McHenry County Board Meetings Tuesday Morning

TUESDAY, NOVEMBER 1 –
8:30 A.M.—McHenry County Board Committee of the Whole –
Meeting in the County Board Room, County Administration Building, 667 Ware Road, Woodstock.

This is a meeting of the County Board to review the Integrated Justice Program.

The regular County Board meeting is scheduled to begin at 9:00 a.m.

Recognizing Two For Service To The McHenry County Historic Preservation Commission
Two proclamations are being presented to the Board for approval. One is recognizing Gail Brown for 17 years of service, and a second Proclamation for Denise Collins for 12 years of service, both to the McHenry County Historic Preservation Commission.

Circuit Clerk of the Court - Case Management Software Contract
A resolution is being presented for the Board approval authorizing a contract with the successful low bidder, New Dawn Technologies, Inc. for Justware Case Management Software for the Circuit Clerk of the Court. This new software is another step closer to having a complete criminal justice information sharing framework.

Compensation for County Board Members
A resolution approving the compensation for the County Board Chairman and the County Board members is being presented for approval. The compensation is being set for those taking office in December 2012 through December 2021. The terms of all County Board members expire in 2012 so the compensation is being set for those who will be elected in the November 2012 General Election.

This provides for all County Board members as this the upcoming election in 2012 provides for all new terms following redistricting.

Salary for the Chairman of the Board is being requested for $82,200 annually for FY 2013 and FY 2014

Vice Chairman of the Board Salary is being requested for $5,000 more per year than the Board members.

Salaries for the members of the Board are to be set at $21,000 for FY 2013 and FY 2014.

Chairman and members of the Board may choose to participate in any or all of the benefit programs made available now or in the future, to all County employees including, but not limited to health, dental and vision plans subject to the same rates, benefit levels, rules and regulations established for all county employees.

On the matter of mileage reimbursement for attending County Board meetings, or County Committee meetings, it was decided that County Board members may accept mileage reimbursement for attending the meetings.

As to future salaries, future County Boards may adjust the Board salaries for years 2015 through 2021 if a resolution if a resolution is approved by the County Board at least 180 days prior to the beginning of a new term.

Appointment to McHenry County Historic Preservation Commission—
Lynn M. Gray is to be appointed to the McHenry County Historic Preservation Commission for a term to expire November 30, 2013.

Land Acquisition for US 14 Improvement
The County Board is to approve acceptance of $53,400 from the State of Illinois for 7,844 square feet of property at 100 Virginia Street, (US Route 14) in Crystal Lake. This is the County Animal Control facility. The State is seeking the use of the property as a temporary easement for improvements taking place on Route 14.

Commerce and Economic Opportunity Grant
For the County Workforce Network, a grant of $134,907 is being provided to provide additional vocational training to McHenry County citizens who were laid off from Intermatic in Spring Grove, AllState in South Barrington, Caps Visual in Chicago, Motorola in Schaumburg, Precision Dormer in Crystal Lake, Quad Graphics in Schaumburg and Wells Manufacturing Dura-Bar Division in Woodstock.

The funds are to be used to provide vocational training for the dislocated workers from the above-named companies.

Another grant of $3,777 is being provided the County to provide support services for dislocated workers as mentioned above. This is to assist in job search activities such as resume writing and training through a certified services provider.

Transportation Services for Greenwood Township residents through an intergovernmental agreement so that Pace Suburban Bus Division of the Regional Transportation Authority is to provide coordinated demand response within Townships of Dorr, and McHenry and Cities of Crystal Lake, McHenry and Woodstock to he Pioneer Center for Human Services clients in that geographical area. This is a Pilot Project.

Eligible riders are those over the age of 60 or with a disability. The service provided will be a curb-to-curb, dial-a-ride services Monday through Friday between 6:00 a.m. and 7:00 p.m. and on Saturday between 9:00 a.m. and 5:00 p.m.

The service area includes within the borders of Greenwood, Dorr and McHenry Townships and within the borders of the Cities of Crystal Lake, McHenry and Woodstock.

Additional services will include those to Valley Hi Nursing Home and McHenry County Division of Transportation, Fox Lake Metra Station.

The fares are to be set at $3 one-way. Funding for this is to be by the Township to reimburse the County monthly for the local share incurred. The rate is to be fixes at $7 per trip to or from a destination in Greenwood Township. The local share for this agreement is not to exceed $7,000.

Preparing for next year--an Intergovernmental Agreement between the County of McHenry and the Cities of Crystal Lake, McHenry and Woodstock for annual Dial-A-Ride service in 2012 is being presented for Board approval.

A resolution is being presented to the County Board to appropriate $825,000 from the County Regional Transportation Authority Fund for the following projects:
$754,000 for the McRide Dial-a-Ride Pace Contract. (This was formerly known as the Pilot Program and is reimbursed $50,000 in Senior Grant funding and an estimated $500,000 from the Cities of Crystal Lake, McHenry and Woodstock as well as US Department of Transportation.
$43,000 for data and additional transportation services to Faith in Action of McHenry County
$13,000 for data and additional transportation services to Algonquin Township Road District.
$10,000 for an additional weekday hour and Saturday service in the City of Marengo, Village of Union, Riley and Marengo Townships.
$5,000 for fuel and vehicle lease expenditures to the Veterans Affairs Commission.

Expenses For Traffic and Road Lighting
It costs an estimated $90,000 a year for power and maintenance to provide 24-hour a day traffic signals and lighting systems located in the County Highway System. That is the amount being presented to the County Board for approval.

An amount of $350,000 is being sought for appropriation to maintain the traffic signals, lighting systems and flashing beacons located on the County Highway System on a 24-hour basis.

Interchange on Interstate 90 At Illinois Route 47
This is a project involving the Illinois State Toll Highway Authority, Illinois Department of Transportation, Village of Huntley, and Counties of Kane and McHenry. It involves the construction of a full interchange and associated improvements at the Illinois Route 47/Interstate 90 interchange

McHenry County financial participation is estimated at $4.9 million. McHenry County has already committed finances toward engineering. The County Board is being requested to approve the appropriation of $1,633,333.33 from the RTA Sales Tax Fund for FY 2012, the same amount from the RTA Sales Tax Fund for FY2013, and like amount from RTA Sales Tax Fund FY 2014. A draft agreement involving the four agencies is being presented for consideration.

Ordinances for Review
Several ordinances are being presented for review. One is to amend the building use ordinance.

Another resolution is being presented that, upon approval, will provide for the utilization of a New  Freedom projects grant to fund the consolidation of County and Municipal services under one County contract with the RTA.

Another resolution is being presented for approval to continue an intergovernmental agreement between McHenry County and the City of Crystal Lake, City of McHenry and City of Woodstock for annual Dial-A-Ride services of the RTA in 2012.

Another resolution appropriates $825,000 from the RTA to five individual projects in the county including:
  • $754,000 for McRide Dial-A-Ride contract. This project will be reimbursed $50,000 in Senior Grant funding and an estimated $500,000 from the Cities of Crystal Lake, McHenry and Woodstock as well as the US Department of Transportation.

A number of ordinances are being placed for public review including Ordinance amending the Building Use Ordinance;
An Ordinance amending Ordinance No. 0-2010-11-12-060 adopting the McHenry County Statement of Economic Interests Addendum Ordinance.
Also an Ordinance amending McHenry County Building, Zoning, Stormwater, and Motel License Fee Schedule.
