8:30 a.m. – McHenry County Board Management Services Committee –

Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.

The Committee is to consider a resolution of-conveyance of certain real property from the Public Building Commission to the County. The property was used for the purpose of obtaining revenue bonds. The bonds are paid and the property is being conveyed back to the county.

A resolution is to be considered authorizing a lease with Cisco Capital Key Government Finance for a Storage Area Network. The cost is expected to be $31,000 annually for a five-year lease.

A discussion is slated regarding RFQ for Security Services for the McHenry County Administration Building.

Also a discussion is slate regarding McHenry County’s 175^th Birthday.

Old Business to be considered includes amending the ethics Ordinance for the County to reflect some minor changes in the wording.

Also under old business eLibrary- Communication with Appointments to Commissions, Boards, Etc.

8:30 a.m. – Management Services Committee –

Meeting in County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.

A presentation is slated for the committee regarding the McHenry County Ethics Ordinance Training Site.

Under new business, a resolution authorizing a contact with Comcast Ethernet Dedicated Internet Services is to be considered.

Two matters are slated for discussion by the committee including a recommendation on iPads and Ethics Advisory position to the McHenry County Ethics Commission

Also on the agenda is the mater of Open Meetings Act Training, an update on County Administrator’s Goals and an agreement extension for a Civil War Flag.

Under old business, McHenry County Business to Government Plug-in Event update is to be provided as well as consideration on the Measurable Goals for a Strategic Plan and continued discussion regarding “Communication: Committees and Commissions.”

Otherwise, reports from the administrator and Council of Governments is also included if appropriate.

7:00 p.m.—McHenry County Board of Health –

Meeting in the County Department of Health, Building A, 2200 N. Seminary Avenue, Woodstock.

Following opening of the meeting, consideration of January Disbursements and any Divisional Reports the Board of Health will consider a number of contracts and agreements including:

A $34,796 HIV Prevention Extension Grant; a $5,000 NACCHO MRC Contractual Funding Agreement;

A $2,160 agreement with Stan’s Office Technologies;

A Memorandum of Understanding with Marian Central High School as a mass dispensing site.

A number of agreements are being made with three hospitals and McHenry Radiology Imaging Associates as reimbursement for services in the Illinois Breast and Cervical Cancer Program.

MONDAY, JANUARY 23, 2012—

8:30 a.m. –Management Services Committee—

Meeting in the McHenry County Conference Room, County Administration Building, 667 Ware Road, Woodstock.

Two interviews are to take place for appointment to the McHenry County Ethics Commission.

At 8:30 a.m. , Melissa M. Hernandez is to be interviewed, followed by Scott E. Hartman at 8:45 a.m.

A couple resolutions are being presented to the Committee for consideration. One is authorizing entering into a contract with Paper 101 for the purchase of copy paper for the County Government at a cost of $67,973.92. The other is authorizing a contract with Carahsoft Technology Corporation for Agenda Management /Webstreaming Services with a line item budget transfer in the Fiscal Year 2012 Budget. The cost for this is $1,900 a month or $22,800 a year with a 5% annual escalation.

A review of Management Services Goals for 2012 is to be made along with a report on Emergency Generators for County facilities.

9:30 a.m. – Finance and Audit Committee

The committee is to consider the same resolutions regarding copy paper purchase and Agenda Management services as presented to the Management Services Committee.

A third resolution to be considered by this committee is to authorize re-appropriation into fiscal year 2011-2012 the rolled forward encumbered budget dollars from fiscal year 2010-2011.

County Committee To Review Responsibilities of County Administrator Office

MONDAY, JUNE 13

8:30 a.m.—Management Services Committee of McHenry County Board meets in the Conference Room of the County Administration Building, 667 Ware Road, Woodstock.

The committee is to consider an ordinance setting the duties and responsibilities of the office of County Administrator. Such an ordinance was adopted January 1986 and amended August 1992, May 1998 and March 2002. It is felt there is a need to re-define the duties of the county administrator. Some modifications are to be considered by the committee for the final approval by the County Board.

Also Deputy County Administrator, John Labaj, is expected to explain some of the changes in the Workers’ Compensation Reform Legislation which is on the Governor’s desk for signature.

Tuesday Government Meetings

9:30 AM—Finance and Audit Committee of McHenry County Board

McHenry County Assessor, Bob Ross will make a presentation on the State of County Assessments.

Also an appointment to the Board of Review is to be considered by the Committee.

Several resolutions are being presented regarding grants for the McHenry County Workforce Network. A $42,223 grant is to be used to provide wages for a work experience program for the youth of McHenry County and must be for 10 new youth not currently on the youth program.

An additional $7,978 is being awarded the McHenry County Workforce network for the Trade Adjustment Assistance Program.

An additional $4,000 is being awarded the McHenry County Workforce for the Trade and Globalization Adjustment Assistance Act for program year 2009-2010. This program provides assistance to upgrade skills to help eligible individuals become more employable...

McDOT Grant-On a different topic, $173,000 is to be awarded by the McHenry County Department of Transportation (McDOT) for pavement preservation and maintenance using crack routing and sealing on approximately 35 lane miles of County Highways. The funding comes from the RTA Sales Tax Fund.

Environmental Education--The Finance and Audit Committee is also to consider a $10,000 budget line item for McHenry County schools environmental education Program (McSEEP). This is to provide for recycling education program that was initiated in 2002. Not until 2010 were fees generated from active landfill operations as planned. Annual amounts were provided for the recycling education from other sources.

In fiscal year 2010 there were $7,000 per quarter generated in host fees. Now an appropriation of $10,000 is to provided for McSEEP for recycling education program, if the committee, and subsequently the County Board, approve.

In connection with the County budgeting process, during the fiscal year 2010-2011 when revenues were declining, expenditures were reduced to meet that task and few if any supplemental request were awarded.

However, elected officials and department heads were notified that if the fiscal year 2010 ended in the black, it was possible the budget and supplemental requests would be re-addressed.

The Fiscal year 2010 did finish in the black with an amount of funds not sufficient enough to cover all the requests. However, $1,450,000 is planned to be made available as follows: $1,000,000 for the Illinois Municipal Retirement Fund to enhance the declining fund reserve balance as the result of higher employer contribution rates; $250,000 for the General Fund Contingency to cover unplanned expenditures that may occur in that fund; $200,000 added to the General Fund for Fuel Budget to address the dramatic price increase in fuel costs

Meeting in RedTail Golf Club, 7900 RedTail Drive, Lakewood

Following approval of minutes and bill payment and financial statements, the Board will consider a request for a Lake Special Use Permit for the Crystal Lake Ski Association. They plan to host a Slalom Qualifier Event on Sunday, July 10 from 1:30 p.m. to 5:00 p.m.; a Slalom Tournament on Sunday August 14 from 1:30 p.m. to 5:00 p.m.

A number of items on the agenda require discussion and action by the Board. These include a work order from Baxter & Woodman for Rehabilitation of Concrete Spillway at Turnberry Lake No. 2. The amount for this work is not to exceed $20,000.

The Village Board is to consider a motion to approve an ordinance declaring property at 8810 Bard Road surplus. The Board is also being asked to approve a resolution authorizing the sale of surplus Village Real Estate of 1.118 acres of R-1 One-Family Dwelling Residential District property.

Another matter for the Board's approval is the waiving of any bidding requirements and approve a proposal from Motorola/Chicago Communications for Telecommunications Equipment in an Amount of $583,702. This is subject to final contract review by the Village Manager and the Village Attorney.

MONDAY, APRIL 25

8:30 a.m.—Management Services Committee of McHenry County Board

Meets in the Conference Center the County Administration Building, 667 Ware Road, Woodstock.

A resolution is to be considered regarding an intergovernmental agreement between the County and the McHenry County Public Buildings Commission regarding an agreement for management and retention of county records.

The utilization of the old Valley Hi facility for McHenry County Sheriff's Department SWAT Training is also to be considered.

A discussion is slated regarding the County Administrator Evaluation Process.

5:30 p.m.—McHenry County College Board of Trustees Committee of the Whole

The committee is to review the board packet for the April 27 Regular Board meeting as well as hear a presentations regarding McHenry County College's Completion Agenda.

A listing for closed session is included on the agenda with a listing of acceptance of Closed Session Minutes for a Committee of the Whole meeting February 21.

The Board is then to return to open session for consideration of future agenda items and summary comments by Board Members.

7:00 pm.—McHenry Board of Health

Meetingi in the McHenry County Department of Health, Annex A, 2200 N. Seminary Ave., Woodstock.

In addition to presentation of reports the Board will be presented a couple grants for approval including $15,000 IDPH Vision and Hearing and $10,000 IDPH Teen Tobacco Prevention grants.

A State of Illinois Department of Healthcare and Family Services Dental Grant for $100,000 is also being presented to the board for acceptance.

A proclamation for Rita Valentine for 26 years of Health Department Service will be presented to the Board for approval.

A number of budget amendments will also be presented for the Board's approval including

8:30 a.m.-McHenry County Board Management Services Committee--

Meets in the Conference Room of the County Administration Building, 667 Ware Road, Woodstock.

Interviews of two people for appointment to the County Ethics Commission are the first matters on the agenda. These are Robert M. Martens, and Deborah K. Nier

Two Resolutions authorizing Workers' Compensation Claim Settlements are to be considered.

Another matter requiring authorization is a resolution amending a prior resolution authorizing a budget line item to transfer funds for the build-out of a new courtroom, holding cell and Judge's Chamber.

The committee is to consider the next step on Web Streaming and Agenda Management for the County Board.

Also, discussion is slated to take place regarding County Board Rules regarding Zoning Petition.

12:00 noon – McHenry County Mental Health Board

Two matters of business are included on the agenda. Under Old Business, the retreat FY 12-13 Strategic Planning Refining Strategic Goals. This item is for action of the Board.

Under Other Business, the April 13 Healthy Community Study Results being held at the McHenry County College Conference Center.

Both meetings are being held in the Center for Education, One South Virginia Road, Crystal Lake and are expected to be conducted in executive session for student discipline matters.

County Board Committee To Be Updad on Webcasting Ideas

Monday, March 14, 8:30 a.m.—

The McHenry County Board Management Services Committee will meet Monday morning at 8:30 a.m. in the County Administration Building, 667 Ware Road, Woodstock

.

In addition to authorizing a Workers' Compensation Claim, the committee is also expected to authorize the use of a Department of Commerce and Economic Opportunity Energy Rebate grant of $16,854.38. This is the result of converting the parking lot lights to LED. The County was awarded this amount based on the energy savings calculated for the retrofit.

This is a non-matching grant and the Faculties Management Department recommends the funds be used to develop green strategies and energy conservation measures for a cost not to exceed the grant amount.

The Committee is also expected to consider a review of County Functions by Office and Department.

Additionally, the committee is expected to discuss amendments to the County Board Rules and an update on webcasting of county board meetings.

Old Valley Hi Nursing Home, Hospitals, Animal Control Are Topics For Consideration at Monday Meetings

Monday, February 28

8:30 a.m.—Management Services Committee

The demolition of the old Valley Hi Nursing Home building is to be discussed Monday morning when the McHenry County Board Management Services Committee meets at 8:30 a.m. The location of the meeting is the County Board Conference Room of the County Administration Building, 667 Ware Road, Woodstock.

The building has not been used for a nursing home since a new facility was completed on County-owned property in the same area, Nelson and Hartland Roads, Woodstock. Valley Hi residents were moved into the new facility January 7, 2007. McHenry County residents passed a referendum in 2002 for the construction the facility. The County has owned the property for many years as the location of what was known in years past as the "poor farm". It was a place where older residents could reside when they could no longer farm their own land.

Since that time the old nursing home building has been used for a storage and archive facility. A new archive facility is now in use.

Also to be discussed by the Management Services Committee are revised County Board Rules which have been in the process of being updated. Some of the suggested changes include verbiage regarding the length of the County Board Chairman's term. It is suggested that the "The Chairman shall hold said position for a term of two years. It is recommended that the Chairman not serve more than three (3) consecutive terms."  The latter sentence is suggested for additional verbiage to the Rules.

The same information is also suggested for addition for the term of the County Board Vice Chairman.

The proposed rules also set the time allotted for people wishing to address the Board on any question. Each presenter is to be provided not more than three minutes of the 30 minites alloted for public participation. The total time allotted for this participation may also be extended by Board action

6:00 p.m. McHenry County Mental Health Board

Meets at 6:00 p.m. in the Mental Health Board facility, 620 Dakota Street, Crystal Lake.

The Agenda calls for handling the necessary matters such as approval of minutes of prior meeting, as well as reports from the President, Director and Treasurer.

The consent agenda lists items to be considered for action:

·       Financial reports for period ending January 31, 2011;

·       Approve Appointment of 3 members to the Behavioral Health Foundation;

·       Approve a memorandum of Understanding between the Mental Health Board and the Behavioral Health   Foundation;

·       Approve applying for SAMHSA Drug Free Communities;

·       Provision of Office Space Support for Veterans Project.

Under new business, action is sought for Consolidation and Managed Service Level Agreement of Information Technologies Services.

Old Business includes the Building Budget to be considered.

Other business includes Family CARE Progress Report and Environmental Review

7:00 p.m.—McHenry County Board of Health.

The Board of Health is meeting Monday evening in the McHenry County Department of Health Crystal Lake facility located at 100 North Virginia Street. This is also the location of the Animal Shelter.

The meeting is being held in this location because the highlight of the program for the board is the Animal Control.

Two Hospital Seeking Support for New Facilities

Both Centegra Hospital and Mercy Hospital have resolutions for support before the Board. Centegra is planning a128-bed acute care facility on Haligus Road between Algonquin and Reed Roads in Huntley. The estimated cost is $233,160.352. The hearing before the Illinois Department of Public Health for the facility was held February 16.

Mercy Alliance, Inc. is planning to construct a 129-bed acute care facility on the southeast corner of Route 31 and Three Oaks Road, Crystal Lake. The estimated cost for this is $200,525,891. Both institutions have been seeking votes of support from various organizationas. The hearing for Mercy is slated for 10:00 a.m. March 18 in the Crystal Lake City Council Chambers, Crystal Lake City Hall, 100 West Woodstock Street, Crystal Lake.

Centegra's hearing was held February 16 in Huntley. Both requests are expected to be considered by the State Board at its May 10 meeting.

Today's McHenry County Board Committee Meetings

The McHenry County Board's Management Services Committee meets this morning beginning at 8:30 in the Administration Building conference Room. In addition to the approval of several Workers' Compensation Claims, the Committee members are expected to authorize the reclassification of positions in the GIS Department and discuss the Evaluation Process for the County Administrator.

The Finance and Audit Committee will meet at 9:30 am in the same location but a different room. It also will be expected to consider for approval the three Workers' Compensation Claims. Additionally, this committee is also being requested to approve the purchase of two snow plow trucks for the county at a sum of $488,100.

The reclassification of position in the GIS Department is another matter for consideration by this committee.

The topic of the County choosing independent contracts, local vendors and professional services providers whenever practicable is a topic for discussion by this committee.
