Homeless Animals Also Need Help

REMINDER—Dinner tonight could be simple and fun.

The Animal Outreach Humane Society's annual spaghetti dinner and auction is taking place in the McHenry Moose Lodge, 3535 N. Richmond Road, McHenry. This is located on Route 31 just south of Johnsburg Road.

Dinner includes all you can eat spaghetti with the choice of meat sauce or meatless sauce, salad, garlic bread, dessert and relish tray. The cost for this feast is $5 for adults $3 for kids 10 and under.

Besides there are more goodies. A silent auction on a long list of goodies, bake sale, craft sale, 50/50 raffles and more.

All this to benefit homeless animals that many times are at the mercy of human whims.

Preparing For The Next Election--February 22, 2011

Voters will be going to the polls in less than 50 days. This is for federal, state and county candidates. Meanwhile, preparations are being made for more localized city and village as well as school board elections that will be taking place next year with a Primary scheduled for February 22 and the general election on April 5. The Primary is held only if more than four candidates file for the position of mayor

For Crystal Lake, Election packets for the 2011 Municipal Election are now available Monday through Friday, from 8:00 a.m. to 5:00 p.m., at the City of Crystal Lake Municipal Complex, located at 100 W. Woodstock Street, Crystal Lake, IL 60014.

One four-year position for Mayor and three four-year positions for Councilman At-Large are up for election. A Consolidated Primary Election will be held on February 22 only if more than four candidates file for the position of Mayor and if more than eight candidates file for the positions of Councilman At-Large.

The Consolidated General Election will be held on Tuesday, April 5, 2011, with the successful candidates taking office at the latter of either the first regular or special meeting after receipt of the official election results or at the first regular or special meeting in the month following their election.

Candidates for municipal office may be circulating nominating petitions now until November 22. Petitions for nomination are filed with the Crystal Lake City Clerk, City Hall, 100 W. Woodstock Street beginning Monday, Nov. 15, through Monday, Nov. 22, 2010, 8 a.m. to 5 p.m., excluding weekend days/holidays.

At the time of filing, each municipal candidate must file the following documents at the Office of the City Clerk:

1. Petitions for Nomination – numbered and bound;
2. A Statement of Candidacy;
3. A Loyalty Oath (optional);
4. Statement of Economic Interest Receipt (Filed with the County Clerk's Office).

At the time of filing, candidates will be provided with a D-5 Notice of Obligation, a copy of the Code of Fair Campaign Practices Act and a Receipt for Filing which will include the exact date and time of filing. In the case of simultaneous filings, a lottery will be conducted to determine ballot placement. Following any lotteries conducted, objections will be received by the City Clerk’s office no later than December 1, 2010. A Certificate of Ballot will be forwarded to the McHenry County Clerk's office for the Consolidated Primary Election.

Golf Basics And Game Improvement At MCC

Learn the basics or improve your golf swing with golf classes offered by McHenry County College’s Continuing Education Department.
Basic Fundamentals of Golf, designed for the beginner golfer, will meet from 6-7 p.m. on Wednesdays, Oct. 6 through Nov. 3. Basic rules of play, terminology, equipment, scoring, skills and techniques will help golf novices enjoy the game. Use course ID: NRE S09 010 when registering.

Advanced Fundamentals of Golf is for those who have mastered the fundamentals of golf and will meet from 7-8 p.m. on Wednesdays, Oct. 6 through Nov. 3. Students will work on specific skills to improve their drives, chipping, putting, and swing techniques. Use course ID: NRE S10 010 when registering.

MCC Alumni Office Seeks Recognition Program Applicants

The McHenry County College (MCC) Alumni Office is seeking applicants for its 2010 Alumni Recognition Program to acknowledge MCC alumni, and celebrate the role the college has played in their success.

Alumni have the opportunity to be recognized, not only locally, but may qualify for recognition programs at the state and national levels.

Nominations are sought for three awards: The “Career Distinction Award,” which recognizes an MCC graduate whose individual spirit and take-charge attitude makes a difference in their career field or for helping a fellow employee to excel.

The “Excellence in Community Service Award” lauds the significant contribution of MCC alumni who have volunteered his or her time in the community.

The “Triumph Award” honors alumni who have overcome personal, financial, or emotional hardship and have successfully completed his or her degree or certificate. This award celebrates the courage and applauds the perseverance of the nominee.

All nomination forms and support materials must be received by 5 p.m. Monday,

Sept. 30. Winners will be announced in November. Awardees will be recognized at MCC’s December graduation ceremony.

West Nile Virus Infected Bird Found in Algonquin

McHenry County Department of Health (MCDH) reports a crow collected in Algonquin on September 14th is the first bird testing positive for West Nile virus (WNV) since 2008. Residents should call MCDH to have a bird submitted for testing. McHenry County reported its first human case for West Nile just 3 days earlier on September 14, with its last human case reported in 2007.

The County has seen WNV cases every year since 2001. West Nile is transmitted through the bite of an infected mosquito. The risk for WNV remains until the first frost. Residents can reduce their risk of becoming infected by following these guidelines:
  • Wear shoes, socks, long-sleeved shirts & pants when outdoors for long periods of time
  • Avoid outdoor activities when mosquitoes are most active (dawn and dusk).
  • Spray clothing with repellent containing DEET, picaridin or oil of lemon eucalyptus
  • Apply insect repellent sparingly to exposed skin. Follow label directions.
  • Eliminate all sources of standing water around your home where mosquitoes will breed
  • (bird baths, garbage cans, wheelbarrows, clogged gutters, flower pot trays)
  • Make sure doors and windows have tight fitting screens to keep mosquitoes outside

Election time is fast approaching--the time when all citizens may exercise the right that comes with citizenship in the United States. However, there is something the individual must do in order to exercise that right to cast a ballot in the upcoming November 2, 2010 General Election—they must be properly registered electors

Registered voters who have moved from one precinct to another within the County since they last registered, or from on address to another within the precinct of their residence, MUST NOTIFY the County Clerk in writing by signing an application for change of residence or by returning their present voter's card to the County Clerk's Office specifying the new address, on or before Tuesday, October 5, 2010.

Anniversary Celebration For Raue Center For The Arts

Crystal Lake Park District Plans For Community Center Continue

The Crystal Lake Park District Board is continuing a prior initiated plan for a community center. The board is currently visiting other community centers in the suburban area.

The idea for a recreation center and senior center was last considered by the Park Board in 2009 on a proposed location on the northeast corner of Routes 14 and 176. That property, formerly Viking Dodge and in earlier years, the location of a Ford dealership, remains vacant. Following considerable objection from surrounding residents and concerns for the intersection traffic, the City Council denied the rezoning request for the property.

Park Board members along with Park Director Jason Herbster are in the process of visiting other nearby community centers for ideas. Finances for such a project has been in place since the original idea was initiated. No decision has been made on exactly what will be included as two more facilities are to be viewed. Additionally, a location, if one is considered, has not been made public.

It might be expected that, as was previously planned, two Park District owned properties would be sold. These include the building currently used for Park District offices on the corner of Crystal Lake and Walkup Avenues and the Grand Oaks Recreation Center on Route 176, near Briarwood Road.

MCC Begins Planning For Future Students

The McHenry County College Board of Trustees is beginning to look toward the future and how to accommodate the McHenry County students who desire more education. A planning committee of the Board met briefly this afternoon to begin looking at what could be done to handle the added students. No decisions were made other than to plan on seeking necessary previous documents such as plans and information regarding the present buildings. Also the newly installed College President, Dr. Vicky Smith, intends to visit with City of Crystal Lake officials since the college buildings are located in the Crystal Lake watershed and she wants to understand what is needed by the City since she is not from this area.  Another meeting of the committee is planned for the end of October.

Busy Government Groups On Thursday

THURSDAY, SEPTEMBER 16 –
8:30 AM – The Planning and Development Committee of the County Board is meeting in the Administrative Building of the County Government Center, 667 Ware Road, Woodstock
A request for another extension of the tentative plat for Twin Creeks is being presented. Due to the current economic situation there is a lack of demand for the housing product proposed. Other agencies involved in this have approved the requested extension.
A request has been received from the McHenry County Islamic Center for waiver of fees for their building, planned for location at 5008 E. Crystal Lake Avenue, Crystal Lake, based on their 501C3 tax exempt status.

2:00 PM – McHenry County College Plan Committee meets in the Board Room to review the current plan.

7:30 PM—Crystal Lake Park District Board is meeting in the District Offices, One East Crystal Lake Avenue, Crystal Lake.
The Board will hear a presentation by Lauterbach and Amen of the annual audit for the District.

The Board will also consider the bid of Crystal Lake Bank and Trust Company, N.A., Crystal Lake for an issuance of a bond at a rate of .95%. The Board is expected to approve an ordinance for the issuance of this General Obligation Limited Tax Bond Series 2010.
Also the Board is expected to approve an Ordinance for the issuance of $1.5 million for Park District improvements.
One of the improvement projects is a new restroom building at Veteran Acres. A bid is expected to be considered by the board for this project. Twelve bids were received for this project. One was for the entire project, nine for general contracting and two for alternative energy components being considered for use in the building. The three lowest bidders have been asked to submit a bid for a larger heating unit. Final bids are expected to be considered by the Board Thursday.
In the same area, a new septic system to service the facility is also being considered. City sewer lines are not available in this area.

6:00 PM- McHenry County Conservation District Trustees will meet in executive session at 6:00 pm pursuant to Exception 2C5 (Real Estate), 2C6 (Sale/Lease Real Estate), 2C11 (Probable or Imminent Litigation and Pending Litigation), and 2C21 (Review of Closed Session Minutes) of the Open Meetings Act (5 ILCS 120/1 et. seq.).

The Trustees will meet in open session immediately following the Executive Session. A presentation is planned as a showcase of LITH Fen Conservation Area Development and Nippersink Canoe Base Redevelopment.
A number of reports from Trustees regarding meeting attended regarding other related agencies are also anticipated.
The agenda also calls for the consideration of a number of bids for the completion of seeding projects on approximately 211 acres of various habitats for a total of $198,143.09. Also a bid is being award for a concrete block replacement restrooms for both The Hollows and Rush Creek Conservation areas with the lowest bidder being CR Embassy Construction, Hampshire, Il for a price not to exceed $133,343.
Also a landscape services contract is to be considered for the Kishwaukee Headwaters Conservation Area with Crescent Valley Landscape, Inc. Woodstock, as the lowest qualified and responsible bidder at a cost not to exceed $37,648 base bid.
A contract is also to be awarded to Paulsen Paving, Inc. of Woodstock, for the construction of an asphalt trail connection of the Stone Mill Trail for a cost not to exceed $49,761.25.
A resolution is expected to be approved regarding an intergovernmental Agreement with the Village of Richmond as well as a resolution adopted granting a permanent easement to the County of McHenry
Farm Lease agreements are also being presented for consideration, a source of some income.

Busy Time for McHenry County Conservation District Trustees

Members of the McHenry County Conservation District Board of Trustees are involved in several meetings Thursday evening.
  • The Outreach and Advocacy Committee will meet at 5:00 p.m.
  • The Finance Committee of the Board will also meet beginning at 5:00 p.m.
  • The entire Board of Trustees will meet at 6:00 in an executive session followed by the convening for a regular meeting of the Board at 7:00 p.m.
The location of all the meetings is the Brookdale Administrative Office of the Conservation District, located at 18410 US Highway 14, Woodstock.

Friends of MCC Foundation Reinstates Additional Promise Students

The MCC Promise, a unique, volunteer-focused, tuition reimbursement program specifically for McHenry County College (MCC) students, is now entering its second year. Over the past week, the Friends of MCC Foundation, with assistance from the MCC Financial Aid Office, has conducted an immediate and thorough review of student records after a number of Promise students shared their concern about being dropped from the program due to financial aid deadlines. Based on this review, the Foundation has decided to reinstate 78 additional students into the program for Fall 2010.

Funded by private donations from generous individuals and/or businesses in the greater McHenry County area, the Promise is only in its infancy but has already impacted many students’ lives by giving them a chance to go to college, when they may otherwise have not been able to attend. The Foundation launched the program in Fall 2009, initially providing tuition for over 900 new MCC students, which will make those graduating in Spring 2011 the first Promise graduation class.

As with many tuition-based scholarship programs, specific criteria were developed by the Foundation to ensure that Promise students remain committed to their education at the College, including maintaining a specific GPA (2.5 for Fall 2010 and Spring 2011), completing 16 volunteer hours each semester, maintaining full-time status, and completion of financial aid paperwork. Foundation and College officials review all Promise student records at the end of each semester to verify that they have met the program’s criteria and are eligible for the Promise in the coming semester.

Prior to the beginning of each academic year, Promise students must complete all necessary financial aid paperwork (including the Free Application for Federal Student Aid-FAFSA) by the deadline(s) provided by the Department of Education and approved by the institution. The FAFSA is only the first step in the financial aid process – one which can be completed in as little as 4-6 weeks if paperwork is submitted timely and accurately. Much of the financial aid process is out of the MCC Financial Aid Office’s control. Because of this, there can be confusion in the process.

By the end of the Spring 2010 semester, 756 students were in the Promise program, but 353 students were not reimbursed because they did not meet at least one of the program’s primary criteria, consequently dropping them from the program. The remaining 403 students were required to maintain their eligibility for fall by completing additional criteria, including their financial aid paperwork. 175 of these students kept their eligibility by meeting all criteria early on, while a large quantity of the remaining students were dropped because they did not meet the financial aid paperwork deadlines. However, due to the complexity of the process, 78 students were inadvertently declared ineligible when they should have been allowed to continue in the program. Therefore, by reinstating these additional 78 students, there are now 253 total students who remain in the Promise program for Fall 2010.

If the financial aid process is started early, many students complete it without difficulty. This year, MCC’s Financial Aid Office touched over 8,000 applications. In total, over $3 million dollars were awarded to MCC students for fall, not including Promise students. According to Laura McGee, director of Financial Aid at MCC, “Encouraging all MCC students to complete their financial aid paperwork has led to more students receiving aid than in the past; many of these students otherwise wouldn’t have thought they’d be eligible, but there has been a strong commitment to remind every student that there are monies out there to help them if they just take the time to apply.” She added, “We are proud of the dollars awarded, and the team has worked hard to make this happen.”

First Confirmed Human West Nile Virus Case In McHenry County This Year

McHenry County Department of Health (MCDH) has confirmed its first human case of West Nile virus (WNV) this year in a 71 year old man from Marengo who was hospitalized but has since been released. Human WNV cases were previously reported in McHenry County in 2007 (5), 2006 (6) and 2005 (3) during the months of August, September and October. The State Health Department has recorded 5 cases in 2010 in DuPage, Cook and Kane Counties. This year, no positive mosquito pools or birds have tested positive for WNV in the County.

Most people with the virus have mild symptoms such as fever, headache and body aches. Illness can occur 3-15 days after an infected mosquito bite. More serious illnesses, such as encephalitis and meningitis and death, are possible. The disease can affect all ages, but people over the age of 50 and those with chronic disease.

Mosquitoes transmit the virus to humans after feeding on a bird infected with WNV. Public health officials continue to urge residents to take precautions as the risk of mosquito-borne WNV lasts until the first hard frost. The most effective way to prevent against becoming infected with WNV is to follow some basic steps:
  • Limit your time outdoors during peak mosquito biting hours which are from dusk to dawn
  • When outside (evening and early morning), use repellent and protective clothing such as long-sleeves, long pants and socks.
  • Spray clothes with repellent containing DEET for extra protection. Always follow label directions.
  • Get rid of standing water around your home where mosquitoes will breed (bird baths, old tires, garbage cans, flower pot trays, wheelbarrows).
  • Have tight-fitting screens on both windows and doors; replace screens with tears.

Lakewood Village Board Meets This Evening

Lakewood Village Board is meeting this evening beginning at 7:30 pm in the Red Tail Golf Club, 7900 Red Tail Drive. In addition to handling the necessary routine items, the Board is expected to approve the replacement of water tower number one at an expected cost of $38,800. Also the Board is being requested to approve a Proclamation designating September 17 through 23 as Constitution Week as well as a proclamation designation September 27 as Family Day.

District 155 Board Meets This Evening

School District 155 Board of Education is meeting this evening at 7:30 pm in the Center for Education, One South Virginia Road, Crystal Lake. In addition to handling the necessary matters of bill paying, employment matters the Board will hear about the sixth day enrollment figures and a report from the boundary and enrollment committee. Also included on the agenda is a listing of 18 summer graduates.

Woof! Meow!


Many animals depend on the help of humans.

That is especially true of those who are "homeless", that is those who do not have a permanent home with loving pet owners.

The Animal Outreach Humane Society of McHenry County is asking for support for their annual pasta dinner and silent auction.

That is taking place Saturday, September 18 from 4:00 PM to 9:00 PM at the McHenry Moose Lodge, 3535 North Richmond Road—on Route 31 just south of Johnsburg Road.
The dinner includes all you can eat of pasta with meat or meatless sauce, salad, garlic bread, dessert and a relish tray. All for $5 for adults or $3 for kids 10 and under.

There is also a silent auction which includes an authentic Bears helmet signed by Brian Urlacher #54 as just one of the many auction items to be found.

Observing Government At Work

MONDAY SEPTEMBER 13
8:15 AM -- Human Resources Committee of the McHenry County Board meets in the County Administration Building, 667 Ware Road, Woodstock. The agenda indicates consideration of a number of resolutions including several for workers compensation claim settlements; acceptance of a $25,000 Illinois Department of Public Health grant to be combined with a $45,000 budget transfer providing for a full-time position in the dental health clinic.

Another IDPH grant being considered is $388,410 to help offset the cost of Breast and Cervical Cancer screenings for McHenry County's low income women. The committee is to consider acceptance of the grant and also use of county revenues to cover the additional needed funds.

9:30 AM – McHenry County Transportation Committee plans to meet at 9:30 AM or immediately following the Human Resources Committee meeting. This is primarily regarding the acquisition of property and is to be in executive session

7:00 PM -- Crystal Lake Ad Hoc Clean Air Advisory Committee.
Meets in the Crystal Lake City Council Chambers.
A number of updates on matters are in the agenda including a draft bicycle and pedestrian facility master plan; safe routes to school and I Go Car Shopping.

A number of other topics are also on the agenda including Bike With Neighbors Event, No Idling at Schools, Safer Pest Control Project, and a Recyle Bank.

TUESDAY, SEPTEMBER 14
8:30 AM -- Management Services Committee of the County Board meets in the County Board room of the County Administration Building, 667 Ware Road, Woodstock.

The Committee is to view a presentation regarding purchasing ordinance-apprenticeship and training program as presented by a representative of Indiana, Illinois, and Iowa Foundation for Fair Contracting.

Additionally, a couple resolutions authorizing Workers' Compensation Claim Settlements are being presented for consideration; a resolution authorizing the remodeling of the former Regional Superintendent of Education office which is to be utilized by the Planning and Development Department.

9:30 AM – The County Board Finance and Audit Committee meets in the Administration Building. That agenda also includes Workers' Compensation Claim Settlements for consideration. Also to be considered is the acceptance of a $1,250 National Trust for Historic Preservation Grant for a Heritage Grove Program. This has been in the process for the last several years.

Funding for various Senior Programs is to be considered by the committee. These are programs involving transportation, volunteer services for seniors, mental health care, dental program, senior care, legal services, and nutritional meals for seniors. Funding for these programs is covered through the successful passage of 2003 referendum.

3:00 PM -- Crystal Lake Park District Planning Committee will leave the Crystal Lake Administrative Offices for a visit to Barrington and Palatine Park District facilities.

6:30 PM – District 155 Boundary and Enrollment Committee will meet in the Board Room, at the Administration Office, One South Virginia Road, Crystal Lake. An update on the Ridgefield boundary is to be considered along with recommendations for changes and also community meetings.

THURSDAY, SEPTEMBER 16 –
8:30 AM – The Planning and Development Committee of the County Board is meeting in the Administrative Building of the County Government Center, 667 Ware Road, Woodstock.

A request for another extension of the tentative plat for Twin Creeks due to the current economic situation causing a lack of demand for the housing product proposed. Other agencies involved in this have approved the requested extension.

A request has been received from the McHenry County Islamic Center for waiver of fees for their building, planned for location at 5008 E. Crystal Lake Avenue, Crystal Lake.

2:00 PM – McHenry County College Plan Committee meets in the Board Room to review the current plan.

Celebrate "It's Our River Day" Saturday, September 18

Each year since 2004, on the third Saturday in September, communities across Illinois have celebrated "It's Our River Day" by organizing educational, recreational and beautification activities along local rivers. Launched by The Illinois River Coordinating Council, “It’s Our River Day” is a fun way to encourage organizations, schools, businesses, clubs, municipalities, and others to celebrate Illinois watersheds.

Locally, the Environmental Defenders of McHenry County and the Village of Algonquin are sponsoring this year's 3rd annual "It's Our River Day" celebration and clean-up event. The location is Cornish Park in Algonquin from 1-4 p.m. Saturday, September 18. The park is located near Harrison Street and Route 62 on the Fox River, one block east of Route 31.

Members of the public are invited to take part in this fun and educational activity. Participants must provide a signed EDMC waiver & release form before they are allowed to participate in clean-up work, and minors must have the signature of a parent or guardian. A copy of the form will be available at the event, or may be downloaded online  at

It's a time to celebrate the beautiful Fox River, and help keep her clean at “It’s Our River Day” in Algonquin. Learn about the river and conservation and get some "hands-on" involvement picking up trash and recyclables, while enjoying live music and learning about safe fun on the river through kayak demonstrations.

The event will kick-off with two speakers, Debby Sosine, Village of Algonquin Trustee, and Gary Swick with Friends of the Fox River. Following opening remarks, a kayaker from the Prairie Coast Paddlers will discuss and demonstrate kayaking on the Fox River. There will also be informational displays provided by area environmental groups.

At 2:15 the clean up will begin, with gloves and bags provided by The Sierra Club. Throughout the clean-up, the Mack Hotterson band featuring local musicians, Alan Parquette, Eliot Levy and Randy Siewert, will perform. The event will conclude at 4:00 p.m.
