8:30 a.m. – McHenry County Housing Commission –

Meeting in the Planning and Development Conference Room, McHenry County Administration Building, 667 Ware Road, Woodstock.

The Commission is to hear a report from the Executive Committee, hear a presentation by the Housing Commission and hear reports from municipality contacts.

The topic of conflicts of interest is also to be considered as well as the Notification of Funds Available.

6:00 p.m.—McHenry County College Board of Trustees Committee of the Whole –

Meeting in the County College Board Room, McHenry County College, 8900 U.S. Highway 14, Crystal Lake.

The Board is to discuss the preliminary December Financial report before turning to other Board matters such as a public-private partnership report regarding a feasibility study.

Other important matters to be considered by the Trustees include a discussion on the parking lot reconstruction; discussion of the position of Director of Sustainability; a mid-year budget review and discussion of items to discuss with legislators at a February ACCT Legislative Summit.

6:30 p.m. – High School District 155 Board Operations Committee –

Planned to meet on this date but due to many of the members being out town, the meeting is cancelled.

7:00 p.m. – McHenry County Board—

A proclamation is being presented for Board approval, recognizing Nick Chinkos for over six years of service to the McHenry County Historic Preservation Commission.

McHenry County Zoning Board Recommendations --

Strauss Trust - Hartland Twp - A1C-A1CV-- Renewal of Conditional Use Permit to

(A)-Allow a landscape business,

(B) Allow the use of a one-story barn as an office,

(C) Allow the outdoor and indoor storage of commercial equipment and vehicles, (D) With amendments to allow the storage of mulch and firewood; and further variations (i) to allow the employee parking area and the driveway, connecting it to Streit Road, to be gravel, and  without individual parking space designations, or wheel or bumper guards or curbs, and to allow the driveway connecting that parking lot to the proposed storage area for commercial vehicles and equipment to be sixteen (16) feet in width at its most narrow portion, instead of the 24-foot minimum.

The Petitioners further request a Conditional Use to allow Creekside Landscape Development to sell firewood to its landscape customers and to provide snow plowing and shoveling services to the public.

REINA TRUST - ALGONQUIN TOWNSHIP - A1-E1—

The property is located at 7821 Hickory Nut Grove Road. The request is to rezone from A1 Agriculture to E1 Estate District.

FIUMETTO - MCHENRY TOWNSHIP - R1-R1V

Variation to allow a front yard setback of seventeen (17) feet instead of the required thirty (30)-foot setback, and to allow a side yard setback of five (5) inches, instead of the required ten (10)-foot setback.

The property-in-question does not have any current zoning violations.  The reason the petitioner is seeking a variation is that she proposes to add an attached garage to the existing residential dwelling, and neither the existing residence, nor the proposed addition meet required setbacks, as named in the petition. 

The Illinois Department of Natural Resources (IDNR) report indicates that no endangered species or sensitive natural resources are found in the vicinity of the PIQ. The consultation was therefore terminated.

JENSEN - HEBRON TOWNSHIP - A1-A2V—

Reclassification from the A-1 Agriculture District to the A-2 Agriculture District with a variation to allow a side yard setback of 23.35 feet rather than the required 30 feet along the south property line and a variation to allow a road frontage for the property of 300 feet rather than the required 330 feet.

Granting of the request is recommended.

7:30 p.m. – CRYSTAL LAKE CITY COUNCIL—

Meeting in the City Council Chambers, City Hall. 100 West Woodstock Street, Crystal Lake.

The first matter the Council is to handle is the swearing in of a new Chief of Police, James R. Black.

The appointment of Black was made by City Manager Gary J. Mayerhofer announced the appointment of James R. Black as Chief of Police effective January 7, 2013.

Chief Black comes to Crystal Lake after having served the Downers Grove Police Department for 25 years. Chief Black joined the Downers Grove Police Department as a Patrol Officer in January 1988. He was then promoted to Police Sergeant in 2000, Operations Lieutenant in 2004 and Deputy Chief in 2006. Chief Black has both a Bachelor's Degree in Criminal Justice and a Masters Degree in Criminal/Social Justice from Lewis University. He is a graduate of the Northwestern University Center for Public Safety School of Police Staff and Command, as well as the Federal Bureau of Investigation National Academy.

Chief Black has proven himself to be a dedicated police professional and he looks forward to working with the employees of the Crystal Lake Police Department to effectively protect and serve our community.

Chief Black is taking the place of Chief Linder who retired following 32 years of service with the City.

Northside Community Bank, Edward Egelston, petitioner

The petitioner is requesting annexation of three parcels that total approximately 5 acres, located south and west of the southwest comer of Route 176 and Terra Cotta Road.

The property is improved with a residential structure used for commercial purposes as a restaurant. The petitioners are seeking annexation to connect to City water and sewer.

The petitioner requests that this matter be referred to the February 6, 2013, Planning & Zoning Commission meeting for zoning consideration and the February 19, 2013, City Council meeting for the annexation public hearing.

The subject property consists of two parcels that total approximately 9.4 acres, located north and east of Route 14 and Route 176 at 7624 US Route 14. The property is vacant. The petitioner is seeking annexation to connect to City water and sewer and develop the property.

Glacier Ridge Elementary School "Paws for the Pantry" Run

The Glacier Ridge Elementary School PTA is requesting to hold the "Paws for the Pantry" Run on Sunday, April 21, 2013.

The event includes a!-mile walk/run, which is scheduled to begin at 8:00 a.m. and a SK run, which is scheduled to begin at 8:30 a.m.  As part of the request, the PTA is asking that a portion of Village Road between Moorland Drive and Driftwood Lane (in front of Glacier Ridge School), as well as Kings Gate Lane at Village Road be closed during the event. The City Council approved a similar request in 2012. The proceeds from the race will benefit the PTA of Glacier Ridge Elementary School and there will be food donations accepted for the Crystal Lake Food Pantry.

St. Elizabeth Ann Seton Church

Seeks a temporary Use Permit for a Friday night fish fry Special Promotion.

Motion is requested to approve the Temporary Use Permit, pursuant to the recommendations listed below, and waive the Temporary Use Perm it fee.

The Temporary Use Permit shall be valid per the attached site plan for the Friday evenings between February 15, 2013 and March 22, 2013 from 2:00p.m. until9:00 p.m. Any requests for additional signage shall be made to the Building Division.

New Retailer Job Creation -- Investment Matching Grant Application

Lori McConville of Marvin's Toy Store, 64A Williams Street, is requesting a $10,000 matching grant.

Retail Store in M-Manufacturing District

Brad Joseph is requesting approval for a retail store location at 4500 Northwest Highway.

This location is in an M-Manufacturing District. The Council may approve the Grant Agreement to fund furniture, fixtures and equipment for the new business or reject same.

The Cary-Grove High School Football team is being recognized for their outstanding accomplishments.

Other matters on the agenda for Board consideration includes:

A Second Reading of a Board Policy regarding personnel suspensions. The revision is being made to assist the District in the event a parent contests a suspension given by those roles not currently listed in the policy.

As usual there are numerous resignation, retirement, dismissal and non-renewal considerations. These generally relate to such as short-term paraprofessional duties at the high schools. Also coaching positions for various sports

Also for board consideration are three custodial positions being filled along with four coaching and extra-curricular assignments.

Four matters are to be considered in executive session including appointment, employment, compensation, discipline, performance or dismissal of employees under which all Assistant Superintendent Positions identified are being considered.

The agenda notes three categories of possible action to be taken in executive session including appointment, employment, compensation, discipline performance or dismissal of employee, handling all assistant superintendent positions identified.

Also, the Board is to discussion, in executive session, collective negotiating matters between the public body and employees...

The board is also slated to consider possible expulsion of a student or students, and a suspension hearing appeal.

McHenry County Government To Collect Less Than Allowed

The McHenry County proposed budget for the fiscal year December 1, 2012 through November 30, 2013 has been placed on public view following Tuesday night’s County Board meeting.

This budget is expected to be adopted by the Board at its Tuesday, November 20 meeting.

In developing the FY13 Budget, McHenry County maintained the professional conservative approach to budgeting that earned an Aaa bond rating from Moody’s Investor Services. The County is one of only three Illinois counties to have earned this distinction. Lake and DuPage Counties are the other two counties.

The McHenry County Board directed staff not to capture the allowable inflationary growth in the property tax extension. As a result, the County is collecting $2.3 million less than is allowable under the tax cap law.

The proposed FY13 budget is $252,079,699. This compares to the current FY12 Budget which was approved at $256,714,170.

The revenue environment for the County continues to be challenging with a corresponding control on expenses.

Although the budget is less than the previous year’s budget, there are no dramatic cuts to services, but as in recent years, there are adjustments and reductions in almost all areas of County Government.

The proposed FY13 Budget maintains compensation parity between union and non-union employees

Through an active management of the employee roster, there are 83 positions that have now been eliminated since 2009 and 19 positions have been added to the roster through consolidation and rethinking responsibilities. The result is 64 fewer positions than three years ago.

Proclamation Designating October 19 as Senior Services Associates, Inc. Day

Proclamation To Recognize All McHenry County Emergency Management Volunteers for their Thousands of House of Dedication to Emergency Management for the Citizens of McHenry County.

One zoning matter is on the Zoning Board of Appeals consent agenda. This is for McGuire Constant Trust in Grafton Township

The Board is expected to approve a $78,580,000 Levy for the coming year.

7:30 p.m. – Crystal Lake City Council –

Crystal Lake Manor Property Annexations

Six of seven Crystal Lake Manor properties to be annexed to the City will be continued for public hearings. One property at 4914 State Street is being presented to the Council for approval of annexation. 

Festival of Lights Parade –

It’s time for the annual Festival of Lights Parade on November 23 beginning at 5:30p.m.  Parking restrictions are being requested for Council approval for this evening. This will include both sides of Caroline Street between Woodstock Street and Crystal Lake Avenue, on both sides of Paddock Street between Williams Street and Walkup Avenue; and the first two parking spaces on the east side of Grant Street just north of Crystal Lake Avenue.

Objection To Proposed County Zoning Change—

David Hinz, owner and Mixed Media, LLC, of property located at 10216 Route 31, Algonquin, is seeking a variation to allow a sign that is greater than 150 square feet in areas to be setback 65 feet from the residential zoning t the east instead of the County required 100 –foot setback from residential zoning.

This property is in the mile and one –half of the City’s planning jurisdiction. The Council is being requested to approve the objection of the City at the zoning hearing to be held by the County Zoning Board of Appeals on October 18 at 9:00 a.m.

New Retailer Job Creating and Investment Matching Grant

Crystal Lake Furniture & Mattress, 18E Crystal Lake Plaza is requesting a $10,000 matching grant for furniture, fixtures and equipment at 18E Crystal Lake Plaza. The business is planning to expand by moving from the current location in Prairie Grove. The new location was formerly occupied by Thomasville Furniture.

Special Use Permit for 235 Crystal Ridge Drive

The Council is being requested to approve an ordinance granting a special use permit for a pool and deck at 235 Crystal Ridge Drive. The request is recommended for approval by the Crystal Lake Planning and Zoning Commission.

Sea Level Diving Variations
Sea Level Diving, located at 296 Liberty Drive is requesting several variations for their planned project to be located at the Liberty Drive location. These variations include deferral of required sidewalk installation until an area wide program is established. The second is a variation from the requirement to install curbing around the parking lot, and the third request is variation from the requirement to have a landscape island at the end of the parking row on the south side and from the requirement to have a landscape island every 10 spaces. According to the petitioner, sidewalk does not exist on either side of the lot, and there are only 11 parking spaces planned.

The Planning and Zoning Commission recommended denial of the petitioner’s sidewalk deferral request. The Commission also recommended approval of the petitioner’s other two requests, adopting an ordinance granting the variation from the curbing and the landscape islands at this location.

Wickenkamp Residential Variation

The Planning and Zoning Commission recommended denial of the request for a variation t allow a covered front porch to encroach 10.8 feet into the required 25.5 foot average front yard setback.

Nagel Simplified Residential Variation
The petitioner is requesting a variation to allow an addition to the residence to encroach into the required front setback and be as close as 10 feet from the front property line instead of the required 35.5 feet.

The Planning and Zoning Commission recommended denial of the request. If the Council has a different opinion, a super majority vote –five votes- - is required to overturn the Planning Commission recommendation.

Harkins Special Use Permit
Redmond Harkins, 73 Lincoln Parkway, desires to build a garage with a full basement on the property.

The Planning –Zoning Commission expressed the opinion that the garage is too large and out of character for the neighborhood. If the Council disagrees and feels that the garage should be constructed, a number of conditions are recommended including, the structure may not be used for living quarters, along with a number of conditions related to placement the garage and size.

The petitioner discussed the requirements with the Building Division  with the decision being made that the floor will be precast concrete with a membrane on top and an added two inches of concrete on the membrane; also the installation of a floor drain to trap any oil, gas, water, etc that might leak onto the floor.

Five positive votes are required by the Council to overturn the Planning Commission negative recommendation.

Traffic Control Options for East Crystal Lake Avenue –

This topic is for discussion only. Additional measures are needed to address concerns related to a median that was required at the East Street intersection near the tracks.

Fall Parkway Tree Planting
The Council is being requested to approve a bid for the purchase of services for the Fall tree planting program. The successful bidder is to supply 167 trees of various species including Emerald Luster Maple, Red Sunset Maple, Norwegian sunset Maple, Green Spire Little Leaf Linden, Honey Locust, Hackberry, and Trident Maple, or equivalents. The successful bidder, Wilson Nurseries, Hampshire, submitted a bid of $11,143.50 for the delivery of the 167 trees to the Municipal Complex.

Maintenance of City Property

A number of bids are being presented for Council approval, all connected with maintenance of City property, include such as bids for bids for snow and ice removal, awarding bids for repair work on a well, painting of wastewater treatment clarifier domes; water treatment contracts.

Government At Work

TUESDAY, SEPTEMBER 2 –

9:00 a.m. – McHenry County Board—

Meeting in the County Board Room, County Administration Building, 667 Ware Road, Woodstock.

Several appointments are to be made by the Board, including Elna A Hamilton to the McHenry County Housing Authority for a term to expire June 30, 2013;

Stephen R. Polep and Catherin L. Nash to the Senior Services Grant Commission for terms to expire October 1, 2014.

A resolution is to be adopted authorizing the construction of an environmentally controlled space in the Evidence Facility with a contract for the construction services with Carmichael Construction.

Along with this action, a resolution is t be adopted authorizing budget line item transfers in the Sheriff’s fiscal year 2012 budget to fund the needed improvement.

West Entrance of the Courthouse modification.

An additional public entrance to the building is planned due to the added number of public and employees entering and has caused delayed admittance. To resolve this, an additional entrance is being constructed to prevent those entering the building from having to wait in the outside elements of the weather. The cost is not expected to exceed $50,000.

Increased Daily Room Rates At Valley Hi Nursing Home

The Board is to consider a Resolution to increase the room rates at Valley Hi Nursing Home. This is being done following a rate study which showed that the Valley Hi rate were below market in the surrounding area.

Rates are to be set as follows:

Intermediate Care     $210 per day

Skilled I Care             $220 per day

Skilled II Care            $230 per day

Also for Valley Hi, the Board is being requested to authorize the reclassification of a full time food service assistant into two part time positions at Valley Hi.

Workforce Grants for Dislocated Workers

The Board is to approve the receipt of $37,537 in Workforce Grants which is used to assist for costs associated with services provided to the Dislocated Workers from Trade Programs.

Grant For Health Department

A $25,198 grant is provided by the Illinois Department of Public Health for the development of mitigation strategies to address the top three hazards t the Public Health and Healthcare system. Part of the fund will support a regional consultant to develop the mitigation strategies.

County Emergency Operations Plan

The County Board is to approve the 2012 McHenry County EOP and a copy of it is to be forwarded to the Illinois Emergency Management Agency as required by state law.

County Board Meeting Dates for 2013.
These are generally the first and third Tuesdays of the month. There is an exception in January when the first Tuesday New Years Day, therefore, the meeting date is moved to Thursday, January 3.

Adopt-A-Highway

This program allows volunteer groups to adopt various sections of county highways for the purpose to clean up litter. Three groups are being presented for approval including The Eky’s Giving Back, Greenworld Systems and Vibrance Chiropractic. This program is handled through the McHenry County Department of Highways.

New Bridge For Charles J. Miller Road

The lowest responsible bid is being presented to the County Board for approval to demolish structures at 405 Emerald Drive, McHenry Township. These were acquired for the location of a new bridge to be constructed north of the existing bridge to add capacity over the Fox River.

Bridge Inspection

The Federal Government requires that all bridge structures including culverts, which have an opening of 20 feet or greater be inspected at two-year and or four-year intervals. There are 136 structures that required inspection under the federal law. An engineering service agreement with Willett Hoffmann & Associates, Inc. for $197,383.54 is to be approved by the County Board for this inspection work. 

Hill Road Township Bridge Project
Board approval is requested for a $96,978.64 added contract to replace a bridge structure on Hill Road in Richmond Township. The contract with Strand Associates, Inc. will now total $247,709.10.

Governments At Work -- Tuesday Evening

6:00 p.m. – McHenry County Board Committee of the Whole –

Meeting in the County Board Room, County Administration Building, 667 Ware Road, Woodstock.

The only item of business for this meeting is the Fiscal Year 2012-13 Budget Development and Supplemental Requests.

 6:30 p.m. – Crystal Lake Public Library Board –

This Special Meeting includes a presentation, discussion and feedback of the Draft Crystal Lake Public Library 2011 Needs Assessment including options for building and operations expansion.

 6:30 p.m. – McHenry County College Board Committee of the Whole –

Meeting in the College Board Room of the College, 8900 U.S. Highway 14, Crystal Lake.

The board is to discuss August Financial Reports before considering an update on Building B Renovation as presented by Brian Luca of Pepper Construction and Steve Pate RuckPate Architecture. 

The agenda also calls for Health Education Facility, Public Private Partnership, Lots B and D and Ring Road Rehabilitation, as presented by Greg Evans Findings, Phase I Feasibility, as presented by Ken Gorman, Power Wellness.

Land Donation is another agenda item as presented by Ms. Laura Brown, Vice President for Institutional Advancement.

The Board is to discuss a Classification and Compensation Study.

7:00 p.m. – Lakewood Village Board –

Meeting in the RedTail Golf Club, 7900 RedTail Drive, Lakewood.

The  Board is to conduct a public hearing to consider and take action regarding the adoption of an Ordinance to annex territory generally located on the East side of Illinois Route 47, South of Illinois Route 176 and North of Ballard Road. The Board is to vote or deny the annexation as proposed.

 

7:00 p.m. – McHenry County Board—

Several presentations are scheduled including proclaiming Monday September 24 as Family Day, Proclamation Recognizing Robert Lesser for 28 Years of Service to McHenry County; and an Eagle Scout Resolution.

Four zoning matters are being presented for approval on a consent agenda. Including :

• Unilock Chicago, Inc. in Riley Township for a renewal of A1C 
• Lease Trust in Burton Township, also a renewal of A1C;
• Brook in Chemung Township for A1 to A2CV
• Swanson, McHenry Township, R1 to R1V

Routine consent Agenda for consideration includes Receipt of Statutory Reports for August and Placed on File including:

• County Clerk’s Monthly Report
• Emergency Management Report
• Public Defender Report
• Sheriff’s Report
• Treasurer’s Report

Several Finance and Audit matters are being presented for the Board’s approval including:

• Authorization for an Emergency appropriation to the division of Transportation FY 2011-12 Budget for Fuel, Oil and Grease
• Authorization for adjustment to the Job Classification Structure in the County’s Job Evaluation/Classification System
• Resolution Authorizing an Emergency appropriation to the Law Library Fiscal Year 2012 Budget

 Under Law and Justice matters, a resolution is being presented for approval of authorizing electrical wiring upgrade at McHenry County Adult Corrections Center

In the Planning and Development area, a Resolution is being presented approving the analysis of Impediments to Fair Housing Choice Study.

Transportation matters to be considered include

• Resolution to approve Adopt-A-Highway Volunteer Group Agreements
• Resolution approving an intergovernmental Agreement with the State of Illinois for the Lawrence Road Bridge over the Piscasaw Creek Project and appropriating the necessary funds
• A Resolution approving a wetland credit agreement for the Lawrence Road Bridge over the Piscasaw Creek Project and appropriating the necessary funds.
• Resolution approving an intergovernmental agreement with the Village of spring Grove for parking areas and sidewalk installation and maintenance on Main Street.

 An Ordinance being presented for Board review is to amend Appendix G of the 1991 McHenry County Subdivision Ordinance Adopted February 19, 1980 as amended.

An Ordinance to Designate the Trout Valley Swimming Pool as a Local Historic Landmark pursuant to the McHenry County Historic Preservation Ordinance.

Another Ordinance, which is being presented under a waiver of the 30-day review requirement, is an ordinance establishing a temporary moratorium for off-premise commercial advertising signs. 

Government At Work

TUESDAY, AUGUST 7 –

9:00 a.m. – McHenry County Board –

Meeting in the County Board Room, County Administration Building, 667 Ware Road, Woodstock.

Two special presentations are scheduled including County Artwork and Specialty Courts.

County Public Building Commission Appointee

Appointments to be authorized include Kathleen Marinangel to the McHenry County Public Building Commission for a term to expire September 1, 2017.

Under finances, the Board is being requested to approve a resolution authorizing monthly transactions for the Delinquent Tax Program regarding a Port Barrington property.

Security Services for Administration Building
The Board is being requested to authorize an agreement with Andy Frain Services, Inc. for security services for the County Administration building for the next three fiscal years for an average of $81,146 per year, with the latter two years being optional.

Solid Waste Enforcement Grant
The County is to receive a $41,622.49 Solid Waste Enforcement grant to cover the county’s $68,000 budgeted costs through June 30, 2013. The Board is requested to approve the grant.

Emergency Management Performance Grant
A request is being made for the Board to approve an agreement with the Illinois Emergency Management Agency for the receipt of a program grant not to exceed $78,017.34 for a period October 1, 2011 to September 30, 2012.

Generators For Emergency Power

The State has determined that McHenry County is a willing and capable agency to provide facilities and operations in the State during times of disasters, emergencies and unexpected long term power outages. Therefore, the County is entering into an agreement with the Illinois Law Enforcement Alarm System to accept an award of five 60kw electrical generators with the understanding that the County will provide inside storage, license the trailers and maintain the generators throughout their useful life.

In return, the County will have use of the generators for other local areas in times of critical emergencies and disasters.

Acceptance of the Illinois Law Enforcement Alarm System Grant
McHenry County Emergency Management Agency recommends the use of the Integrated Public Alert and Warning System (IPAWS) during emergency operation center activations or any emergency requiring notification to the citizens of the County regarding immediate danger to life and property.

It is necessary that the County enter into a Memorandum of Agreement with the Federal Emergency IPAWS.

Access to the system allows notification to the citizens of the county where there exists immediate danger to life and property.

Adopt A Highway
An agreement between the County Division of Transportation and a volunteer group Loving Memory of Margaret Shafer is being presented for approval. The volunteer group is to be responsible for litter collection on Chapel Hill Road from IL 120 to River Road.

Park and Ride Lot Project-
McHenry County and the Chicago Metropolitan Agency for Planning have determined there is a need to construct a park and ride lot at the intersection of Virginia Road and Illinois Route 31.

In order to proceed with the project, an engineering firm is needed. The County Board Transportation Committee selected Civiltech Engineering to perform the services.

The County Board is being requested to approve the appropriation of $99,597 for Civiltech Engineering, Inc. of Itasca, to provide necessary engineering services. The cost is to be reimbursed by the CMAQ program at 100%. Construction is anticipated to begin in early 2013, after the Virginia Road at Illinois Route 31 intersection relocation project is completed. Engineering costs are estimated to be $99,597.

Charles J. Miller Road Project

A determination has been made that improvements are needed for the Miller Road between Illinois Route 31 and River Road, in the City and Township of McHenry. This is an existing road which is congested with volumes of traffic higher than the facility was designed to handle.

The County Board is being requested to approve a resolution appropriating funds to pay for Water Quality Certification to the Illinois Environmental Protection Agency. It is necessary to obtain the Illinois EPA permit due to the complex involvement of this project with the Fox River.

McDOT Office Building Indoor Environmental Controls
This building lacks automated control features to coordinate and reduce heating and air-conditioning usage of the building space during times of low occupancy.

The cost to add automation to the HVAC system at the office building is $35,700. The Illinois Department of Commerce Economic Opportunity has awarded McHenry County a grant of $12,160 for use in making the McDOT office building energy efficient.

Implementation of this project is expected to provide energy savings of $4,800 per year in addition to adding to the comfort for occupants of the building.

The County Board is to approve the necessary resolution authorizing the Board Chairman to enter into a grant agreement with the Illinois Department of Commerce Economic Opportunity for the $12,160 grant.

Dunham Township Road District Construction

A $384,927.15 contract with Peter Baker & Son Company for maintenance resurfacing work on Dunham Township roads.

Two Ordinances for Review--

Emergency Services and Disaster Agency
Is to become the Emergency Management Agency of McHenry County. This change is necessary in order to comply with P.A. 85-1025.

A portion of the Subdivision Ordinance Adopted February 19, 1980 is to be amended regarding the penal sum charged which is currently 150% of the engineer’s estimate of cost to insure compliance of the work. It is the opinion of the Planning and Development Committee that this is overly punitive. The new rate proposed is 125% of the engineer’s estimate of cost.

Following the opening of the meeting, approval of minutes of prior meeting and the Chairman’s remarks, a special recognition is slated. This is for the proclamation to recognize Nancy File for 31 years of Exemplary Services to the McHenry County Historical Society.

A couple special report presentations are also scheduled. The first is the Valley Hi Operating Board Annual Report.

The second report is the Final presentation of the Analysis of Impediments in Fair Housing Choice.

New and Unfinished Business:

The Board will be considering a number of Resolutions including receipt of a $24,883 Emergency Response Grant Amendment for the Health Department.

Four other Resolutions concern public disclosure of possible conflicts of interest for four county residents serving on the Community Block Grant Commission. These include Philip Bartmann, Cathryn Perfetti, county Board member Virginia Peschke and county Board member Sandra Fay Salgado.1

The County Board will be presented a number of matters to consider under the topic of finance and audit.

This includes authorization for adjustment to salary ranges 1 through in the County’s Compensation Program
