Government At Work

TUESDAY MARCH 6—
9:00 a.m. – McHenry County Board –
Meeting in the County Board Room, County Administration Building, 667 Ware Road, Woodstock.

A special recognition is slated to begin the meeting. This is a proclamation acknowledging all members of the health care team – nurses, allied health professionals, support staff, financial services personnel, administration, physicians and .health care available. They are to be thanked for their many contributions on May 12 of this year.

Another presentation is slated to be made by Steve Finzel, Scott Block and Robert Lesser regarding human service cuts and the impact on the community.

A resolution is being presented for approval regarding authorizing the adoption of an intergovernmental agreement for building permit review, inspection and related contract services for the Village of Trout Valley.

The County Board is to consider several appointments of citizens—
Sue Draffkorn is to be appointed to the Community Development Block Grant Commission with a term to expire January 1, 2013.

Roger Naylor is also to be appointed to the Community Development Block Grant Commission with a term to expire February 21, 2015.

Preston Rea is to be appointed to the McHenry County Housing Commission for a term to expire April 30, 2015.

An $8,200 grant is being provided to the McHenry County Board of Health from the American Cancer Society-Illinois. This is to provide an obesity prevention program CATCH t the Crystal Lake Park District children’s program participants.

The Board is being requested to authorize acceptance of a Department of Human Services System of Care expansion grant of $87,218. This is for System of Care Funding for the McHenry County Mental Health Board Budget.

The Mental Health Board has recently completed a six-year Family Care system of care grant used to improve and transform the community’s system of care for child and adolescent services in McHenry County.

The Board is being requested to authorize McHenry County as the Local Government Sponsor for the Illinois Railway Museum to apply for the Illinois Transportation Enhancement Program.

This is funding through the Illinois Department of Transportation (IDOT) to expand the Illinois Railway Museum in Union to provide for a visitor orientation center including museum exhibits. The Board is requested to approve a resolution for this desired project.

A contract with Comcast Ethernet is being presented to the Board for approval. This upgrade with Comcast is made possible due to a recent upgrade for AT&T Internet services which saved funding. Both services are used in order to provide constant service. The monthly fees for Comcast 100 MB service are $ 2,950.

An intergovernmental agreement is being presented for approval regarding the Dunham Road Township Bridge Project. Funding for the project was approved in 2011 for $49,799. Additional funding of $119,115 is to be approved for the project and will be invoiced to the State after construction has begun.

7:30 p.m.—Crystal Lake City Council –
Meeting in the Council Chambers, 100 West Woodstock Street.

A number of requests are being asked of the Council included:
Permission to close Lake Street between Washington Street and the eastern portion of the St. Thomas the Apostle Church property. This is for an April 6 reenactment of the Stations of the Cross.

March of Dimes Walk/Run to be held May 20 on Ridgefield Road from approximately 500 feet north of Route 14 to 2,000 feet north of Route 14 and from approximately 1,500 feet south of Tartan Drive to 300 feet north of Tartan Drive.

Glacier Ridge Elementary School “Paws for the Pantry” Run is requesting to close Village Road between Moorland Drive and Driftwood Lane, as well as Kingsgate Lane at Village Road on April 22.

An ordinance is also being presented designating items as surplus equipment and authorizing execution of an agreement for the sale of the surplus equipment utilizing an on-line auction. This includes equipment which has been compiled by the Administration Public Works, IT, Police and Fire Rescue Departments. This is in preparation for the receipt of new equipment to be employed into the fleet at which time the old equipment will be placed for bidding. The sale is handled through Obenauf Auction Service, Inc. with a 3% sales commission for all items sold.

Outside Storage of Trucks
Gala Events, 1275 Randall Road is requesting a Special Use Permit for outside storage of trucks. The Planning and Zoning Commission recommended this Special Use Permit be granted.


Go 24-7 Fitness
This newly opened business at 141 N. Main Street is requesting a variation from the required 34 parking spaces to allow the existing parking in its existing condition. The Planning and Zoning Commission recommended approval of the request with certain stipulations.

Manhole Lining & Rehabilitation Services
Something not normally thought of is the flow characteristics of manhole structures.  This is being considered by the City. Completion of the project will ensure structural integrity while improving flow characteristics to manhole structures located within community streets resurfaced in 2011, including Virginia Street. Manhole lining and rehabilitation services reduce the inflow and infiltration within a sanitary sewer system. This results in reduced operating costs and restores capacity to the collection system and wastewater plant.

Two areas of the city are identified to receive these services.—Virginia Street Corridor and streets in the 2011 resurfacing program.

National Power Rodding Corporation, Chicago is the low bidder for the project at $57,279.60.

Sanitary Sewer Pipe Joint Grouting Services
Other work on sanitary sewer pipes in an effort to eliminate documented sources of heavy inflow and infiltration to the City’s wastewater collections and treatment systems include sewer pipe joint grouting. A service agreement is to be awarded t Visu-Sewer, Inc. for an amount0 of$38 per joint (tested) and $51.50 per joint (Tested and Grouted.

This work will eliminate documented sources of heavy inflow and infiltration to the City’s wastewater collections and treatment systems. This in turn puts an added burden on the City’s wastewater treatment plants during heavy rain events.

Sidewalk Improvements At Husmann Elementary School
The City Council is being requested to approve a resolution authorizing reimbursement to Crystal Lake School District 47 an amount of $48,450 for the City’s share of the sidewalk reconstruction improvement at Husmann School.

Authorize continuing agreement with Illinois State Police for services with the North Central Narcotics Task Force.
This intergovernmental agreement was recently updated and authorization is requested for the signature of the City Manager to the agreement.
