Meeting in the MCC Board Room of the College, 8900 U.S. Highway 14, Crystal Lake—

An update from Wright and Company on the Facility Master Plan is to be presented as well as an update on the Building B Renovations Conceptual Schematics by RucPate Architecture.

A discussion is slated regarding the DCEO Lighting Survey as well as of ISES Projects for Fiscal Year 2011.

In other than building matters, the Trustees are to discuss ISES Projects for Fiscal Year 2011.

Other topics on the agenda are Student Affairs Reorganization and a discussion of Furniture Donation.

Land Acquisition for US 14 Improvements

A resolution is being presented approving Illinois Department of Transportation Land Acquisition for Improvements to U.S. 14. This is a small part of the property where the County Animal Control facility is location in Crystal Lake. The State has offered $53,400 for the parcel. This equates to $6.72 a square foot.

Intergovernmental Agreement Relative to Interstate 90 Interchange

A resolution is being presented approving an intergovernmental agreement between the Village of Huntley, Kane County and McHenry County for construction engineering services and construction for a full interchange on interstate 90 at Illinois Route 47.

McHenry County’s financial participation is estimated at $4,900,000 representing the county’s share plus 20% contingency and less the amount the County has already committed financial toward engineering. Funding is being provided as follows: $1,633,333.33 each from RTA Sale Tax fund for FY 2012; RTA Sales Tax Fund for FY 2013 and from RTA Sales Tax Fund for FY 2014.

Workforce Network Grant

The Illinois Department of Commerce and Economic Opportunity approved the McHenry County Workforce Network’s grant application for a period of July 1, 2011 through September 30, 2012 providing for grants to laid off workers from seven companies involving McHenry County workers. The $134,907 grant is to serve the laid off workers in such areas as job search skills, resume writing, training through a certified service provider to gain or upgrade skills to become more employable.

The Committee will be considering the County’s insurance program for property and casualty insurance. The proposed budget for the FY 11-12 includes $905,660 for insurance premiums and related professional services. This could increase to $957,963 if all optional lines of coverage are selected. The County’s finances are reported to be able to cover this premium.

7:00 p.m. – Lakewood Village Board –

Meeting in the RedTail Golf Club, 7900 RedTail Drive, Lakewood.

The Board is to consider approval of a letter to Support McHenry County’s Brownfield Grant Application with the USEPA.

Also being considered for approval is the 2012 Village Board meeting schedule.

A number of items are listed for discussion and include a motion to approve an ordinance amending a section of the Lakewood Zoning Code regarding accessory Building, Structures and Uses.

Another motion to be considered is regarding the scope of work from Dobbe Marketing & PR.

A motion is being requested to approve the low bid for Spillway repairs for KM Holy Construction, Inc. in the Amount of $104,000.

Meets in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.

A number of sections of the Water Resources Action Plan are being reviewed. This includes two sub-sections on Winter Snow and Ice and Wastewater which was presented at the prior meeting. Four other sub-sections are presented at this meeting. These Include Facility Regulation, Pollution Prevention, Water Conservation and Education and Outreach.

Other matters on the agenda includes any reports regarding related matters such as County Conservation District, Natural Hazard Mitigation Plan, Agricultural Conservation Easement Farmland Protection Commission, Regional Water Planning Group, National Pollution Discharge Elimination Systems, Watershed Updates, Stormwater Updates, and Solid Waste.

10:30 a.m. – Sheriff’s Department Merit Commission –

Meeting the Administration Building of the County Government Center, 667 Ware Road, Woodstock.

8:30 a.m. – Human Resources Committee of McHenry County Board –

Meeting in the County Board Conference Room of the County Administration Building, 667 Ware Road, Woodstock.

A Worker’s Compensation Claim Settlement is being presented to the Committee for approve.

Budget reviews for Employee Benefit Fund, Social Security Fund and IMRF Fund are also being presented for review.

The Human Resources Director Report is also on the agenda.

9:30 a.m. – Finance and Audit Committee of McHenry County Board –

A number of resolutions are being presented for the Committee’s consideration. One is authorizing a Budget Line Item Transfer of $16,000 in the Sheriff’s Fiscal Year 2011 Budget for a Capital Expenditure for improved security entrance at one of the back entrances to the government Center.

A Worker’s Compensation Claim is being presented for approval.

The Committee is being requested to authorize acceptance of a modification to the Illinois Department of commerce and Economic Opportunity Grant for a reduction in the Workforce network FY 2011 budget in the amount of $1,886. This is a reduction in the amount received from the Illinois Department of Commerce and Economic Opportunity is for the Workforce Network. The reduction was the result of a statewide rescission of PY 09 funds and is being “repaid” by a reduction in the PY 10 fund.

District 47 Board Considering Next School Year Finances
Crystal Lake District 47 Board of Education meets this evening in the C.O.R.E. Center, 300 Commerce Drive beginning at 7:00 pm. A closed portion of the meeting is indicated on the Agenda for Negotiations.
The agenda also includes approval of a 2010 – 2013 teacher contract, approval of the 2010-2011 non-union staff salaries, and a non-binding resolution for district programs and teacher RIF process.

McHenry County Mental Health Board Meeting
Actions toward the building of added space for the McHenry County Mental Health Board are getting underway at this evening's board meeting at 6:00 pm in the Board Meeting Room of the facility located at 620 Dakota Street, Crystal Lake.
The Board agenda calls for authorization of a Professional Architectural Engineering contract and a Professional Architectural Construction Management at Risk Contract.


TUESDAY MENU
Management Services Committee-McHenry County Board
Management Services Committee of the McHenry County Board, meeting Tuesday morning at 8:30 will review plans for a "Vendor Outreach" program planned for July 19. It is being presented by the County Purchasing Department. Local vendors are not always the low bidders on the purchases McHenry County makes for various products and services. County officials would prefer to do business with local vendors for various supplies and work; however, State Statutes prohibit awarding contracts to other than the lowest responsible bidder.


Also being reviewed by the Committee are the goals of the County Administrator for the coming year as well as a draft disclosure Ordinance.


Finance and Audit Committee-McHenry County Board
The McHenry County Board's Finance and Audit Committee, meeting at 9:30 am Tuesday, will be voting on acceptance of the Comprehensive Annual Financial Report for the year ending November 30, 2009 (CAFR) as being presented by the County's outside auditors.


Additionally, action is to be taken establishing a 2010A capital projects fund to pay 2002A Debt Certificates, construct a new County Archive Facility, purchase and install and renovate a Local Area Network, build out a Courtroom and a Storage Area Network


Lakewood Village Board
A number of routine matters are included on the agenda for the Lakewood Village Board meeting Tuesday at 7:30 pm.
These include such as approval of a bill list, ratification of an agreement executed by Northern Illinois Governmental Energy Cooperative, approval of a Revision to the Automatic Aide Agreement with Woodstock Fire/Rescue and the Village of Lakewood Fire Department.


A number of items are included for discussion including the proposal for a renewed and revised Cable Franchise Agreement submitted to the Village by Comcast, followed by consideration of a motion to approve an ordinance authorizing the execution of a Franchise Agreement Between the Village and Comcast.


Also included is consideration of a motion to approve a budget amendment number 2 for the current budget; and discussion regarding Inverway drainage culvert and direction to staff to proceed with stormwater conveyance

The Board of Trustees of McHenry County College will conduct two meetings on Thursday evening. The first is a Committee of the Whole beginning at 5:30 pm. That agenda calls for a review of the Board packet for the regular meeting of the Board following the COW; an update on the presidential search as well as other updates on IT status and the 2011 budget. The agenda also includes many other items necessary to keep the institution functioning; however, the details are not yet available on the website.
