Meeting outside Courtroom 104 in the McHenry County Courthouse Building. The committee is to tour the Courtroom Renovations.
8:30 AM. – Finance and Audit Committee –
Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.
The only matter to be considered is the appointment of Jeffrey S. Schleff to fill the vacant Elected Position of Regional Superintendent of Schools.
9:00 AM – McHenry County Board –
Meeting in the County Board Room, County Administration Building, 667 Ware Road, Woodstock.
A proclamation honoring Lorraine Kopczynski for more than 25 years of services with Pioneer Center for Human Services including serving as President and CEO of the facility since 2005.
Strategic Plan Goals for 2012 are being presented to the Board for adoption. These include Revenue & Demand; Transportation & Infrastructure; Service Delivery; Growth and Planning; Livability; Economic Development; and other which covers improving county meeting efficiency; plan for the 2013 strategic plan; plan for the new County Board orientation; plan new financial software.
A number of appointments are to be made by the county Board including for the McHenry County Historic Preservation Commission; McHenry County Ethics Commission; County Board members for the University of Illinois Extension; and Upper Illinois River Valley Development Authority.
Jeffrey S. Schleff is to be officially appointed into the vacant elected position of Regional Superintendent of Schools. This position was vacated in June of 2011 and no one was available to be sworn in for the new term beginning July 1, 2011. The vacancy has been due largely to the failure of the State to fund this position with very specific qualifications for the office. Mr. Schleff has been certified by the State to fill the vacancy.
A resolution approving acceptance of a memorandum of understanding between the County and Collaborative Healthcare Urgency Group is being presented for approval. This is to provide assistance and support services to victims of major emergencies or disasters as well as coordinating emergency preparedness activities where practical.
Miller Road Project
Improvement of Miller Road between Illinois Route 31 and River Road in McHenry City and Township is slated. This requires the acquisition of real estate. A resolution authorizing the States Attorney to condemn necessary land for the project is being presented for County Board approval
Highway Improvements 2012 to 2016
A Highway Improvement Program for the next five years is being presented for County Board approval.
Adopt-A-Highway Volunteer Groups
Three groups are being presented for approval. These volunteer groups collect litter from a designated section of highway right-of way. Included for approval are: In loving memory of Shannon McCarty, for Virginia Road from US 24 to Pyott Road; GFWC Marengo Woman’s Club, for an area Kishwaukee valley Road from McKinstry Road to Dimmel Road; and Spring Grove Firefighter’s Association, for Wilmot Road from IL 173 to State Line.
Intersection Improvements at Illinois Route 120 and Fleming Road
Improvement includes installation of a traffic signal and turn lanes at the intersection at an estimated cost of $182,330 from Motor Fuel Tax Fund.
Hill Road Bridge Over Nippersink Creek
Replacement of Hill Road Bridge will require impacting some areas identified as high quality wetlands according to the United States Army Corps of Engineers jurisdiction. Under federal roadway and bridge standards, wetland disturbances require the purchase of credits from an approved wetland bank located in the Fox River watershed.
The Sough Creed wetland bank owned by Ecologic Planning, Inc. is the only approved wetland bank by the US Army Corps of engineers available for the project. An agreement between the County and Ecologic Planning Inc. is requested for approval involving an amount not to exceed $188,000
Johnsburg Road Improvement
Preparations are underway for the Johnsburg Road Improvement project which requires utility relocations and advance tree removal contract. A contract with Clean Cut Tree Services, Inc. of Lake Villa, is being presented for approval
