The Committee is to consider an Ordinance Providing for the Levy of Taxes for McHenry County for the Fiscal Year December 1, 2012 through November 30 2013.

Also to be considered is the Annual Budget and Appropriations Ordinance for the County for the fiscal year December 1 2012 through November 30, 2013.

6:30 p.m. – McHenry County College Board of Trustees –

Meeting in the College Board Room, McHenry County College, 8900 U.S. Highway 14, Crystal Lake.

The Board is to consider the Fiscal Year 2012 Audit and Management Letter. Also for consideration is a request for emergency repairs to sanitary sewer pipe under Parking Lot B.

Meeting in the County Board Room, 667 Ware Road, Woodstock.

A number of special recognition and reports are being presented the Board. Included is recognition from the American Planning Association - Illinois Chapter Best Strategic Plan Award for McHenry County Green Infrastructure Plan.

Proclamation Designating October 19 as Senior Services Associates, Inc. Day

Proclamation To Recognize All McHenry County Emergency Management Volunteers for their Thousands of House of Dedication to Emergency Management for the Citizens of McHenry County.

One zoning matter is on the Zoning Board of Appeals consent agenda. This is for McGuire Constant Trust in Grafton Township

The Board is expected to approve a $78,580,000 Levy for the coming year.

7:30 p.m. – Crystal Lake City Council –

Meeting in the Crystal Lake City Council, 100 West Woodstock Street.

Crystal Lake Manor Property Annexations

Six of seven Crystal Lake Manor properties to be annexed to the City will be continued for public hearings. One property at 4914 State Street is being presented to the Council for approval of annexation. 

Festival of Lights Parade –

It’s time for the annual Festival of Lights Parade on November 23 beginning at 5:30p.m.  Parking restrictions are being requested for Council approval for this evening. This will include both sides of Caroline Street between Woodstock Street and Crystal Lake Avenue, on both sides of Paddock Street between Williams Street and Walkup Avenue; and the first two parking spaces on the east side of Grant Street just north of Crystal Lake Avenue.

Objection To Proposed County Zoning Change—

David Hinz, owner and Mixed Media, LLC, of property located at 10216 Route 31, Algonquin, is seeking a variation to allow a sign that is greater than 150 square feet in areas to be setback 65 feet from the residential zoning t the east instead of the County required 100 –foot setback from residential zoning.

This property is in the mile and one –half of the City’s planning jurisdiction. The Council is being requested to approve the objection of the City at the zoning hearing to be held by the County Zoning Board of Appeals on October 18 at 9:00 a.m.

New Retailer Job Creating and Investment Matching Grant

Crystal Lake Furniture & Mattress, 18E Crystal Lake Plaza is requesting a $10,000 matching grant for furniture, fixtures and equipment at 18E Crystal Lake Plaza. The business is planning to expand by moving from the current location in Prairie Grove. The new location was formerly occupied by Thomasville Furniture.

Special Use Permit for 235 Crystal Ridge Drive

The Council is being requested to approve an ordinance granting a special use permit for a pool and deck at 235 Crystal Ridge Drive. The request is recommended for approval by the Crystal Lake Planning and Zoning Commission.

Sea Level Diving Variations
Sea Level Diving, located at 296 Liberty Drive is requesting several variations for their planned project to be located at the Liberty Drive location. These variations include deferral of required sidewalk installation until an area wide program is established. The second is a variation from the requirement to install curbing around the parking lot, and the third request is variation from the requirement to have a landscape island at the end of the parking row on the south side and from the requirement to have a landscape island every 10 spaces. According to the petitioner, sidewalk does not exist on either side of the lot, and there are only 11 parking spaces planned.

The Planning and Zoning Commission recommended denial of the petitioner’s sidewalk deferral request. The Commission also recommended approval of the petitioner’s other two requests, adopting an ordinance granting the variation from the curbing and the landscape islands at this location.

Wickenkamp Residential Variation

The Planning and Zoning Commission recommended denial of the request for a variation t allow a covered front porch to encroach 10.8 feet into the required 25.5 foot average front yard setback.

Nagel Simplified Residential Variation
The petitioner is requesting a variation to allow an addition to the residence to encroach into the required front setback and be as close as 10 feet from the front property line instead of the required 35.5 feet.

The Planning and Zoning Commission recommended denial of the request. If the Council has a different opinion, a super majority vote –five votes- - is required to overturn the Planning Commission recommendation.

Harkins Special Use Permit
Redmond Harkins, 73 Lincoln Parkway, desires to build a garage with a full basement on the property.

The Planning –Zoning Commission expressed the opinion that the garage is too large and out of character for the neighborhood. If the Council disagrees and feels that the garage should be constructed, a number of conditions are recommended including, the structure may not be used for living quarters, along with a number of conditions related to placement the garage and size.

The petitioner discussed the requirements with the Building Division  with the decision being made that the floor will be precast concrete with a membrane on top and an added two inches of concrete on the membrane; also the installation of a floor drain to trap any oil, gas, water, etc that might leak onto the floor.

Five positive votes are required by the Council to overturn the Planning Commission negative recommendation.

Traffic Control Options for East Crystal Lake Avenue –

This topic is for discussion only. Additional measures are needed to address concerns related to a median that was required at the East Street intersection near the tracks.

Fall Parkway Tree Planting
The Council is being requested to approve a bid for the purchase of services for the Fall tree planting program. The successful bidder is to supply 167 trees of various species including Emerald Luster Maple, Red Sunset Maple, Norwegian sunset Maple, Green Spire Little Leaf Linden, Honey Locust, Hackberry, and Trident Maple, or equivalents. The successful bidder, Wilson Nurseries, Hampshire, submitted a bid of $11,143.50 for the delivery of the 167 trees to the Municipal Complex.

Maintenance of City Property

A number of bids are being presented for Council approval, all connected with maintenance of City property, include such as bids for bids for snow and ice removal, awarding bids for repair work on a well, painting of wastewater treatment clarifier domes; water treatment contracts.

High School District 155 Board Committees Meeting This Evening

Several committees of the District 155 Board of Education are meeting this evening in the District Offices, One South Virginia Road, Crystal Lake.

5:30 p.m.—Board Policy Committee –

Several discussion items are on the agenda, including Misuse of Drugs. This is being discussed as a component of the Regional Office five year audit stated that there is a need to add language regarding informing the authorities of drug use in accordance with Illinois School Code.

Regarding internet use, an adjustment to the policy is to remain incompliance wit E-Rate finding the district receives.

Also regarding Student Records, as a component of the district audit, the auditors stated that there is a need to add language defining student records.

In addition to considering food service bids, the committee is also to consider food serve pricing for 2012-13.

7:00 p.m. – Finance Committee –

Contract renewal of the Employee Assistance Program is to be considered, along with bids for Band Uniforms for Central High School, a SRO Contract for Cary, Liability and Workers’ Comp Insurance renewal, and Treasurer Bond Renewal.

DECEMBER 15—

8:30 a.m. – Planning and Development Committee, McHenry County Board –

Meeting in the County Board Conference Room, Administrative Building, 667 Ware Road, Woodstock.

A subdivision extension is being requested for Lynn Manor Subdivision.

Several interviews for appointment o the Hebron Drainage District will be considered including William Hauri, Bruce E. Meier and Mel Vonbergen.

Any reports to the committee will be presented as available for Chicago Metropolitan Agency for Planning, Community Development Block Grant Commission, Historic Preservation Commission and Housing Commission.

6:00 p.m. – Community High School District 155 Board—

Scheduled to meet in executive session in the Center For Education, One South Virginia Road, Crystal Lake.

The purpose of the closed session is Appointment, employment, compensation, discipline, performance, resignation, or dismissal of employee (Section C1 of the Open Meetings Act.

7:30 p.m. – Crystal Lake Park Board of Commissioners –

Meeting in the Park District offices, One E. Crystal Lake Avenue, Crystal Lake.

A couple requests by community groups have been received for the Board approval.

Included is a request by the Crystal Lake Anglers to hold their Annual Ice Fishing Derby and Raffle at West Beach on January 28 from 6:00 a.m. to 3:30 p.m. with a rain date on February 11.

Babe Ruth League Youth Sign Up Request is made to hold a raffle and sell team apparel at the Early Youth Sports Signup event at Main Beach on February 4 and 11.

The Board is also requested to consider and approve the Board of Commissioners General Practice Manual which relates to hiring qualifications, employment practices, and compensation among others.

A policy regarding blogging and social media is also being presented.

A facility use fee schedule is also included for Board consideration.

Meeting dates for the Board of Commissioners for the next year, which generally is the third Thursday of the month for regularly scheduled meetings.

THURSDAY, DECEMBER 1

8:30 a.m. – Planning and Development Committee—

Meeting in the Conference Room of the County Administration Building, 667 Ware Road, Woodstock.

A resolution is being presented for consideration for the adoption of an amendment to the Bylaws of the McHenry County Community Development Block Grant Commission.

Two resolutions are being presented the committee for consideration. One is authorizing a contract for Stormwater Engineering Services with Gewalt Hamilton Associates, Inc., Vernon Hills for the Fiscal Year 2012 Budget.

The second resolution is the adoption of the HOME Investment Partnerships Program Community Housing Development Organization Reserve Funding Recommendation and Administration Allocation and Amendment of the Action Plan for the 2011 Program Year.

3:00 p.m.-McHenry County Public Buildings Commission—

Meeting in Room 210, McHenry County Administration Building, 667 Ware Road, Woodstock.

Reappointment of a Commissioner for a new term requires the administration of the oath of office and the signature of same.

Reports to the Commission include Project manager’s Report, Treasurer’s monthly report, determination of bills for payment and authorization for payment.

Other matters may be considered such as old business or any new business before adjournment.

Meeting in Center for Education One South Virginia Road, Crystal Lake.

The board will move into executive session for “Appointment, employment, compensation, discipline, performance, resignation, or dismissal of employee.

Are School District Enrollments Declining?

It appears that the large influx of students into area school districts may be subsiding. In High School District 155 the enrollment figure for this year reached 6,935 for all five attendance locations which include Crystal Lake Central, Crystal Lake South, Cary-Grove, Prairie Ridge and Haber Oaks.

District 155 students are generally coming from grade schools from Cary District 26, Prairie Grove District 46, and Crystal Lake District 47, in addition to parochial schools Immanuel Lutheran, St. Thomas Catholic School, Crystal Lake, Lord and Savior Lutheran School, Crystal Lake, SS Peter and Paul School, Cary, Trinity Oaks Christian Academy,  Cary.

It should also be noted there are parochial high schools in the area including Faith Lutheran High School, and Marian Central Catholic High School. There is tuition costs connected with sending students to the parochial schools.

Dr. John Kasarda, a demographer at the University of North Carolina, had projected that a total of 6,941 students would be filling the seats of the five District 155 attendance locations. The actual sixth day attendance number was 6,935.

Dr. Kasarda, who is also retained by District 47,  forecasts a decline in the District 155 attendance for the next few years shown as follows:

6,738 -- 2012-2013 school year

6,562 – 2013-2014 school year

6,472 – 2014-2015 school year

It should also be noted that two parochial high schools are located in the area including Faith Lutheran High School, Crystal Lake and Marian Central Catholic High School, Woodstock.

High School District 155 Board Meets This Evening

6:30 p.m. – School District 155 Board Policy Committee The Committee is meeting prior to the Board of Education meeting regarding four sections of the Board Policy which are being presented to the full board when it meets at 7:30 p.m. in the Center For Education, One South Virginia Street, Crystal Lake.

7:30 p.m. – School District 155 Board The agenda for tonight meeting provides for consideration of a couple bids which include Xerographic paper bids and Prairie Ridge Asphalt Repair bids.

Tuesday Opportunities To Watch Government In Action

TUESDAY, APRIL 19

5:00 p.m.—Finance Audit and Law and Justice Committees of County Board

Another payout request is being presented by the Special Prosecutors and Consultants retained by the County regarding allegations against State's Attorney Louis A. Bianchi. This request for $90,783.34 is for investigative work conducted between August and November 2010. The joint committees are asked to approve payment of this bill.

5:30 p.m.—Planning and Development Committee of County Board

A special meeting of this committee is slated to consider a couple matters regarding subdivisions. One is a request for an extension for the Hennings, Phase II Subdivision.

 The Committee is being requested to adopt a HOME Investment Partnerships Program funding of $300,000 for Owner Occupied Rehabilitation program.

Approval for another $525,000 is being requested to provide for Senior Residences of Crystal Lake LLOC and Banner Funding, Inc. However, the developer was unable to secure the major source of financing for the project at this time. The project is being presented for consideration for a future funding round by the County.

The Committee is to also consider an amendment to a CDBG Contracted Allocation for $150.000 for the McCullom Lake Eastside Drainage Improvements.

A Proclamation is to be approved regarding May 2011 as "Look at Local History Month".

6:00 p.m.—McHenry County Board – Committee of The Whole

The agenda calls for a discussion on County Board Redistricting, a topic that was aired this past week in the Legislative Committee meeting.

6:30 p.m. – District 155 Board Policy Committee

Meeting in the Cary-Grove High School, the Committee is to consider remuneration of Guidance Counselors and Investment of School District Funds.

7:00 p.m. – McHenry County Board

The McHenry County Board is to adopt a proclamation recognizing Mark Elmore for 18 Years of Public Service with the McHenry County Zoning Board of Appeals.

Erik Joseph Bertram is being recognized for reaching the rank of Eagle Scout.

Four zoning matters are being presented for approval including one each in Coral, Harland, Algonquin and McHenry Townships.

One zoning matter located in Harland Township is being recommended for denial.

Five appointments are to be made by the Board including for the Fox River Grove Fire Protection District, McHenry County Ethics Commission, Lake in the Hills Sanitary District, Crystal Lake Rural Fire Protection District, and McHenry Township Fire Protection District.

A number of resolutions are being presented for Board approval including:

• Reclassifying a full time certified nursing assistant into two part-time certified nursing assistants at Valley Hi Nursing Home;
• Accepting a $35,000 grant from Illinois Department of Public Health
• Authorizing tow Workers Compensation Claim Settlements
• Accepting additional funding from an HI Prevention Grant from Illinois Public Health Association
• Accepting $13,000 Illinois Tobacco Free Communities Grant from the Illinois Department of Public Health
• Authorize acceptance of a $203,926 Grant from Illinois Department for public Health for Public Health Emergency Response Program
• Adopt resolution accepting HOME Investment Partnerships Program Funding
• A resolution is to be adopted authorizing an intergovernmental agreement between McHenry County Sheriff's Office, the Village of Lake in the Hills, and McHenry County to provide mutual aid.

A number of resolutions are being presented for Board approval regarding the Transportation Department. Included are:

• Resolution approving an intergovernmental agreement with State of Illinois for Construction of Walkup Road project.
• Resolution approving an intergovernmental agreement with the State and appropriating funds for the Rural Local Agency Traffic Sign Upgrade program.
• Resolution approving an intergovernmental agreement with the State and appropriating funds for construction of the Blivin Street Bridge over the Nippersink Creek.
• Resolution approving a supplemental engineering services agreement and appropriating funds for the Blivin Street Bridge Project.
• Resolution approving the acquisition of right-of-way for highway purposes and appropriating funds for the Graf Road Bridge Project over the West Branch of the Piscasaw Creek

7:30 p.m. – Crystal Lake City Council

Meeting in the Crystal Lake City Council Chambers, City Hall, 100 West Woodstock Street.

St. Thomas School is requesting the closure of a portion of Lake Street on Wednesday and Thursday May 25 and 26. The hours are from 7:45 a.m. to 2:15 p.m. for St. Thomas field days so parents and participants may safely cross from the school to the fields.

An intergovernmental Agreement between the City and the Crystal Lake Park District will be before the Council. This is part of plans by the McHenry County Department of Transportation for Spring 2012 improvements to Illinois Route 176 at Walkup Avenue under the jurisdiction of IDOT.

The City maintains a storm sewer system along Route 176 with an existing maintenance agreement with IDOT. .An existing storm sewer system along Illinois Route 176 will continue. This existing and proposed storm sewer system into Veteran Acres will continue to be maintained by the City. The Park District is responsible for maintaining the driveway and vegetation at the surface of the drainage easement.

A number of changes to the operations and management of the Three Oaks Recreation Area (TORA) are being presented to the Council for discussion only. These include allowing dogs and cats on the trails only provided they are on a leash. This is being changed from allowing them in the picnic grove area as well as the beaches[/spray, park/playground, area or in any watercraft.

The change is being made to prevent a conflict between pavilion rental users and dogs/cats.

Additionally, a change is proposed to General Rules regarding, children. All children under the age of 12-instead of the previously stated 11 years of age shall be accompanied by a parent or responsible adult of at least 16 years of age for admission to TORA.

Hours for the Marina and Trails are to include the second weekend of April through the end of October. The new schedule may be viewed  here

Also, a parent or responsible adult at least 16 years of age must accompany all swimmers under the age of 12.

Also non-resident business owners and property owners are being offered season passes at a rate of $150 for one person for 10 visits with an escalated scale up to $370 for family of four for parking fee and ten visits.

A Public Hearing and Annual Budget Resolution and Salary Ordinance for the 2011/2012 Fiscal Year is being presented for the City Council to adopt.

The budgeted expenditures for all funds in Fiscal Year 2011-2012 total approximately $85.57 million. This includes the funding for the Crystal Lake Library. This is compared to the budget for fiscal year 2010-2011 of $83.02 million.

7:30 p.m.--High School District 155 Board 

Meeting in Cary-Grove High School, 2208 Three Oaks Road, Cary, the Board is to consider bids for summer projects, hear a report of the Director of Student Services, Mark Kovack regarding Guidance Services; consider two parts of Board Policy Revision for first reading; consider resignation, retirement, dismissal and non-renewal of staff; consider leaves of absence and employment of staff.

Superintendent Dr. Jill Hawk seeking approval of a Resolution Extending Participation in the Regional Safe Schools Program, IHSA Membership Renewal. She is also to provide a legislative update.

The committee is to hear a presentation on the Nippersink Creek from a representative of University of Illinois.

Other matters on the agenda include consideration of portions of the Water Resources Action Plan as well as considering the McHenry County Conservation District Interview Process.

Governing In Action

TUESDAY, DECEMBER 14

Management Services Committee of the McHenry County Board –

8:30 a.m. Tuesday in the Conference Room of the County Administration Building, 667 Ware Road, Woodstock. Several Worker's Compensation Claim Settlements are included on the agenda along with authorization for a number of contracts for technology services, systems and maintenance agreements. Also, being considered is a four-year laptop lease for the county.  A review of the County Board rules is another item on the agenda.

Finance and Audit Committee of the McHenry County Board—

9:30 a.m. Tuesday in the Conference Room of the County Administration Building, 667 Ware Road, Woodstock. In addition to authorization of several Worker's Compensation Claim Settlement matters, the reclassification of one position in the Public Defender's Office is also scheduled for authorization consideration.

Several Worker's Compensation Claim Settlements are being presented to the Committee for Approval.

The McHenry County Mental Health Board is seeking authorization of an emergency appropriation in its Fiscal Year 2009 budget for $600,000 to allow the Mental Health Board to respond to increased demands for Mental Health Board funded services for McHenry County citizens. The funds are coming from the 2009 Mental Health Board budget which was increased to meet this anticipated demand.

Authorization for the issuance and sale of a $5,687,050 recovery Zone Facility Bond for Cary Corners, LLC Project, otherwise known a Sage Products.

A transfer of $1,722.60 is to be transferred to the County General Fund from the County Treasurer's Office Building Remodel Project. This is the amount that was not used from a $867,364 budgeted amount for the remodeling of the Treasurer's office, now located at 2100 N. Seminary Avenue, Woodstock. It is no longer located in the county Administration Building.

Authorization is being sought to purchase 16 new police pursuit vehicles for the Sheriff's Department. These are being purchased through the State of Illinois Joint Purchasing Act to piggy back off the Cook County Bid for police pursuit vehicles.

The Finance Committee is asked t o approve an Engineering Agreement Amendment for the Illinois Route 31 Western Algonquin Bypass Project.  This project involves the relocation of Illinois Rt. 31 to the west between Huntington Drive and the Cary-Algonquin Road (IL Route 62) Since the new alignment will be located on the former Toastmaster and Prairie Oasis properties and contaminated soil was encountered, cleanup of the property is necessary, raising the original contract with Civiltech Engineering to $3,642,567.

Approval is sought for a resolution supporting the 22^nd Judicial Circuit in Awarding a Contact for Psychological services which are many times ordered by the courts for sex offender, domestic violations and substance abuse assessments prior to sentencing.  A contract with Mather's Clinic of Woodstock is proposed for a not to exceed amount of $80,000.

In addition to the regular matters to be handled by the Board, such as bill payment, approval is also being sought for seven Ordinances for seven Special Service areas;

• An ordinance to increase the Street and Bridge Fund Levy for the 2010 Levy extended to 2011;
• Two ordinances abating taxes levied to pay principal and interest on certain General Obligation Bonds for Waterworks and Sewage Refunding Bonds;
• Ordinance authorizing the abatement of Taxes on Certain properties annexed to the Village;
• Ordinance to abate taxes levied to pay principal and interest on Alternate Revenue Source General Obligation Bonds.
• In addition to financial matters, the board is to approve an agreement for Fire Protection Services Between Woodstock Fire/Rescue District and the Village.

McHenry County College Board of Trustees will discuss Community Colleges at a 2:00 PM Special meeting Monday. The location is the Board Room of the College, 8900 US Highway 14, Crystal Lake.

5:30 PM-District 155 Board

District 155 Board will meet at 5:30 pm Monday in the Center for Education, One South Virginia Street, Crystal Lake. The Board is planning to consider the information obtained at boundary hearings held for Prairie Ridge and Cary Grove High Schools and finalize the recommendations.

7:00 PM-District 47

School District 47 Board of Education is meeting Monday evening at 7:00 PM in Canterbury School, 875 Canterbury in Crystal Lake. That agenda includes preparations for winter with consideration of snow removal bids.

TUESDAY, OCTOBER 5, 2010
8:15 a.m.—Human Resources Committee of McHenry County Board
Consider resolutions making changes in the personnel at Valley Hi Nursing Home. The Administrator is eliminating one full-time Office Assistant position and recommending the use of existing part-time staff. Also, the reclassification of the Business Office Director position to a Marketing position is being recommended for the nursing home.
Discussion is also to be held regarding potential wage increases for fiscal year 2011.

9:00 a.m.—McHenry County Board
Continued discussion is slated on the Fiscal Year 2011 budget development.
A new security camera for Valley Hi is on the agenda for approval along with a contract with CBJ Architects, PC for the design of a new courtroom, judge's chamber and holding cell to accommodate the new judge for the 22nd Circuit.

6:30 p.m.—Community High School District 155 Board
Special Meeting in the Center for Education, One South Virginia Road to consider in executive session a student discipline matter.

7:00 p.m.—Finance Committee of the Crystal Lake Public Library Board
Meeting in the Library Director's Office of the Library at 126 Paddock Street, Crystal Lake.

7:30 p.m.—Crystal Lake City Council
Life-saving awards are to be presented to two members of the Crystal Lake Police Department, Officer Michael Avila and Officer Ingrid Ketchev.
A number of proclamations are being made at the request of the City's Economic Development Committee.

• Countryside Flower Shop, Nursery and Garden Center is being honored for their 50th anniversary
• General Kinematics is also being honored for their 50th anniversary.
• Joe's Barber Shop is another Crystal Lake longtime business being honored for 50 years in business.
• Lloyd's Paint 'N Paper is to be present to accept a proclamation, however there was no further information provided.

Other Matters Being Considered by the Council include:
Facility Improvement
Aaron's Sales & Leasing, 6207 Northwest Highway, Unit B, is requesting a $10,000 Facade and Commercial Tenant Improvement Grant as offered by the City. The City offers these grants for existing and new retail sales tax generating businesses. Existing retailers who make qualifying improvements are eligible for up to $1,000. New businesses occupying vacant space are eligible for up to $10,000 in matching grant funds.

Aaron's Sale & Leasing is planning a new furniture, appliance and electronics store offering rent-to-own financing for buyers of higher-ticket items.

Variance Request For Rooftop Appliance
Dolphin Swim Club, 825 Munshaw Lane, located in the Lakeview Business Center, is seeking a variance from a requirement that rooftop appurtenances for non-residential use be screened. This is the largest rooftop mechanical unit in the City and if the required screening were used it would create an extremely large wind load and void any warranty for the existing rubber roof. The Planning and Zoning Commission recommended that some type of lighter screening be applied.

Chase Bank
The City Council is also to consider the final plans for the Chase Bank to be located at 1185 South Route 31, which is a Wal-Mart outlot.

Deck and Patio Extensions for Park Place
The extension of decks and patios for Park Place Townhomes is being presented for final approval by the Council Considerable discussion was held by the Planning Commission and the City Council regarding this request. The majority of the home owners favor the request. Those opposed expressed concern that the properties would not appear uniform if some members installed a new deck or patio extensions and other did not. Two of the Planning Commission members opposed the idea. Certain requirements are being placed on the construction depending on the type of home involved.

High School District 155 Committee Meeting This Evening

A meeting of the High School District 155 Board Curriculum, Staff Development, Student Services and Technology Committee sill meet at 6:00 this evening in the Center of Education, One South Virginia Road, Crystal Lake. The agenda indicates consideration of Student Achievement Update and Framework for Quality Instruction Update.

5:00 p.m. - High School District 155 Board of Education, Boundary and Enrollment Committee
The committee will meet in the Center for Education, One South Virginia Road, Crystal Lake to consider the purpose and scope of the committee along with the enrollment update and boundary issues and assumptions. Also to be considered are possible scenarios for the future.
WEDNESDAY, SEPTEMBER 1
8:15 a.m.- Transportation Committee of the McHenry County Board meets at the Department of Transportation Building, 16111 Nelson Road, Woodstock.
A number of McHenry County road projects are being considered including a portion of the James R. Rakow Road, Illinois Route 31 at Virginia Road/Klasen Road, Johnsburg Road, and Dunham Road Bridge project.

Government At Work

High School District 155 Board Meeting This Evening
High School District 155 Board of Education will meet in a Special Meeting this evening beginning at 6:30 pm in the Center for Education, One South Virginia Road, Crystal Lake.
The only item on the agenda is Appointment, Employment, Compensation, Discipline, Performance, Resignation, or dismissal of Employee (Section C1 of the Open Meetings Act) Therefore the Board will be meeting in Closed Session for consideration of this matter. Any possible action is to be in Open Session.

McHenry County Board of Health Meeting
McHenry County Board of Health meets at 7:00 pm this evening in Annex A of McHenry County Government Center 2200 N. Seminary Avenue, Woodstock.
The Board will be interviewing applicants for an Environmental Health Advisory Committee prior to handling other matters.
Collective Bargaining Agreements for the Veterinary Public Health Division is on the agenda along with McCullom Lake water sampling results.

Tuesday, June 29
Crystal Lake District 47 School Board will meeting Tuesday at 7:00 pm in the C.O.R.E Center, 300 Commerce Drive, Crystal Lake.
Only one agenda item is schedules, Approval of 2010-2013 Teachers Contract.

Wednesday, June 30
McHenry County Community Block Grant commission is hold a special meeting Wednesday 8:15 am to consider CDBG Allocation Reductions as well as other business if appropriate and necessary.

Thursday, July 1
McHenry County Board Planning and Development Committee is meeting beginning at 8:30 am. That agenda includes a presentation by Chicago Metropolitan Agency for Planning, better know as CMAP Deputy Executive Director Gordon Smith on a draft Go To 2040 Plan. A review of the draft plan is requested with comment to CMAP by August 6.
Also to be considered is a Groundwater Monitoring Ordinance to be used to monitor and protect ground water at earth materials extraction sites. Some changes in the existing ordinance are proposed, largely regarding the frequency with which the sites will be required to provide groundwater testing results.
Consideration is also to be given to developing an administrative adjudication process as part of a plan to revise and consolidate the county planning and development ordinances into a Unified Development Ordinance along with a modernized Permit Management System.

Crystal Lake Park District 
The Board meeting scheduled for this date is cancelled. The next scheduled meeting is July 15.
