Government At Work

TUESDAY DECEMBER 20
8:30 a.m. – McHenry County Housing Commission --
 --Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.
The Commission is expected to conduct regular business of reviewing a staff report and discuss HOME PY 2011 Allocations.

6:45 p.m. – Law and Justice Committee of McHenry County Board --
Meeting in the County Board Conference Room of the County Administration Building, 667 Ware Road, Woodstock.

The committee is to consider a resolution Authorizing a Contract Agreement Between Illinois Fraternal Order of Police—McHenry County Correctional Officers—Unit II and the County of McHenry.

7:00 p.m. –McHenry County Board—
Meeting in the County Board Room of the County Administration Building, 667 Ware Road, Woodstock.

At the beginning of the meeting, recognition is to be given to two people of the Medical Reserve Corps of Illinois. Susan Byrnes and Bobby Higgen are to receive Commendation and Lifesaving/Volunteer Recognition.

On the Zoning Board of Appeals Agenda, is an item for consent of the Board. Cheryl J. Wilkinson is requesting a variation in an R-1 Single Family Residential District to allow a privacy fence in a yard abutting a road or a street.

The property owner is replacing a fence but was not aware a permit was required and was cited for this by the County. A variation is required to replace the prior fence and because it is a corner lot not fence is to be constructed without a permit. The already constructed fence is to contain two large dogs so they may remain on their own property for exercise.

Due to the uniqueness of the property, being a corner lot, the zoning board recommended that a variation be allowed to permit a privacy fence in a yard abutting a road or a street.

Two ordinances are being presented to the Board for consideration. One is setting Juror Pay and Mileage reimbursement rate

A second ordinance is to submit to the voter whether the County Should Have the Authority to Arrange for the Supply of Electricity for its Residential and Small Retail Customers Who have Not Opted Out of Such Program. A request is also being made to waive the required 30-day review.

Regarding juror pay, the proposed Ordinance sets that at $12.50 per day of service along with compensation for round-trip mileage at the rate set as the minimum in State Statute.

7:30 p.m. Crystal Lake City Council –
Meeting in the Crystal Lake City Council Chambers, 100 Woodstock Street, Crystal Lake. A number of matters before the Council involve signage matters.

College Hill Professional Center, 690 North Route 31.
A request is being made to replace a non-illuminated wall plaque with internally illuminated wall signs.

Chen Chinese Cuisine, 6100 Northwest Highway
Is also seeking a variation for a sign change. The owner desires to replace the current nonconforming sign with one that is more streamlined in appearance but does not meet all of the sign requirements. A variation is being requested regarding the height of the sign and the size of the base.

Manufacturer Job Creation and Investment Grant Application--
R.W. Technologies, 387 Congress Parkway, Unit 1A is requesting approval of a Manufacturer Job Creation and Investment Grant for $10,000. The firm is located at 387 Congress Parkway.

R.W. Technologies is a new company formed by former employees of Millenium Electronics. The company will offer similar services, specializing in electronic printed circuit board manufacturing and assembly.

Currently R.W. Technologies is leasing 10,000 square foot space building and they will be hiring eight full-time employees and purchasing over $185,000 in eligible manufacturing equipment for the operation of the circuit board manufacturing and assembly.

Davis Speed Center 221 Liberty Drive—
Is a training facility wishing to locate in a Manufacturing zoned district and seeking a Use Variation.

Davis Speed Center provides physical fitness training for youth athletes and sessions are usually appointment based.

BeBe’s Dog Day Care & Spa Corner Morgan Street and Crystal Lake Avenue—
The petitioner intends to operate a dog daycare spa facility in this manufacturing area.

The Planning and Zoning Commission recommended approval in a 4-2 vote when it was considered by this group. A number of restrictions were placed on the approval, including such as not significantly increasing the space or outdoor kennels without amending the request. Also the petition must meet UDO criteria for Pet Care Services. Also dogs must be supervised at all times when in the fenced area.

Some concerns were expressed by surrounding property owners regarding noise levels, the site being located on a septic system and the proximity location to Crystal Lake Avenue.

Kyoto Restaurant, 5690 Northwest Highway
This newly remodeled restaurant, being located in the former Applebee’s location, desires to erect three backlit architectural pieces at this location.

The plan is to have three lighted pieces located on the south and west sides of the building and the third above the door on the southeastern side of the building. These are to be lighted and as it was noted may be more of architectural pieces than signage.

BMO Harris Bank, 5545 Northwest Highway –
The Council is to consider the Planning and Zoning Commission recommendations regarding a Final PUD amendment to allow changes to the existing monument sign. This is necessitated due to the change of the ownership of the parent company. As a result the new retail branch name is to be BMO Harris Bank.

The City Council is being requested to grant an amendment to the Final PUD for the property.

Chase Bank, 1185 South Route 31—
Although the bank had some ideas for their signage on the building, the Planning and Zoning Commission had other ideas.

Chase did make changes to their proposed signage to be in compliance with the required 150 square feet of wall signage permitted and they reduced the size of a free-standing sign to be in compliance with the ordinance. They also made some exterior elevation changes to better match the Wal-Mart Center.

Chase installed blue LED lighting around a tower element on the building along with a “Chase’ sign blue light bar and octagon logos above the drive-through ATM. They were notified by the City that the additions were a violation of their PU D approval and they are seeking an amendment to their PUD approval to accommodate this.

Chase requested a modification to eliminate the blue LED lighting for the tower as well as the ATM topper signage. The do desire to be allowed to install two illuminated octagon logos on either side of the tower. The Commission has indicated being in favor of the two octagon logos.

The Planning Commission is recommending approval of the changes and the council is to consider whether to approve granting an amendment to the final PUD for Chase Bank.

UDO Text Amendment for Gasoline Station Electronic Pricing Signs—
This is something that arises regularly as more stations are seeking to install gasoline pricing signs. Those seeking to install these claim the electronic signs are more reliable and safer than the price card method.

The Council is being requested to approve the criteria for Gasoline State Electronic Pricing Signs ordinance be adopted.

Three Oaks Recreation Area
A few changes are being proposed for the Marina area. Beginning in 2012, the Marina will open the Second Saturday in April to Friday before Memorial Day Weekend on Friday, Saturday, and Sunday 6:30 a.m. to Sunset and closed Monday thru Thursday.

From Memorial Day to Labor Day, the Marina will open daily 5:30a.m. to sunset. There is not change in this.

From the Tuesday after Labor Day to September 30, the Marina will be open daily 6:30 a.m. to Sunset. There is no change for this.

October 1 to October 31, the Marina will be open Friday, Saturday, and Sunday, including Columbus Day, 6:30 a.m. to sunset and closed Monday through Thursday.

A number of other changes are also being considered, many more for clarification than actual change.
