Metra Board Approves Anti-patronage Policy

All outside requests to hire or promote employees at Metra will be publicly disclosed under a new policy the commuter rail service approved Friday — a move aimed at discouraging politicians from trying to wield clout.
The effort is "another nail in the coffin of patronage," Chairman Martin Oberman said.
"We want the message to be loud and clear that political considerations in all employment-related matters are not and will not be tolerated," he said.
The anti-patronage measure is intended to prevent instances like those alleged by Metra's former CEO, who said Illinois House Speaker Michael Madigan sought a raise for a supporter who worked at Metra and that another legislator asked that an ally be hired for a top job.
Though the General Assembly's watchdog determined that Madigan and Rep. Luis Arroyo, D-Chicago, did not violate the state's ethics law, Metra's board said it considered such efforts improper and wanted to dissuade similar actions.
Metra's board approved the policy at a meeting at the DuPage County administrative center in Wheaton, the first ever held outside the agency's headquarters in downtown Chicago. The trip to DuPage was intended to make Metra more accessible. Future meetings are planned in other counties.
Metra officials rode to Wheaton aboard a specially equipped Union Pacific-provided train and got a tour of improvements on the UP West Line. One upgrade, the addition of a third track on some sections, will enhance on-time performance and may eventually allow more express runs, Metra Executive Director Don Orseno said.
The reform policy, adopted unanimously by Metra's board, requires all employment-related communications to be entered into a log available to the public.
The action comes on the heels of a Northeastern Illinois Public Transit Task Force recommendation that agencies be required to disclose communications with elected officials or their representatives regarding employment matters. That should be carried out, the task force said, through a publicly available and regularly updated database.
The policy covers everything from employee hiring to promotions, raises and terminations.
Metra's board intends to interpret the policy strictly and include even requests from nonpoliticians, Oberman said.
If a "neighbor calls me up, says his kid's graduating, that will be logged," he said. "My mother calls me up, says, 'Why won't you hire your own son?' That will be logged."

MCC Facullty Association Members Ratify New Multi-year Full Time Contract

On April 10, 2014, the MCC Faculty Association (MCCFA) membership voted to ratify a new multi-year, full-time faculty contract that was tentatively agreed upon by the MCCFA and McHenry County College earlier this month.
The association voted in favor of the new contract. As a result, the contract will be placed on the April 24, 2014 Board of Trustees Meeting agenda as an item for the Board to discuss and approve.
College spokesperson, Christina Haggerty, shared, “We are very happy that the full-time faculty ratified the tentative agreement and look forward to bringing this to our Board for approval.”
No details of the terms of the contract will be released pending the ratification and approval by the MCC Board of Trustees.

McHenry County Department of Health (MCDH) and Centegra will offer quit smoking classes for adults in May. The seven-week class will be held on Tuesdays beginning May 13, from 6pm-7:30pm, at Centegra Health Bridge Fitness Center, 200 E Congress Parkway, in Crystal Lake. A $25 course fee, payable at the first class, is refundable if all sessions are attended. Class members will also receive a free 3-day pass to Centegra’s Health Bridge Fitness Center. Classes will teach practical ways to end nicotine addiction through group support and behavior modification.  It will also review nicotine replacement products that are currently on the market. Instruction is provided by MCDH staff that is trained in the American Lung Association’s Freedom From Smoking® program. This program is considered the “gold standard” and has helped tens of thousands of smokers quit over the last 30 years.  Evaluation studies have shown that individuals who participate in Freedom From Smoking®:

  • You are six times more likely to be smoke free one year later than those who quit on their own;
MCDH reports between 70%-75% of class participants have quit smoking by the end of the program, when used in combination with smoking cessation medication.  Quitting smoking can add up to measurable savings - $2,500 a year for those who smoke one-pack a day as well as the money saved on healthcare costs.

Easter Concert Sunday At Raue Center

Voices in  Harmony will  present  "Season of  Passion: Hope Eternal" on Sunday,  April 13 at 
4 pm at the Raue Center For The Arts in downtown Crystal Lake. 
The concert brings music of hope and features works by Britten and Durufle. Randy Casey will accompany the choir on a Rodgers Infinity 361 Digital Organ and also play an organ solo. The VIH ensemble will sing two short motets by Durufle.

Comment Period Extended For McHenry County Development Ordinance

McHenry County Unified Development Ordinance Public Hearings Comment Period Extended to April 18
The McHenry County Zoning Board of Appeals  has extended the deadline to submit written and emailed comments on the Unified Development Ordinance to April 18, 2014. 
Over the last week, written and verbal comments were accepted in person through four public meetings at Marengo High School, McHenry Township Office, McHenry County College, and the District 50 Administration Center in Harvard.  All comments will be compiled for review by the Zoning Board of Appeals prior to the next hearing date of 1:30 p.m., Wednesday, April 23 at the McHenry County Administration Building.  At that time, the board will commence formally reviewing the comments and making corresponding edits to the ordinance, when deemed appropriate.

Secure Communities - Massive Government Surveillance Program

Secure Communities, a massive government surveillance program launched in 2008 by Immigration and Customs Enforcement (ICE), has failed to increase the removal of its primary announced targets: noncitizens who have committed crimes other than minor violations. According to a new examination of detailed agency records by the Transactional Records Access Clearinghouse (TRAC) at Syracuse University, the number of such individuals deported by ICE has actually declined over the last four years.
TRAC's analysis was based on ICE records of 2.3 million deportations, obtained as a result of scores of requests for case-by-case records under the Freedom of Information Act. Covering the period from FY 2008 FY 2013, the report presents a detailed portrait of the changing nature of criminal offenses represented in these ICE deportations
Secure Communities is an ambitious national program under which millions of fingerprints gathered by local law enforcement agencies are automatically transmitted to ICE via the FBI so that the immigration agency can then issue "detainers" requesting that local authorities hold selected individuals for possible later deportation. TRAC's analysis shows that in FY 2013 only 12 percent of all deportees had been found to have committed a serious crime. And for fully half of those convicted, the most serious charge was only an immigration or traffic violation.

McHenry County College and MCC Faculty Association Reach Tentative Agreement

On April 4, 2014, McHenry County College (MCC) and the MCC Faculty Association (MCCFA) reached a tentative agreement for a new, multi-year full-time faculty contract.
The agreement is awaiting ratification; no details of the terms of the contract will be released pending the ratification and approval by the full MCCFA membership and the MCC Board of Trustees.

8:15 a.m. – McHenry County Law and Justice Committee—
Meeting in the County Board Conference Room, County Administration Building, 667 Ware Road, Woodstock.
Four individuals are being interviewed for positions on fire protection districts including William Yocius for Fox River Grove Fire Protection District, Rick Weaver and Robert Meyer for McHenry Township Fire Protection District, and
Greg Danielson for Crystal Lake Fire Protection District. All are to be recommended for appointment with terms to expire May 2017.
Other matters for consideration include:
Discussion on a request for legal fee reimbursement; resolution authorizing the acceptance of a modification to the Illinois Emergency Management Agency performance Grant;
Resolution awarding ammunition bid to Keisler Police Supply, Inc and approval for an expenditure over $20,000 in the Sheriff’s Office FY14 budget;
Ordinance regulating the discharge of firearms in unincorporated McHenry County
Resolution authorizing the Sheriff to enter into phase III of a bid contract with Elkhorn Chemical and Cabay and Company and Authorization to spend over $20,000 for cleaning chemical in the jai with each of the vendors.
4:00 p.m. – McHenry County Mental Health Board Executive Personnel Committee--
Meeting in the Main Floor Conference Room, of the Mental Health Board facility at 620 Dakota Street, Crystal Lake.

A zoning hearing is being held in the Harvard School District Board meeting room of the Central Administration facility located at 401 Division Street, Harvard.
A presentation is scheduled regarding changes proposed in the Unified Development Ordinance.
6:30 p.m. – Crystal Lake Park District Committee of the Whole—
Meeting in the Park District Administrative offices, One Crystal Lake Avenue, Crystal Lake.
The board is to review the 2014-2015 Budget.
