Sheriff's office
• Two resolutions authorizing an increase in the Circuit Clerk's Automation Fee and one for an increase in the Circuit Clerk's Document Storage Fee.

An update is also expected on the 22nd Judicial Circuit Emergency Continuity of Operations Plan and Budget reviews for Court Administration, Court Services, Public Defender, Merit Commission and Coroner are also expected.

City of Crystal Lake Ad Hoc Clean Air Counts Advisory Committee

Updates are expected on a Crystal Lake Draft Bicycle and Pedestrian Facility Master Plan; Safe Routes to School; and I-Go Car Sharing, and also regarding implementing VOC (volatile organic compounds) reduction measures.
Promotion ideas include Bike with Your Neighbors Event, Implementing a number of ideas such as energy efficiency measures; promoting fleet management and commuter choice measures such as no idling signs at local schools.
Some programs to be considered for implementation or promotion include safer pest control project, recylceBank, involvement of the Chamber of Commerce and businesses.
