Government At Work

TUESDAY, NOVEMBER 15—
7:00 P.M. McHenry County Board –
Meeting in the County Board Room, County Administration Building, 667 Ware Road, Woodstock.  The agenda calls for the following:

Zoning Board of Appeals
One item on the ZBA Consent Agenda seeks approval of the County Board. John and Kathy Burns request a reclassification of A1C/A2C to A1CV/A2CV. The Zoning Board of Appeals recommended approval of the request. The petitioners requested a renewal of the Conditional Use Permit to allow the manufacture of specialty fertilizer tablets for trees, shrubbery, roses, etc.

The Zoning Board voted unanimously to recommended approval of the requested reclassification.

Appointments
Andrew Zinke is recommended for appointment to the McHenry County Emergency Telephone System Board with an expiration date of November 30, 2013.

A second recommendation involves two people to be appointed to the McHenry County Housing Commission, both for a term to expire April 30, 2013. The two appointees are Ryan L. Anderson and Thomas W. Johnson.

Technical Assistance Help From CMAP
The County Board is expected to approve a Resolution accepting a technical assistance grant from the Chicago Metropolitan Agency for Planning, (CMAP) in a contract with Camiros Ltd for developing a neighborhood subarea plan. The amount is an $80,000 cash grant in lieu of staff services.

County Participation in State’s Attorneys Appellate Prosecutor Program
The County Board is to consider approval of a resolution agreeing to participate in the service program of the Office of State’s Attorneys Appellate Prosecutor for Fiscal Year 2012. An amount of $30,000 is being appropriated for these services.

Destruction of Older Divorce Cases
A contract with SourceHOV for scanning, microfilming and destruction of divorce case files held by the Circuit Clerk’s office is being presented for approval. The cost to process these files for a period 1979 through 1989 is not to exceed $72,581.67. These files are not eligible for destruction without being converted to micrographic storage according to Illinois Supreme Court requirements.

Drug Court Grant
The County Board is being requested to approve acceptance of a $305,717.16 grant from the Bureau of Justice Drug Court Implementation Grant. This is for a three-year period.

These funds are dedicated to the drug court program to pay salaries which would have otherwise been paid by McHenry County, drug testing supplies, technology and education materials.

Implementing Current Day Tools
Continuing with the integrated justice program which has been considered since 2009, implementing departmental software for the States Attorney and the Public Defender are the next steps in the plan that was initiated in 2010. The ultimate goal is to have all departments involved with law including State’s Attorney, Public Defender, and Sheriff to be able to access the same information in one location. Current procurement involves the necessary software for the State’s Attorney and the Public Defender at a bid price of $1,537,500.


New Television Service For Valley Hi
Two customizable TV channels for the facility are being made available to the residents of Valley Hi. The residents will have the ability to choose the programs to watch. In addition to improving the life of those residing in Valley Hi, this will also provide an opportunity to offer rehabilitation services for a younger group of seniors. The cost for this service is $28,000.

Water Resources Investigations
Multi-year Ground Water/Storm Water Strategic Protection Plan was initiated in 2007 including seeking federal assistance for the development of a comprehensive and multi-year Water/Storm Water Strategic Protection Plan. Approval is being sought for an agreement with the U.S. Department of Interior/U.S. Geological Survey for the period October 1, 2010 to September 30, 2013. The cost to the County is $141.110.

Route 31, Virginia Road and Klasen Road Project
An engineering services agreement for the Western Algonquin Bypass is being presented for approval. Civiltech Engineering, Inc. of Itasca is the selected firm for the engineering services for an amount not to exceed $1,087,418. The work is estimated to be completed the end of June 2013.

Meeting Dates for the Transportation Committee in 2012
A resolution is being presented setting the meeting dates for the Transportation Committee of the County Board which is generally the first and third Wednesday of each month, except for July when the first Wednesday is the Fourth.

Jury Pay and Mileage Reimbursement for 2012
An ordinance setting the jury fees and mileage to grand, petit and coroner jurors for their service and attending courts is being presented to the Board of approval.
Petit jurors are to receive $5 per day for services.

A qualified juror selected to serve on a jury is to be paid $12.50 for each subsequent day, after the first day of service until the completion of the trial.

The per diem amount for grand jurors and coroner jurors is to be $12.50 for each day of service.

All jurors are to be compensated for round-trip mileage as set as the minimum pursuant to the State Statute.

According to a report from Trial Court Administrator Dan Wallis, per diem rate and mileage has steadily increased to more than $280,000 a year. Actions are being put into place to lessen the number of jurors summoned and decrease of the days that jury trials are scheduled to start. This reduces the amount per diem paid as well as the mileage reimbursement.

It should be noted that the Juror Pay Ordinance passed by the McHenry County Board has not been updated since November1997.

Wallis estimates that the proposed changes will reduce annual costs by $75,000.

Annual Budget Appropriation Ordinance
Expenditures totaling $256,286,189 are anticipated for the following fiscal year, December 1, 2011 through November 30, 2012. Also the anticipated revenues total $256,286,189. The annual budget for Fiscal Year 2012 is being presented to the Board for approval.

The total amount needed to meet the difference between the total amount of money appropriated for all county purposes and the amount of money estimated as received from other sources or on hand is $37,005,000 for general county purposes, and $41,804,995 for other purposes is to be obtained by a levy on all taxable property in McHenry County as assessed for the year 2011 as follows:

Approval For McHenry County 2012 HUD Action Plan
A draft of the third year of a Five Year Plan for Housing and Community Development is presented for County Board approval. The County is required to submit an Annual Action Plan outlining goals and objectives for expenditure of HUD grant funds as applied to the Community Development Block Grant and HOME Investment Partnerships. This plan is a guide for the 2012 HOME allocations.
