Government At Work

The Committee is to consider a number of items including a rural intensive survey, a report of activities and progress made as well as current workshop activities and planning assignments.

Environmental Celebration Sunday

The Environmental Defenders of McHenry County will be celebrating their 43rd year of working to protect and preserve the environment in the county at their Annual Meeting and Theta Award Ceremony on Sunday, March 10th.
The event will be held at the Loyola University Retreat and Ecology Campus, 2710 S. Country Club Road, Woodstock, beginning at 5:00 p.m. with social time, a raffle and silent auction prior to dinner at 5:30 pm.
Following the dinner, the Defenders will present their annual Theta Award. Theta is the eighth letter of the Greek alphabet, and has come to be a symbol of the threat of pollution to Earth and its atmosphere. It is usually displayed on a flag of green stripes, representing unspoiled land and white stripes denoting pure air. In 1970, the Defenders chose this symbol and title for their award honoring an individual or group who has shown an outstanding commitment to improving the environment of McHenry County.
The program for the evening begins at 7:00 p.m.  Speakers at the event will share their passion for protecting our environment through environmental advocacy.  The first will be Jennifer Walling, Director of the Illinois Environmental Council, a state-wide group that promotes sound environmental policy and protections for land, air, water, wildlife, and human health in the State of Illinois.  Young activist Abby Goldberg will also give a presentation about her successful campaign to obtain a veto from Governor Quinn of the environmentally harmful plastic bag bill that was promoted by plastic bag manufacturers last year.
The public is invited to attend. Tickets may be purchased on the Defenders’ website at www.mcdef.org through March 1st. The cost of $50 for non-members includes a one-year family membership. Indoor Garage Sale March 28--Registration Needed by March 18

Sellers Needed for Crystal Lake Park District Indoor Garage Sale
Treasure hunters and bargain hunters alike will enjoy one stop shopping at the Crystal Lake Park District’s Indoor Garage Sale on Thursday, March 28, from 8 AM-3 PM at Park Place, 406 W. Woodstock St., Crystal Lake.  Whether you will be shopping or selling, mark your calendar now!  Shoppers will be admitted free of charge.  Snacks will be available to purchase.
For those who want to have a garage sale but don’t have the space, this sale offers the perfect solution.  Anyone who wishes to sell garage sale items may rent a 10 x 10 foot space for the event.  Set up time is Noon-6 pm on Wednesday, March 27.

Two Concerts At MCC For St. Patrick's Day


Two March concerts at McHenry County College will feature the popular Second Sunday Concert on March 10 with woodwind quintet Winds Off the Lake,.
A  pre-concert lecture at 2:30 p.m.will be presented by Russ Henning, followed by the concert at 3 p.m. The Winds Off the Lake is returning to MCC for its 17th Second Sunday concert featuring Sue Childress on flute, Joyce Beernink on clarinet, Kathy Krepel on oboe, Randy Sundell on bassoon and Russ Henning on French horn. A reception will follow the concert.
On Wednesday, March 13, a special St. Patrick’s Day concert will feature Irish music and dance at 7 p.m. Both concerts take place in the Luecht Conference Center at MCC.
The St. Patrick’s Day concert on March 13 will feature Pat Gaughan and L.J. Slavin who will perform favorite Irish songs, ballads and instrumental tunes. Gaughan is an adjunct music instructor at MCC.
The McNulty Irish Dancers will also perform traditional Irish jigs, reels and hornpipes, both in soft shoe and hard shoe. The McNulty School of Irish Dance is one of the largest, most active dance schools in the Midwest. McNulty Dancers are recognized internationally as World, National and Midwest Regional Champions.
The March concerts are free and open to the public at McHenry County College, located at 8900 U.S. Hwy. 14 in Crystal Lake.

Report From State Representative Barbara Wheeler

We had quite the busy week down in Springfield.  Speaker Madigan called for two "weekly order of business" this week, leading to lively, and oftentimes heated debate.  A "weekly order of business" is a procedure that can be called by the speaker to dedicate legislative business on a particular topic.  The two topics discussed were conceal and carry and pension reform.  This is how the debate progressed during session:
Conceal and Carry
First, a little background.  This past December, the 7th Circuit Court of Appeals ruled in Shepard v. Madigan and Moore v. Madigan that Illinois' current ban on conceal and carry is federally unconstitutional.  The court then decided to give the Illinois General Assembly until June 6 to pass a conceal and carry law or else face no restrictions on carrying weapons in the State of Illinois.  In light of this ruling, it is prudent that we pass a conceal and carry bill with sensible restrictions in order to be in compliance with the court.
House Bill 1155 was introduced as a vehicle for conceal and carry legislation.  Twenty-seven amendments were filed to the bill, with each to be debated and voted on.  Some of these amendments were sensible, such as no guns in schools or child-care facilities.  Others were unacceptable, such as requiring a $1 million insurance policy in order to obtain a conceal and carry permit.
The debate lasted for hours and at times led to legislators shouting at one another.  As the hour grew late and legislators grew tired, many of the amendment's sponsors withdrew their amendments.  Finally, around 9:30 p.m., we reached Amendment 27.  Amendment 27 is the same language of House Bill 997, which I am a co-sponsor of.  This bill has been properly negotiated and will soon be vetted in committee.  Keep in mind, it is prudent that we pass a conceal and carry bill in order to remain in compliance with the courts.
At the end of the day, no final action was taken up on conceal and carry.  However, the June 6th deadline still looms.  I am a firm believer that House Bill 997 is the most sensible piece of legislation that will allow us to be in compliance with the court's ruling while also allowing our citizens to protect themselves with their 2nd Amendment rights.
Pension Reform
Illinois' pension woes have been well documented over the past several years.  It goes without saying that nearly $100 billion in unfunded liability is unacceptable.  We must find the political bravery to do what is right.  Unfortunately, what was discussed in the Illinois House this week was more political theater than bravery.
Speaker Madigan's second "weekly order of business" came in the form of four amendments on two bills, House Bills 1154 and 1165.  Should this drastic of a reform pass, many of those who spent their careers teaching our children and protecting our streets would be forced to take drastic measures just to afford groceries each month.
Despite what many of the doom and gloomers out there may tell you, there is a responsible approach to reforming our pension system that is fair to our taxpayers and public servants.  This week, I signed on to a pension reform bill that is bipartisan, fair, and comprehensive.  House Bill 3411 is a large step in the right direction.  The proposal will:
  • Stabilize the system by reforming Tier 1 members
  • Creates predictability, fairness, and local control by reforming Tier 2 members
  • Creates a Tier 3
  • Ensures the benefits will be there by making employer contributions and funding guarantees
Pension reform is not an easy pill to swallow.  It is going to take shared sacrifice from all parties.  
The key word to every decision we make this session is courage.  If we drum up the courage to do what is right for the people of Illinois, we can finally put ourselves back on the track towards fiscal solvency.

Attempted Armed Robbery

According to an announcement from McHenry County State’s Attorney Louis A. Bianchi, 25-year old Tywon Williams, formerly of Winthrop Harbor, was sentenced to 15 years in the Illinois Department of Correction for the Class 1 offense of Attempted Armed Robbery.
The incident involved took place on November 18, 2012 when Williams and two accomplices attacked and robbed the victim, Junious Norfleet, inside his Hebron apartment. Defendant Williams and his accomplices tied up Norfleet and demanded money. As a result Norfleet was beaten and suffered injuries to his face, the back of his head and back.
The case was investigated by the Hebron Police Department and was prosecuted by Assistant State’s Attorneys Robert Zalud and David Metnick.

Easter Bunny Inviting Crystal Lake Children To Breakfast

On Saturday,  March 23 from 9-11 AM, the Easter Bunny will travel to Park Place for Breakfast with the Bunny. This is the perfect event to enjoy before your trip to the Crystal Lake Park District Easter Egg Hunt at Lippold Park. Relax and enjoy a traditional Easter Breakfast. Goody bags for children and a visit from the Easter Bunny are included. No assigned seating. All children must be accompanied by an adult. Advance registration is required. After Breakfast with the Bunny, on Saturday, , the Easter Bunny will travel to Lippold Park for the Annual Crystal Lake Park District Easter Egg Hunt.  Thousands of eggs will be on site, so there will be plenty for everyone. 
 Lippold Park is located on Route 176, just west of Route 14 in Crystal Lake. The hunt will be held at the soccer fields located at the southeast end of Lippold Park. Bring a basket to collect eggs. Deadline Nearing For Spirit of Public Health Award Nominations

The deadline is approaching for nominations for the Spirit of Public Health Awards.  Now in its 8th year, McHenry County Department of Health (MCDH) will honor those individuals who are committed to making their community healthy. 

This yearly celebration coincides with National Public Health Week (April 1-7).  The deadline is Friday, March 22.  Examples of past recipients of the Spirit Award include –

  • A dedicated and influential teacher
  • Raising awareness for breast cancer
  • Community service to needy children
  • Recycling efforts at a clinic
  • Advocacy for the dangers of furniture tip-overs
  • Role model for teens against tobacco use
  • Devotion to animal welfare at a local shelter
  • Helping seniors with home repairs
  • Providing mental health/pet therapy for at-risk youth

They continue to collect certain items which are not usually accepted by curbside programs, and which would be harmful to the environment if put in a landfill.
The Defenders’ Recycling Drive accepts household batteries, car batteries, lithium and button batteries. The Defenders also collect fluorescent tubes, clean Styrofoam™, VHS & Cassette tapes, CDs, DVDs, packing peanuts and re-usable, unpopped bubble wrap. A donation is requested for fluorescent bulbs and batteries that are brought in to offset the costs involved in processing these items.
Electronics, such as computers, phones, printers, clean microwaves, and electronic toys, are accepted. TVs and computer monitors will be accepted for a donation of $10-$35. Become a new member of the Defenders at the recycling drive, at the Basic or higher level, and get two coupons to recycle a television or monitor for FREE!
At the McHenry collection, the Defenders will again accept and pay for aluminum cans. 
The Defenders hold a recycling drive on the second Saturday of each month, alternating between McHenry in odd-numbered months and Woodstock in even-numbered months.  Area residents may drive up and drop off their recyclables with Defenders’ volunteers, who help to unload and sort the materials.

Representative Wheeler Statement On State Budget

Springfield, IL…Amidst a growing financial crisis and dire fiscal outlook, Governor Quinn addressed a joint session of the Illinois General Assembly to outline his budget for Fiscal Year 2014.  State Rep. Barbara Wheeler (R-Crystal Lake) released this statement in response to the governor’s address:
 “Nineteen percent of Quinn’s budget is going towards pensions,” said Wheeler.  “We cannot continue down this path of unaffordable pensions while Democrats play political games with reform.  Our unfunded pension liability is growing every day, we have nearly $10 billion in unpaid bills, and the tax increase is about to expire.  We need to take serious action on pensions before Illinois tumbles over its own fiscal cliff.”

The Committee is to consider a Resolution Appropriating funds for Cartegraph Software License Renewal and Maintenance for the Fiscal Year 2013.
Another Resolution for the Committee to consider is for a request for authority from the General Assembly to exercise Quick Take Powers of Eminent Domain for the Completion of a highway project on Johnsburg Road, (County Highway A26)
Another resolution is to be presented for the Committee’s approval to appropriate funds for the Fleming Road Rehabilitation Project.
A  Resolution to Approve Adopt-A-Highway Volunteer Group Agreement is also to be considered.
6:30 p.m. Crystal Lake Park District Ad Hoc Committee Meeting –
Meeting in executive session regarding personnel.
7:30 p.m. – Crystal Lake Planning and Zoning Commission –
The regularly scheduled meeting is cancelled due to the lack of petitions completed for review. The next meeting is scheduled for 7:30 p.m. on March 20 in the City Council Chambers of the City Hall, 100 West Woodstock Street.

Severe Weather Delays Refuse Collection

Crystal Lake City has been informed by MDC Environmental Services, the City’s refuse contractor, that refuse and recyclables will not be collected for the City of Crystal Lake on Tuesday, March 5, 2013 due to the anticipated severe winter weather. 

For the remainder of the week, refuse and recyclable collection will be delayed one (1) day, including Friday collections, which will be collected on Saturday.

Green Drinks Time - Wednesday

The public is invited to Green Drinks McHenry County on Wednesday, March 6th from 5pm-7pm at Duke’s Alehouse & Kitchen, 110 N Main Street in Crystal Lake. The topic this month is Bees!

Doug Hawthorne, Vice President of the Northern Illinois Beekeepers Association, will be speaking about bees: What is the State of Bees in McHenry County? Bee prepared with questions! Doug loves talking bees and honey so plan on fun!

Doug has been a beekeeper for 11 years.  He knows enough to recognize a honeybee from a wasp but feels that he has only touched on the knowledge available on raising bees.  On the other hand, he has raised honey each and every year - enough to cover out-of-pocket expenses.  A hobby that only costs you time is a good hobby, according to Doug. Recently, he has begun the process of learning how to make beeswax candles.

There will be an information table set up, and you are welcome to bring information about your green products and services each month to share. Additional parking is available at the train station.

The County Board is being requested to approve the reappointment of Joseph Korpalski, Jr. as the McHenry County Engineer for a six-year term effective March 5, 2013 at a salary of $140,732

7:30 p.m. Crystal Lake City Council –
Meeting in the City Council Chambers, City Hall, 100 West Woodstock Street, Crystal Lake.

The Council is being requested to continue an Annexation Agreement Public Hearing for properties located at 7624 Route 14 and also at 5111 E. Route 176.

A request is also being presented to the Council for approval of a Special Use Permit Amendment to expand the existing daily commuter parking lot along Railroad Street, along with setback and right-of-way requirement variations.

Other interesting items to be considered include:
Final Planned Unit Development Amendment for the addition of a drive-through at 815 Cog Circle in archway East.

Final Planned Unit development Amendment to allow total wall signage to exceed the Unified Development Ordinance allowance of 75 square feet for CD One Price Cleaners, 5675 Northwest Highway.

Five bid awards are to be presented for Council approval including:

  • A purchase agreement for replacement manhole frames and lids
  • A contract for the 2013 Crack Sealing Program
  • Authorization of a contract for the 2013 Spring Pavement Marking Program
  • Bid award authorizing execution of a service agreement for generator maintenance services
  • Resolution authorizing execution of an agreement for the purchase of Case Wheel Loaders through the National Joint Powers Alliance.

Magic In Crystal Lake



“Nothin’ Up My Sleeve” is returning to the Raue Center for theArts Saturday, March 9 at 7:00 pm!
Now in it's 11th year, Nothin’ Up My Sleeve is an annual fundraiser magic show that brings together some of the Midwest’s finest magicians and entertainers and celebrates the arts in our community. Performers include Bob Rumba, Bob Higa, Jania Taylor, Benjamin Barnes and Shayna Reed. Collectively, these magicians have performed across the nation in prestigious venues like Magic Castle, headlined cruise ships, appeared on television and even opened for Hollywood elite like Tony Bennett! These  magicians will dazzle, bamboozle and mystify the whole family.
Rumba, a Midwest-based professional ventriloquist, comic and Hollywood-look-alike, lived in Crystal Lake for 30 years. He's appeared on TV shows like America's Funniest People, Oprah, and Human Factor (BBC), as well as numerous TV commercials for companies like McDonalds, Sunkist and United Airlines.Behind the scenes in making this show a success are Nino Cruz and Glenn Chelius, magic producers of Nothin’ Up My Sleeve, and T. Paul Lowry, producing director of Raue Center For The Arts.

Government At Work

10:00 a.m. – McHenry County Board Liquor and License Committee –
Meeting in the County Board Room, County Administration Building, 667 Ware Road, Woodstock.
The Committee is being requested to repeal the 2009 Ordinance prohibiting video gaming in the unincorporated areas of the county. Additionally, the committee is to consider approval of video gaming in the unincorporated areas of the county.
In 2009, the McHenry County Board adopted an Ordinance prohibiting video gaming in the unincorporated areas of the county. The repeal of this ordinance is now to be considered.

Meeting in the Mental Health Board facility, 620 Dakota Street, Crystal Lake.
A number of matters are to be discussed by the Board Search Committee including discussion regarding executive director search process; other business of the mental health board search committee. The Committee is to adjourn and consider approval of mental health board prior meeting minutes.
Reports to the Board include the President’s Report by Lee Ellis and Director’s Report by Todd Schroll, Search Committee Report by Lee Ellis, Treasurer’s report by Sam Tenuto.
Other matters to be considered by the Board include New Board Member Orientation process; Strategic Planning Process; Steps and Timelines; Nomination and Election of 2nd Vice President.
Meeting at the same time and in the same location, the Mental Health Board Search Committee will be meeting regarding the executive director search process.
7:00 p.m. – City of Crystal Lake Ad Hoc Clean Air Counts Advisory Committee –
Meeting in the Crystal Lake City Council Chambers Council Room, City Hall, 100 West Woodstock Street.
Matters for discussion include Bike with Your Neighbor Event along with a scavenge hunt, Discussion of other goals and a potential budget.

Crystal Lake Park District Ugliest Yard Contest

In July 2011, a powerful storm swept through Crystal Lake and brought down a beautiful 125 year-old burr oak tree at Main Beach. The Glacier Oaks Nursery assisted the Park District with the harvest and cultivation of 170 acorns from that tree. And in the spring, the park district will plant 100 new seedlings in park district parks this spring. Park District staff also wanted to share a piece of this historic tree with our community. The 2013 Crystal Lake Park District Ugliest Yard Contest was created in order to select recipients of the Main Beach burr oak seedlings.
After collecting entries for the past few months, it is now is time to vote for the winner of the Ugliest Yard Contest! Voting will be open from March 1-31. The winner will be announced on April 1, 2013. There are 3 ways to vote:

2) Vote in person at the Crystal Lake Park District Administrative Office, One East Crystal Lake Avenue, Crystal Lake.

All entrants receive a seedling from the historic Main Beach burr oak and the winner receives a landscape design from Landscape Architect, Ann Viger and $500 gift certificate for landscape labor from Two Amigos Landscaping, Inc.
