Government At Work

THURSDAY, February 27, 2014
6:30 p.m. – McHenry County College Board of Trustees—
Meeting in the Board Room, MCC campus- 8900 U.S. Highway 14, Crystal Lake.
Something that might be considered the highlight of the Board meeting is a planned presentation by Ted Hazelgrove, Instructor of English on the Harmony and History in Homer’s Iliad: Discerning Legend from History in the Trojan War. Hazelgrove is an Instructor of English at MCC.
A report regarding tuition increase has been postponed.
Other matters for the Board to consider are the routine payment of necessary bills,
What might be considered a major expense of operating the college is the replacement of two HVAC chillers for a cost of $23,500. The chillers being replaced were installed with the original building B addition in 1989 and have met their life expectancy.
The new chillers will utilize an energy efficient system that could be retrofitted to a ground source (geothermal) system in the future.

Following reports from the various participating agencies, a presentation by FEMA Region V External Affairs on Social Media in Emergency Management and Disaster Response.
6:30 p.m. – McHenry County College Board of Trustees-
Meeting in the Board Room of the College, 8900 U.S. Highway 14, Crystal Lake.
Ted Hazelgove, Instructor of English is t present Harmony and History in Homer’s Illiad – Discerning Legend from History in the Trojan War.
Numerous other matters are to be considered, all related to the efficient operation of the educational facility.

Ended my use of Outlook Express. I understand it is not fatal.
But since there are some other problems, I am waiting until after the election and have my computer redone with new operating program et al.

1:00 p.m. – Joint meeting of McHenry County Zoning Board and Planning and Zoning Committee—
Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.
Following the consideration of minutes of prior meetings by each group, the combined group will continue review and recommendations regarding Public Comments regarding Overlay Districts and Digital Signage; conduct discussion of temporary signage and amateur radio towers, followed by acceptance of Draft UDO for release for public hearing.
7:00 p.m – Valley Hi Operating Board—
Meeting in the nursing home, 2406 Hartland Road, Woodstock.
Following a presentation regarding regulatory update, the Board will be apprised of a meeting with Jason Sciarro from Centegra, consider IDPH annual survey preparations, Passages Hospice notification.
Also for consideration, are four resolutions including:
  • Authorizing Valley Hi to enter into a contract with Robinson Engineering for Water and Wastewater Operations and Testing
  • Authorizing the reclassification of Valley Hi part-time positions
  • Authorizing Valley Hi to enter into a contract with CE Solutions for Online Employee Training
  • Authorizing Valley Hi to enter into a contract with Express Painting and Remodeling of McHenry for Installation of Fire Stopping Material in Designated Areas.

8:30 a.m. – McHenry County Finance and Audit Committee-
Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.
A presentation is scheduled for the committee regarding IMRF cash funding needs.
New business includes a resolution authorizing a contract with visions of video for the purchase of televisions for Valley Hi Nursing Home
Resolution approving an engineering services agreement and appropriating funds for construction materials testing services
Resolution authorizing monthly transactions for the delinquent tax program
Resolution authorizing an emergency transfer of funds to the Illinois Municipal Retirement Fund
9:30 a.m. – McHenry County Zoning Board of Appeals-Voting Meeting--
Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.
A voting meeting of the Board is scheduled. One petition scheduled for voting consideration, Storlie Trust in McHenry Township for a conditional use permit to allow the outdoor storage of landscape materials and commercial vehicles and equipment on the subject property is continued.
The Board is to vote on the Maple Valley Materials, LLC request for a conditional use permit to allow the operation of a commercial sand and gravel business including mining, crushing, washing, screening, processing, trucking and storing of sand, gravel, aggregate and other earth materials and for site reclamation. The request is for a change from A1 to A1C on property located in Riley Township.
6:00 p.m. – McHenry County Mental Health Board-
Meeting in the main floor conference room of the Mental Health Board facility, 620 Dakota Street, Crystal Lake.
A new board member, Sam Melei is welcomed
Routine matters of the facility will be considered and handled along with financial reports

MONDAY February 24-
8:30 a.m. – County Board Management Services Committee—
Meeting in the County Conference Room, County Administration Building, 667 Ware Road, Woodstock.
The Committee is to consider authorizing awarding of bids for landscape maintenance for the County Buildings.
Under old business matters, the committee may consider a 500 Russell Court-intergovernmental Agreement with I.D.E.S. along with an update on County Administration Reorganization and the Government Center Energy Project.
7:00 p.m. – McHenry County Board of Health—
Meeting in the County Board of Health, 2200 N. Seminary Avenue, Woodstock.
Numerous reports are to be presented to the Board for approval, many approving services for McHenry County residents through schools and other organizations such as schools, cities and villages, health service clinics.

Absentee Ballot Rules For March 18 Election

The month of March is just five days away.
Yes, that means there is an Election Day on the horizon—this one--March 18--is a General Primary Election.
McHenry County Clerk, Katherine C. Schultz, announced that voters may make application for an absentee ballot for the March 18 General Primary Election.
The first day to apply was Thursday, February 6 and the last day for the County Clerk’s Office to receive applications by mail is Thursday, March 13.
Absentee ballots mailed to individuals must be voted, post marked prior to Election Day and received no later than the 14th day after the election.
Persons may apply for an absentee ballot by mail--McHenry County Clerk, 2200 N. Seminary Avenue, Woodstock, IL 60098.
Applications for absentee voting may be obtained by calling 815-334-4242 or downloaded from the County Clerk’s website:
There are a few laws which must be followed:
A candidate whose name is on the ballot is prohibited from assisting a physically disabled absentee voter unless the candidate is the spouse, parent, brother or sister of the voter,” Schultz explains.
“Also, no one other than the absentee voter shall deposit the absentee ballot in the mail,” she added.
An absentee ballot may be delivered “in person” to the County ‘Clerk’s Office, by either the voter or by a spouse, parent, child, brother or sister of the voter. If the ballot is delivered by any of the aforesaid persons, written authorization from the voter must also be provided. A ballot may also be delivered to the Clerk’s office by an authorized delivery service.
A voter who was issued an absentee ballot, by mail, may surrender his unvoted absentee ballot on Election Day, at the polling site and vote in person .
Schultz noted that individuals, who register to vote by mail, must provide sufficient proof of identity. Any person, who registered by mail, who has never voted in McHenry County before, and is requesting an absentee ballot through the mail, must provide sufficient proof of identity, to allow the election authority to verify the voter’s identity, prior to the mailing of an absentee ballot, or the absentee voter may vote “in person” at the McHenry County Administration Building, Room 107, with one exception: any voter who is voting under the provisions of the uniformed and overseas citizen absentee voting act, who registered by mail, may vote absentee by mail.
