TUESDAY, APRIL 14
11:00 a.m. -- McHenry County Zoning Hearing Officer-
Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.

Two matters are to scheduled including a hearing on a requested variation to allow a detached garage to be located in the effective street yard on property located in McHenry Township listed as being owned by people named Talbot.

A second matter for property located in Nunda Township is slated to be heard regarding a request for a variationto allow a street setback of three feet instead of the required thirty feet along Russet Road. This variation along with a request to allow a height of twenty-four feet instead of the required maximum eighteen feet.

Two presentations are scheduled for the committee regarding McHenry County Internet Fiber Expansion Plan and Introduction to proposed changes to the Purchasing Ordinance.
A resolution approving the Pace Advertising Transit Shelter Agreement is one of three new business matters for consideration.
The other two include State’s Attorney’s Office Space Requests and Community Garden for Juvenile Probation
Old business includes consideration of appointments to the McHenry County Ethics Commission.

The Committee is meeting in executive session regarding interviewing of candidates for the position of executive director and making a decision for a recommendation to the board regarding same.

8:30 a.m. – Joint meeting—McHenry County Board Finance and Audit Committee with the Human Resources Committee—
Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.
The committees will be provided with a presentation regarding the Employee Healthcare Program, followed by several resolutions for committee action including

  • Authorizing Defined Part-Time position hours for Valley Hi Nursing Home

The Committee will be interviewing two individuals—Lynn Ryan and Scott Hartman--for recommendation to the County Board for two, two-year terms on the McHenry County Ethics Commission.
Also being presented for Committee consideration is a resolution appropriating funds for Cartegraph Software license renewal and maintenance for Fiscal Year 2014.
Another resolution being presented is to authorize the County to enter into a contract with Nicor Enerchange for the purchase of natural gas for county facilities.
A discussion is to be held regarding County Administrator Evaluation Process.

Friday February 21—
8:15 a.m. – McHenry County Senior Services Grant Commission—
Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.
A presentation by the Implementation Task Force on MC Ride Program and issues regarding Senior Transportation is slated to be made to the Commission members.
Also, the Commission is to review Program Year 2013 accomplishments and discuss the balance of Program year 2013 funds.
A review of the proposed Senior Service Grant Commission Logo is also scheduled.
4:00 p.m. –McHenry County Mental Health Board Special Meeting—
The first of a two-day Special board planning meetings, meeting in the Main Floor Conference Room of the Mental Health Board facility, 620 Dakota Street, Crystal Lake.
Included in the planned meetings is the review of S.W.O.T. analysis. This involves Strengths, Weaknesses, Opportunities, and Threats.
Also being considered is the mission statement, vision statement and the goals, timelines and strategies for the organization.
The planning session will continue for a second day on Saturday at the same time and same location.

Meeting in the Mental Health Board Room, 620 Dakota Street, Crystal Lake.
An executive session is scheduled to consider the qualifications and/or evaluating candidates for the position of executive director.
Any other business, old and new, will also be considered.
8:30 a.m. – McHenry County Board Planning and Development Committee
Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.
The Committee is to consider a resolution authorizing the Program Year 2013 HOME Investment partnership Program Allocations.
Also, continued discussion of a Building and Zoning Violation Policy is slated for consideration.
Also review and provide direction regarding the Endangered Species Consultation Policy for the Department of Planning and Development.
A resolution authorizing the Department of Planning and Development to initiate Legal Action for the demolition of a structure located at 7509 Oak Street, Wonder Lake.
Review of Department of Planning and Development Annual Report is also slated for review by the committee.
7:30 p.m. – Crystal Lake Park Board –
Meeting in the Park District offices, One East Crystal Lake Avenue, Crystal Lake.
Approval is being requested for the annexation of property located at 8917 Ackman Road, Lake-in-the Hills.
The Board is also requested to authorize staff to execute an agreement with Organizational Research Forum, Inc. to conduct a compensation study for a cost of $59,400 with $10,000 being expensed from the 2013 -2014 budget and the remaining $49,400 being placed in the 2014-2015 budget.

The committee is to interview four interested individuals to be named for a four-year term on the McHenry County Mental Health Board, including: Robin Perry, Samuel Melei, Carlos Acosta and Phillip Bartman. One person is to be recommended for the County Board to make the final appointment for a four-year term to expire January 2018
Six resolutions are to be considered by the committee including acceptance of the Illinois Department of Commerce and Economic Opportunity Grant for the McHenry County Workforce Network including:

  • Authorizing a contract with Visions of Video for the Purchase of Televisions for Valley Hi Nursing Home
  • Authorizing a contract with Bowden Family Dairy for Supplying Valley I Nursing Home with eggs and dairy products
  • Authorizing a contract for food and other related items with Gordon Food Services of Grand Rapids, Michigan for Valley Hi Nursing Home

Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.
Ten resolutions are being presented the committee for consideration, all authorizing appropriations, acceptance of modified grants, entry into a contractual agreement for engineering services, and authorizing approval of a contract with the Ferguson Group, LLC for continuation of Providing Federal Legislative Consultant Services for the County.
9:30 a.m. – McHenry County Zoning Board of Appeals Voting Meeting
Meeting in the County Board Conference Room, County Meeting Room, County Administration Building, 667 Ware Road, Woodstock.
A voting meeting is scheduled to consider the following:
Krafcisin, Seneca Township –reclassification from A-1 Agriculture district to A-2 Agriculture District with a Variation to allow a road frontage of 160 feet instead of the required 250 feet.
Conserv FS/Origer Trust, Riley Township –Request for A1/A1C –A1CV. An amendment to conditional use permits to allow the expansion of Conserv’s fertilizer production, storage and sales facilities which amendment would include additional acreage as described for parcel 2. Also being requested is an additional 25 years and a variation to allow a gravel parking area.
AmCom Bank/Vieyra/Mojica - Hartland Twp – Requested is a reclassification from B-2 Liquor Business District to the B-1 Neighborhood Business District with a Conditional Use Permit to allow outdoor entertainment.
4:30 p.m. – McHenry County Mental Health Board Ethics and Compliance--
Meeting in the Main Floor Conference Room, Mental Health Board facility, 620 Dakota Street, Crystal Lake.
A presentation of the Annual Compliance Report by Cathy Garrey is to be presented.
Discussion is slated regarding the Commission On Accreditation of Rehabilitation Facilities.
A follow-up on TAG’s audit and reconciliation and the next steps is also to be discussed.

Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.
New business calls for adoption of a resolution adopting the Five-Year Update of McHenry County’s Solid Waste Management Plan.
Another resolution is being presented authorizing the entry into a contractual agreement with Engineering Resources Associates, Inc. to provide expedited and supplemental stormwater review services. Also to approve a line item transfer within the Planning and Development Fiscal Year 2013 Budget.
Several items are to be discussed including a draft ordinance regulating discharge of firearms; salt storage; and driveway sealcoating.
Discussion is slated for two matters: Nuisance Ordinance and Proposed Noise Pollution Ordinance.
6:00 p.m. – Crystal Lake School District 47 Board—
Meeting in the Glacier Ridge School, 1120 Village Road, Crystal Lake.
The first part of the meeting is in executive session and will be open to the public at 7:00 p.m.
In addition to handling minutes of prior meetings, the Board also provides an opportunity for citizens to provide their input to the Board.
An ISAT (Illinois Standard Achievement Test) report is to be provided the Board
Other matters to be handled by the Board for discussion or approval include:
Review of funds and approval of payrolls and other related expenditures; approval of District Surplus assets; personnel report, insurance renewal, first reading of portions of the policy document. Approval of insurance renewal, and first reading of the portions of the District Policy.
7:00 p.m.—Grafton Township Board Meeting-
Meeting in the Grafton Township Offices, 10109 Vine Street, Huntley.
A discussion is slated regarding the final payment to the Grafton Township Road District to complete the re-purchase of real property lots 1 and 2 and transfer the deeds of the real property to Grafton Township.
Discussion and possible action to make final payment to the Grafton Township Road District to complete the purchase of lots 1 and 2 and transfer the deeds of that property to the Grafton Township.

Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.
A federal legislative update is to be provided by Trent Lehman, of Ferguson Group, via telephone.
A resolution authorizing entering into an agreement with the Ferguson Group for continuation of providing federal legislative consultant services for the county. The agreement provides for extending the services for an additional two years at a cost not to exceed $82,008 for fiscal year 2014 and an option to renew the contract for an additional two years for an inflator factor not to exceed 6% per fiscal year.

A hearing is scheduled before the Board regarding the Pieper Trust, located in Hartland and Alden Townships. The request is for Conditional Use Permit on the A1 zoned property to allow a bed and breakfast and a sign to be located at the property and allow a gravel parking area and a 10-foot wide driveway instead of the required 24 foot width requirement.

Two special presentations are slated including
  • Art Work Presentation
  • Comprehensive annual Financial Report for the County
Appointments to the County Board of Health and the Mental Health Board are being presented for Board approval

Recommendations for approval from the Finance and Audit Committee include:
  • Resolution authorizing the purchase of two portable changeable message boards for the McHenry County Division of Transportation
  • Resolution Authorizing the Reclassification of an administrative specialist position to administrative Specialist III, and from a part-time status to a full-time status in the Workforce Network Board Department.
  • Resolution authorizing an emergency appropriation in the Recorder’s Fiscal Year 2012-13 Budget to purchase Tax Transfer Stamps.
  • Resolution to Approve Appointment of Members to an Expanded Board of Review for Assessment Year 2013
  • Resolution Authorizing the Renewal of a Contract with Carasoft Technology Corporation for Agenda Management/Webstreaming Services

Several items are on the consent agenda including:

Other preparation for the Christmas Holiday include:

  • Signature Auto Group, 970 Pyott Road – Special Use Permit and Use Variation Amendment for an Automobile Dealer and Other Motor Vehicle Dealer in the M Manufacturing zoning district.
  • 1089 North Shore Drive – Variations to allow a detached accessory structure to be located on a lot without a principal structure and to allow a 6-foot tall fence in the street side yard.
  • 186 Regal Drive – Variation to allow a deck and gazebo to encroach 10 feet into the required 20-foot rear yard setback.
  • Crystal Court Shopping Center – Final Planned Unit Development Amendment to allow changes to the free-standing sign. 
  • Texas Roadhouse, 835 COG Circle – Final Planned Unit Development Amendment to allow elevation and signage changes.
  • Bid award and resolution authorizing execution of an agreement for the  purchase of a Hydraulic Knuckle Boom Log Loader.
  • Bid award and resolution authorizing execution of an agreement for the provision of Liquid Anti-Icing &  De-Icing Chemicals.
