8:30 a.m. – McHenry County Board Planning and Development Committee –

Meeting in the County Board Conference Rooms, County Administration Building, 667 Ware Road, Woodstock.

Resolution Regarding Potential Conflict of Interest

A resolution is being presented regarding filing disclosure of a potential conflict of interested involving a Home Investment Partnership Program Funding Application. This being presented so that such conflict can be submitted to HUD for an exception determination.

The conflict that exists is due to County Board Chairman Ken Koehler’s son Kristopher being the Executive Director of McHenry County Attainable Housing Corporation which made an application for funding.

The McHenry County State’s Attorney’s Office has issued an opinion in December 2011 stating that the potential conflict does not violate State or local law.

The matter, in addition to being considered by the Committee, will also be on the May 15 County Board Meeting agenda.

Additionally, a copy of the resolution, if adopted by the Committee, is to be submitted along with all supporting documentation to the Director of the Office of Community Planning and Development, U.S. Department of Housing and Development Region V.

Transfer of NSP Trust Beneficiary

A resolution is being presented authorizing the County Board Chairman to execute an agreement naming Habitat For Humanity as the Beneficiary for homes acquired for rehabilitation through the Neighborhood Stabilization Program (NSP).

Green Infrastructure Presentation

The Committee is being requested to direct the McHenry County Planning Staff to release the McHenry County Green Infrastructure Plan Draft to the public for comment.

The staff has been working with the Chicago Wilderness Sustainable Watershed Action Team and a consultant on the development of a green infrastructure plan for the county.

The plan is now ready for public review. It will detail how the concept for the plan stems from policies of the McHenry County 2030 Comprehensive Plan The plan includes participation from many of the county cities, villages, townships, park districts, conservation district, and county board members

Amendment to CDBG-R Grant Recovery Program

Authorization is being sought for an amendment to the 2012 Annual Action Plan and submittal of the Community Development Block Grant-Recovery funding.

CDBG-R is one of several grant programs. The Village of Wonder Lake previously received the County’s CDBG-R funding for the installation of water mains along Thompson Road. The project was completed under its original budget of $353,648 with a remaining balance of $113,560.

Another shovel ready project has been identified from applications made. The Village of Union is proposing constriction of a wet well in conjunction with the previously funded ION treatment facility in the Village.

The original PY2008 Action Plan does not list the project as an additional Substantial Amendment to the action plan; therefore the plan must be approved before funds can be reallocated. If McHenry County does not meet a September 30, 2012 deadline of reallocating the funds, they will be returned to HUD for reallocation to another entitlement community.

Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.

An interview is scheduled of Patricia Kennedy for appointment to the McHenry County Zoning Board of Appeals.

Interviews are also scheduled for four people for appointment to the McHenry County Community Development Block Grant Committee. Included are Jane Farmer, Paul Lafleur, Robert Miller and Phil Bartman.

A status report on Neighborhood Stabilization Program is scheduled in addition to any other reports from related groups which may be provided.

DECEMBER 15—

8:30 a.m. – Planning and Development Committee, McHenry County Board –

Meeting in the County Board Conference Room, Administrative Building, 667 Ware Road, Woodstock.

A subdivision extension is being requested for Lynn Manor Subdivision.

Several interviews for appointment o the Hebron Drainage District will be considered including William Hauri, Bruce E. Meier and Mel Vonbergen.

Any reports to the committee will be presented as available for Chicago Metropolitan Agency for Planning, Community Development Block Grant Commission, Historic Preservation Commission and Housing Commission.

6:00 p.m. – Community High School District 155 Board—

Scheduled to meet in executive session in the Center For Education, One South Virginia Road, Crystal Lake.

The purpose of the closed session is Appointment, employment, compensation, discipline, performance, resignation, or dismissal of employee (Section C1 of the Open Meetings Act.

7:30 p.m. – Crystal Lake Park Board of Commissioners –

Meeting in the Park District offices, One E. Crystal Lake Avenue, Crystal Lake.

A couple requests by community groups have been received for the Board approval.

Included is a request by the Crystal Lake Anglers to hold their Annual Ice Fishing Derby and Raffle at West Beach on January 28 from 6:00 a.m. to 3:30 p.m. with a rain date on February 11.

Babe Ruth League Youth Sign Up Request is made to hold a raffle and sell team apparel at the Early Youth Sports Signup event at Main Beach on February 4 and 11.

The Board is also requested to consider and approve the Board of Commissioners General Practice Manual which relates to hiring qualifications, employment practices, and compensation among others.

A policy regarding blogging and social media is also being presented.

A facility use fee schedule is also included for Board consideration.

Meeting dates for the Board of Commissioners for the next year, which generally is the third Thursday of the month for regularly scheduled meetings.

8:30 a.m. – Planning and Development Committee—

Meeting in the Conference Room of the County Administration Building, 667 Ware Road, Woodstock.

A resolution is being presented for consideration for the adoption of an amendment to the Bylaws of the McHenry County Community Development Block Grant Commission.

Two resolutions are being presented the committee for consideration. One is authorizing a contract for Stormwater Engineering Services with Gewalt Hamilton Associates, Inc., Vernon Hills for the Fiscal Year 2012 Budget.

The second resolution is the adoption of the HOME Investment Partnerships Program Community Housing Development Organization Reserve Funding Recommendation and Administration Allocation and Amendment of the Action Plan for the 2011 Program Year.

3:00 p.m.-McHenry County Public Buildings Commission—

Meeting in Room 210, McHenry County Administration Building, 667 Ware Road, Woodstock.

Reappointment of a Commissioner for a new term requires the administration of the oath of office and the signature of same.

Reports to the Commission include Project manager’s Report, Treasurer’s monthly report, determination of bills for payment and authorization for payment.

Other matters may be considered such as old business or any new business before adjournment.

5:00 p.m.—Community High School District 155 Board

Meeting in Center for Education One South Virginia Road, Crystal Lake.

The board will move into executive session for “Appointment, employment, compensation, discipline, performance, resignation, or dismissal of employee.
