7:45 p.m. – McHenry County Mental Health Board Search Committee—
Meeting in the Main Floor Conference Room, Mental Health Board facility, 620 Dakota Street, Crystal Lake.
The Board will be meeting in executive session to interview candidates for the position of Executive Director.

6:00 p.m. – McHenry County Zoning Board of Appeals—
Meeting in the McHenry Township Office conference room, 3703 N. Richmond Road, Johnsburg, A presentation is to be given by the McHenry County Planning and Development staff regarding proposed changes in the County Unified Development Ordinance.

MONDAY, OCTOBER 15 –
12:30 p.m. – Crystal Lake Public Library Facilities Committee –
Meeting in the Assistant Director Office, Crystal Lake Public Library, 126 Paddock Street, Crystal Lake.

1:00 p.m. – McHenry County Board Planning and Development Committee –

Also the McHenry County Zoning Board of Appeals.
Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.


A review of the draft Unified Development Ordinance is to take place.


5:00 p.m. –McHenry County Mental Health Board Executive/Personnel Committee—

Meeting in the Main Floor Conference Rom of the Mental Health Board Facility, 620 Dakota Street, Crystal Lake.


The agenda calls for a closed meeting to review the Executive Director Performance/Contract. Also for the purpose of Legal Counsel Review, and an
Executive job description review.

Action related to the reviews is listed as special compensation and board appointed duties.

The Board is also to consider FY13 Pay For Performance and Wage/Salary Adjustments along with Education benefits discussion and one time action for FY12.


6:00 p.m. – McHenry County Mental Health Board –
Meeting in the same location as above.

Following the approval of prior meeting minutes, and October Board Meeting Events, an Update and Presentation on Behavioral Health Foundation is scheduled.

Consideration is to be given to a Letter of Resignation from the Board as received from Fr. Jim Swarthout.


A report from Executive Director Sandy Lewis will be received and considered.


Also a report from the Executive/Personnel Committee and the Treasurer’s Report.

Numerous matters concerning various contracts are also included on the Consent Agenda.


6:00 p.m. – District 47 Special Board Meeting --\
Meeting in Bernotas Middle School, 170 N. Oak Street, Crystal Lake.
The Board is meeting in executive session regarding personnel.

6:30 p.m. – McHenry County College Board of Trustees Evaluation and Policies Committee  
Meeting in the Board Room of the College, 8900 Northwest Highway, Crystal Lake.
The Board is to review a section of the Board Policy Manual, hear an Internal policy Committee Update, and consider any future Agenda items before adjourning.

7:00 p.m. – District 47 Board –
Meeting in Bernotas Middle School, 170 N. Oak Street, Crystal Lake.
In addition to adopting a Proclamation regarding American Education Week taking place November 11-17, the Board will consider the usual matters of bill payment, district contracts, and disposal of district surplus.

The Board is expected to hold discussion regarding the 2013-2014 school calendar, approve Character Education,

The Board is also reviewing sections of the District Policy Manual before going into Executive Session for Personnel Review and Land Acquisition.

Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.

A zoning matter regarding a property in Nunda Township, under the name of Kueller. The request is for a variation to allow a two-story accessory structure and a side yard setback of four feet instead of the required ten feet setback along the west property line. 

9:30 a.m. – McHenry County Merit Commission –
 Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.

The agenda calls for proposed amendment to rules, lateral application review and eligibility list 2012. Also to be considered is a matter of promotional testing vendor ‘

1:00 p.m. –McHenry County Planning and Development Committee –
Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.

The Committee is to review a draft of the Unified Development Ordinance.

Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.

A review of a draft if the Unified Development Ordinance is the only matter on the agenda.

7:30 p.m. – Crystal Lake Park Board
Meeting in the Park District Offices, One East Crystal Lake Avenue, Crystal Lake,
The Board is to hear a presentation by the Crystal Lake Anglers.

Four groups are seeking use of Park District facilities for fund raising purposes. Included are: Helping Paws for the annual Panting for Paws 5K Run/Walk to be held at Lippold Park, Sunday, November 4.

DeSimone Family Foundation request to hold an annual 3K/5K Family Walk/Run fundraising event at Lippold Park on Sunday, October 28. This foundation is raising funds to fight sickle cell disease.

McHenry County Veteran’s Drop in Center is requesting to hold a 5K Run event at Lippold Park on Sunday, November 11 from 7 am to noon.

The Blackhawk Area Council, Boy Scouts of America is requesting to host a Camporee at the Rotary Building in Veteran Acres Park on Friday, October 12 through Sunday, October 14.

The Park District Financial Advisor is meeting with the Board regarding two bids to be accepted for bonds and the adoption of ordinances to issue the General Obligation Bonds for park improvements and payment of outstanding alternate bonds.

A request has been made to the District by Lutheran Social Services of Illinois for a reduction in the developer donation fee to the Park District for their Fox Hill Senior Housing project. The Board has not granted any previous exceptions to the payments in the past. The Board is not expected to make an exception for this instance.

The Board is expected to accept a Professional Services Revision submitted by Gewalt Hamilton Associates, Inc. of $9,000 for the relocation of an existing driveway at Veteran Acres Park

The Board is being requested to approve an ordinance for the disposal of a 2002 Chevrolet Tahoe with 132,097 miles.

Ken Bird and woodland Estates Playground equipment is being replaced. Six bidders submitted five bids for the installation of new equipment. The lowest bidder, Copenhaver Construction, is disqualified due to poor performance on a previous job. The next lowest bidder, Clauss Brothers, Inc. successfully installed Acorn Alley Playground and Splash Pad at Veteran Acres last year. The Board is being requested to accept a $294,660.30 for installation of new playgrounds at Woodland Estates and Ken Bird Parks.

WEDNESDAY, AUGUST 8—
8:30 a.m. – McHenry County Board, Natural and Environmental Resources Committee

Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.

One piece of business to be considered is the re-bidding of the Solid Waste Removal Franchise Agreements for Wonder Lake and Pistakee Highlands.

Also for the committee’s consideration is the Agricultural Conservation Easement Program Strategic Plan for 2012...

Issues regarding drought summit follow-up are also included on the agenda and include resident notification, and Illinois Drought Plan.

Open Burning Permits and current environmental conditions is another matter to be considered.

Also for consideration is Intergovernmental agreement with Lake County.

1:30 p.m. – McHenry County Zoning Board of Appeals—
Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.

A petition for conditional use permit is being requested by Nancy A. Lease, Trustee of the Nancy A. Lease Declaration of Trust dated December 30, 2003.

The property for which the hearing is being held is 5.88 acres located at 6416 Johnsburg Road, Spring Grove. The property is currently zoned A-1C Agricultural. No zoning change is being requested. A renewal of a conditional use permit is being requested to allow a second residence on the property. This residence is planned to be used for family members. Currently two residential structures on the property were in existence prior to the property owner’s purchase of the property July 2001.

Government At Work

THURSDAY, JULY 12—
9:00  a.m.—McHenry County Continuum of Care for Homelessness
Meeting in Conference Room C, County Administration Building, 667 Ware Road, Woodstock.

A full agenda is listed for this group which deals with homelessness in McHenry County. The agenda includes such items as a review draft of Continuum by-laws; discussion around other models of COC organization.


Other matters essential to the operation of the organization are included such as establish a calendar of continuum responsibilities, review and update adoption of Mission statement, review action plan and prioritize driving goals for current fiscal year, project evaluation and ranking, observe other COCs; membership has been established, open enrollment September 5 to October 5.


10:30 a.m.  – McHenry County Merit Commission –
In addition to payment of bills, the Commission will consider Sergeant and Lieutenant Promotional Exam RFP.

They may also discuss old business regarding patrol exam update and the committee meeting schedule.


1:30 p.m. – McHenry County Zoning Board of Appeals –
A zoning hearing is being held regarding property located in Chemung Township, just west of the intersection of Lawrence Road and Lilja Road.

The petitioners are requesting a conditional use permit to allow food processing and retail sales on the property. A request is also being made for a variation from the provisions of regarding parking in order to allow a gravel parking surface and a driveway that is approximately 12 feet wide instead of the minimum 24 foot requirement.

A farm is located on this property, and the petition is being made to allow for the sale of a wider variety of goods and for processing goods and food on site. The petitioner is also requesting variations to allow a gravel parking surface.

Zoning and Planning staff have recommended that the requested conditional use is consistent with the map designation of agricultural.

Government At Work Thursday

THURSDAY, JULY 5—
8:30 a.m. – McHenry County Board Planning & Development Committee—
Meeting in County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.

The Committee is to discuss options for Letters of Credit as one matter on the agenda.


Four Disclosure of Potential Conflicts of interest are being considered. These include:


Potential Conflicts of Interest between Community Development Block Grant Commission Member Philip Bartmann and a PY2012 Community Development Block Grant Program Funding Application.


Potential Conflict of Interest Between CDBG Commission Ex-Officio Member Cathryn Perfetti and a PY2012 Community Development Block Grant (CDBG) Program Funding Application.


Disclosure of a Potential Conflict of Interest Between County Board Member Virginia Peschke and a PY2012 Community Development Block Grant (CDBG) Program Funding Application.


Public Disclosure of Potential Conflicts of Interest Between County Board Member Sandra Fay Salgado and a PY2012 Community Development Block Grant (CDBG) Program Funding Application.


All were thoroughly vetted and determined by the McHenry County State’s Attorney that no actual conflicts existed.


Another matter to be considered by the Committee is consideration by the Committee of an Amendment to the Five-Year Consolidated Plan for Housing and Community Development.


The McHenry County Housing Commission has indicated the desire to consider allocating a portion of the HOME housing grant funding received from HUD each year to a sub-recipient to administer a Tenant Based Rental Assistance program. Currently the five year plan does not include such a plan. In order to accomplish this, the plan needs to be amended.


9:00 a.m. – McHenry County Zoning Hearing Officer –
Hearing being held in McHenry County Conference Room, County Administration Building, 667 Ware Road, Woodstock.

Two matters are to be heard including:
Jose A. and Ann M. Lopez, 23101 Graf Road, Harvard, are owners of 2.429 acres. The owners are requesting a variation to the property to allow a pool to be located in the side yard.

A second matter for the Hearing Officer is a request from Jozef and Magdalena Kapolka, 311 W. Pleasant View Drive, McHenry for a rear yard setback of zero feet instead of the required ten foot setback. The request is to allow a boat canopy.

1:30 p.m. – McHenry County Zoning Board of Appeals –
Meeting in Conference Room B, McHenry County Administration Building, 667 Ware Road, Woodstock.

Hearing on a request regarding Gallo Trust Reclassification on property in Alden Township, for a reclassification from A-1 Agriculture District to A-2 Agriculture District of the 1.6 acre parcel in a five-acre tract located on the south side of State Line Road, approximately 1900 fee east of Knickerbocker Road, Alden Township.


The property owner, Judith Lynn Schawk, 31 South Home Avenue, Park Ridge, is requesting a zoning reclassification from A-1 Agriculture to A-2 Agriculture District.
