Monetary Influences For Electricity and Gambling

Electric and gambling interests have pumped more than $1.3 million combined into the campaign funds of key public officials, according to analysis of reports filed recently with the State Board of Elections. At the same time, these interests are asking legislators to support legislation to grow their bottom line. "With all this money on the table, it's hard for voters interests to be heard," said David Morrison, Deputy Director of the Illinois Campaign for Political Reform (ICPR), which tabulated the numbers.

The Illinois General Assembly returns for legislative session next week, and among the bills they will consider are proposals to enact so-called "SmartGrid" electricity delivery systems and to expand gambling around the state.

"As regulated industries, both gambling and electric utilities depend on state laws and regulations for their economic viability. Both have a history of using campaign donations to advance their public policy goals," said Morrison.

The Smart Grid proposal would change the way electricity rates are set, allowing companies like Commonwealth Edison and Ameren to charge more to upgrade the transmission system. Electric companies have given $939,680 to officials, candidates, and political parties in 2011. Top donors are Ameren, affiliated companies and employees ($399,188); Commonwealth Edison, its parent company Exelon, related companies and employees ($262,422); and Midwest Generation ($93,450). Top recipients are the Senate Democratic Victory Committee ($89,750), Citizens to Elect Tom Cross ($62,500), and the House Democratic Majority ($45,100).

The gambling proposal would allow for 5 new casinos in the state, including one in the City of Chicago; as well as slot machines at existing race tracks; and gambling positions at O'Hare and Midway airports, the state fair grounds, and other locations. Gambling interests gave $388,000 to candidates and officials in 2011, including $304,300 from racetracks, $68,516 from existing casinos, and $15,100 from other gambling interests. Top recipients include Chicago for Rahm Emanuel ($74,550), the Senate Democratic Victory Fund ($23,700), and Citizens to Elect Tom Cross ($23,050).

ICPR has been tracking campaign money since 1997, and was instrumental in the passage of contribution limits in 2009. Founded by former US Sen. Paul Simon and then-Lt. Gov. Bob Kustra, ICPR works on a bipartisan basis to improve campaign finance, government ethics and voter education. "ICPR will vigilantly monitor how campaign finance influences public policy decisions by elected representatives," said Brian Gladstein, ICPR Executive Director.

The Sunshine Database includes records reported by all statewide officials, legislators, and Cook County officials, as well as elected officials and 2011 candidates for office in the City of Chicago. Once candidates file petitions for the 2012 elections, ICPR will add reports for candidates and challengers in the 2012 elections, in addition to reports for incumbents.

The Sunshine Database is available through ICPR's website, www.ilcampaign.org. The Sunshine Database is now updated with all electronically reported receipts from January 1, 2011 through October 18 at 9 am, and receipts reported on paper through June 30. These include all contributions of $150 or more received by September 30, and all contributions of $1,000 or more received in October. Expenditures, fund balances, and receipts reported on paper will be updated in the coming weeks.

MCC Receives Three-Year Grant To Train Adult Students For Employment

Community College is not just for the “college age” student. Or, perhaps there is no real “college age” student for community colleges.

McHenry County College has recently been awarded a $75,000 yearly grant for three years to provide for a transition program for adult education students.

This transition program is to assist students who read at a 6th grade level or higher to transition successfully from non-credit adult education reading course work to credit programs in Automotive, Administrative Office Skills, and Manufacturing over a three-year period.

The goal of the grant is to help 450 students over a three-year period gain certificates in Automotive, Administrative Office skills and Manufacturing.

In order to achieve the goal of helping 450 students achieve certificates, the College will create a new position called an Integrated Career and Academic Prep System (I-CAPS_) navigator. The position will be responsible for such activities as recruitment, intake, orientation, and test administration for students within the program.

In addition, the position will oversee the daily operation of the grant, and report to the Dean of Adult Education.

Funding for this position is 100% grant funded through the Accelerating Implementation Opportunities Grant. Once the grant is completed, the position would be eliminated.

The College Board of Trustees approved receipt of this grant at Thursday’s meeting.

New McRide Service Begins Wednesday, February 1

On February 1, McHenry County’s Pilot/Tri-City and the dial-a-ride services in Crystal Lake, McHenry, and Woodstock are being combined into one new service called MCRide.

This new service will make it easier for suburban to suburban commuters and persons with disabilities to schedule and use dial-a-ride services in McHenry County, improve access to jobs and job related activities, and provide greater mobility to individuals with disabilities. The new MCRide service was previously known as the “Pilot Program” or “Tri-City Project” and provided over 16,500 trips between February 2010 through October 2011.

The expansion of this project was made possible through Job Access Reverse Commute and New Freedom grants with the Regional Transportation Authority to encourage greater efficiencies, promote service standardization, and expand rider options for McHenry County residents.

Fares will be adjusted to a single distance-based fare structure.

No changes to the McHenry Township Senior Express service.

All individuals are eligible for travel to and from the following locations:

Valley Hi Nursing Home and McHenry County Division of Transportation

Fare Changes

As of February 1, 2012, riders will pay a base fare for the first five miles plus $0.25 for each additional mile.
For riders with a disability who require a personal travel assistant, one assistant rides free.
Individuals 60 years and older are eligible for the senior fare (this is lower than the current 65 years and older).
Up to two children, 7 years or younger, can ride free per fare paying adult.
City of McHenry Senior Vouchers will be accepted for trips in the City of McHenry only.
Transfers will be allowed from the fixed bus routes only (routes 806, 807, and 808 for example). Transfer cards will no longer be sold on the dial-a-ride service. Transfers will continue to be sold on the fixed bus routes.
No Pace passes will be accepted.
Students without a disability will pay the same fares as the general public.
Riders in Crystal Lake and McHenry will have fares gradually increased to match current City of Woodstock fares.

McHenry County's Political Drama

A drama is unfolding in McHenry County that has been ongoing since the 2004 Republican Primary Election for McHenry County State’s Attorney. It could also have been precipitated prior to that date.

It has now reached the point where those who have reportedly been wronged are retaliating.

A lawsuit was recently filed in the United States District Court for the Northern District of Illinois, Eastern Division by Louis, A Bianchi, Joyce A. Synek, Ronald J. Salgado, and Michael J. McCleary against Henry C. Tonigan, III, Thomas K. McQueen, Daniel Jerger, Robert Scigalski, James Reilly, Patrick Hanretty, Richard Stilling, Quest Consultants International, Limited, an Illinois Corporation, Kelleher & Buckley LLC, an Illinois Limited Liability Company, and Unknown Co-Conspirators.

By way of explanation, Jerger, Scigalski, Reilly, Hanretty, Stilling are employees of Quest Consultants, International.

As the complaint explains, the “action is brought pursuant to the First, Fourth and Fourteenth Amendments to the United States Constitution and under Illinois State Law.”

According to the lengthy complaint filed by McHenry County State’s Attorney Louis A. Bianchi, and three of the employees of the State’s Attorney’s Department, including Administrative Assistant to Bianchi, Joyce A. Synek; investigators for the department, Michael J. McCleary and Ronald J. Salgado, defendants Scigalski, Reilly, Hanretty, and Stilling were employees of Quest Consultants, International, retained by Tonigan and McQueen who were appointed by McHenry County as Special State’s Attorneys. They were to investigate allegations made against Bianchi, Synek, Salgado and McCleary. All investigations were at the expense of McHenry County.

The investigation was precipitated by the 2004 General Election in which Bianchi unseated the incumbent State’s Attorney Gary Pack. The results of that election and following elections are as follows:

A complaint has been filed in the United State District Court for the Northern District of Illinois, Eastern Division. The plaintiffs include Louis A. Bianchi, Joyce A. Synek, Ronald J. Salgado, and Michael J. McCleary.

The complaint spells out allegations against defendants Henry C. Tonigan, III, Thomas K. McQueen, Daniel Jerger, Robert Scigalski, James Reilly, Patrick Hanretty, Richard Stilling, Quest Consultants International, Limited and Kelleher & Buckley LLC.

If the allegations made by the plaintiffs’ lawsuit are true it presents a sad situation. That is one matter, but as in journalism and all legal allegations, there are at least two sides.

A sizeable amount of money has been paid to investigators Tonigan, McQueen, and Quest Consultants International, employer of Jerger, Scigalski, Reilly, Hanretty and Stilling. All was precipitated by allegations that political work was being done in the State’s Attorney’s office by paid employees, as well as allegations of favoritism given to supposed friends, relatives and supports of the State’s Attorney’s office.

As it was shown, those mentioned in the allegations were not related to anyone in the State’s Attorney’s office.

McHenry County has been responsible for paying those bills, although there is insurance to cover this.

If the allegations made in the District Court case are true, that it is a sad commentary on what can be expected from individuals supposedly involved in investigative work on behalf of the public. This includes investigators as well as the judiciary.

As a comment from this writer, who has watched McHenry County politics since mid-1960s (with time out for to earn a better living by working in the legal field, and attending Penn State graduate school) things do not seem to have changed too much as to the lengths that disgruntled politics can be taken. Also, we have found that politics can cause the same or similar situations in other parts of the country.

Personalized One-person Show By MCC Theater Instructor Opens This Weekend

The Black Box Theatre at McHenry County College will present the world premiere of “What Am I Going to Do Now?” by Jay Geller. This one-person show, written by and featuring Jay Geller, instructor of theatre at McHenry County College, tells the story of one man’s journey through grief and healing.

In 2000, Jay Geller woke up to discover that his beloved wife, Suzanne, had passed away in her sleep. This play chronicles his voyage as a single parent of two young girls and his struggle to find a sense of normalcy in his life. In honest and straightforward detail, Jay divulges how he dealt with his grief, raised his two daughters, ventured into the world of middle-aged dating and finally finding love again.

“What Am I Going to do Now?” is directed by Ian Streicher of Chicago with Annie Rezac of Cary as associate director, set design by Sue Lewis of Crystal Lake, lighting design by Rick Amundsen of Woodstock, original music by Michael Hillstrom of Woodstock, Pete Lilly of Huntley as digital director, Paul Bayer of Crystal Lake as projector director and stage manager Ashley Brown of Cary.

This poignant and humorous production will open at 7:30 p.m. on Tuesday, Jan. 27 and continue on Jan. 28 and Feb. 3-4.

Sentence Of Over Five Decades For Criminal Sexual Assault and Child Pornography

Louis A. Bianchi, McHenry County State’s Attorney, announces today that John “Jack” Reed, 35, of Cary, was found guilty Wednesday, November 16, 2011, of multiple counts of Criminal Sexual Assault and Child Pornography.

The defendant was charged with having sexual contact with a female relative over several months. The victim was a minor at the time of the offenses. During the trial, the jury was shown four separate videotaped encounters that contained multiple acts of sexual penetration. Those videotaped images were recovered from the defendant’s laptop computer and were later analyzed by a forensic computer laboratory. Additionally, the jury heard testimony from two other eye-witnesses to sexual acts between the defendant and the victim.

After approximately three hours of deliberations, the jury found the defendant guilty of ten counts of Criminal Sexual Assault and four counts of Child Pornography. The Honorable Judge Joseph Condon sentenced Reed to 55 years in the Illinois Department of Corrections. This case was investigated by Sergeant Parsons of the Woodstock Police Department and forensic analysis was conducted by Amy Maskiewicz of the Chicago Police Department. The case was prosecuted by Assistant State’s Attorneys Sharyl Eisenstein and Michael Combs.

Small Business Owners Round Table Kicks Off Thursday Evening

The Illinois Small Business Development Center at McHenry County College will begin offering no-cost roundtable discussions every month that feature social networking and how small business owners can utilize this newest outlet to promote their business. The monthly roundtable discussions will kick off at 6-8 p.m. Thursday, Jan. 26 at the Shah Center, 4100 W. Shamrock Lane in McHenry. Future offerings will be held the fourth Wednesday of every month.

This monthly gathering of small business owners is an interactive opportunity to discuss strategies and marketing methods with peers and share what's working on Facebook, Twitter, LinkedIn and blogs. April M. Williams, a social media coach, author and speaker, will facilitate the discussion and will be available to answer questions that may arise.

“Social media is here to stay,” said Kristi Patterson, coordinator of the Illinois Small Business Development Center. “This can be a tremendous way to brainstorm with other small business owners and broaden your network,” she said.

For Valentine's Day

“I Love You, You’re Perfect, Now Change” is the perfect way to celebrate Valentine’s Day. The show opens at Raue Center For The Arts on Saturday, February 10 at 8:00 pm with repeat performances on February 11 at 4:00 pm and 8:00 pm.

“I Love You, You’re Perfect, Now Change” is the third WSREP production entertaining McHenry County. The company opened their inaugural season with The Rocky Horror Show that received rave reviews. Shaw Media’s Kurt Begalka summed up WSREP in one word: Wow.

WSREP also recently presented a successful run of David Sedaris’ short story “Santaland Diaries”. Now WSREP is tackling love and all that encompasses. I Love You, You’re Perfect, Now Change cuts through the candy-colored crap and delivers a message that’s both hilarious – and honest. This production dissects relationships and admits everything you’ve been secretly thinking. Complete with a four-person ensemble and outstanding live music, WSREP’s take on the celebrated off-Broadway musical is sure to hit some high-notes.

I Love You, You’re Perfect, Now Change stars McHenry County locals Christopher Davis, Amy Ferraro, Amanda Flahive and Mark Mahallak. Davis is a recent graduate of St. Olaf College where he doubled majored in music and theatre while also touring internationally with the choir. Some of his favorite roles include Chalres J. Guiteau in Assassins and Frau Gabor in Spring Awakening. Ferraro’s credentials include a degree from ISU’s Theatre Department and an acting fellowship with Steppenwolf Theatre. She has performed all over the greater Chicagoland area, with a recent role as Usherette/Eddie/Dr. Scott in WSREP’s version of The Rocky Horror Show. Flahive holds a BFA in musical theatre from Millikin University. Her recent appearances include her role as Miss Hannigan in Elgin Summer Theatre’s Annie, as well as staring as Magenta in Rocky Horror. Mahallak’s prior work over the last 18 years spans roles as diverse as Winnie the Pooh to Ben Franklin to Otto Frank. He too entertained audiences in Rocky Horror as Riff Raff.

This production is directed by Regina Belt. No stranger to Raue Center, Belt has served on the Raue Board of Directors as both secretary and board member at large. Belt has had four children’s plays published and has directed a multitude of shows at the Woodstock Opera House, MCC and ECC.

Prairie Ridge High School Football Team Honored For Championship

State Representative Kent Gaffney (R-Lake Barrington) passed House Resolution 671 congratulating the Prairie Ridge Wolves football team in recognition of their outstanding season,-- winning the Illinois High School Association Class 6A Championship.

Gaffney presented the resolution to the school, athletic department and team members last evening at the District 155 School Board meeting.

“This is an achievement these young men will remember for the rest of their lives,” said Gaffney. “There are not many accomplishments more coveted in youth sports than winning your state’s football championship. We are all proud of the Wolves and congratulate them on an amazing season.”

Following the opening of the meeting, acceptance of agenda and minutes of prior meetings, a time for visitors and presentations allows comments from the public. There is a time limit for each presenter of three minutes.

Board committee reports are presented next including Evaluation and Policies Committee, Facilities and Planning Committee and Finance and Negotiations Committee.

The agenda also calls for setting the Board Retreat date and topics to be covered.

Reports are to be heard regarding the Illinois Community College Trustees Association, Friends of MCC Foundation, and President’s Report.

A presentation is to be made to the Board by Dr. Tony Miksa, Vice President of Academic and Student Affairs regarding a new system for employee evaluation.

Following various communications from faculty, adjunct faculty, staff council, student trustee and attorney, approval of the consent agenda is to be considered.

The Illinois State Board of Elections has unanimously dismissed David McSweeney’s objection to the nominating petitions of Kent Gaffney, one of three Republican candidates for State Representative in the 52nd House District.

State Representative Kent Gaffney (R-Lake Barrington) is pleased with the Board’s decision to dismiss McSweeney’s objection, which will allow Gaffney to remain on the Republican ballot for the March Primary Election. This is the second time this month that a McSweeney objection has been overruled by the Board, which previously dismissed his objection to Danielle Rowe’s petitions.

Representative Gaffney issued the following statement in reaction to the Board’s decision:

“David McSweeney engaged in a campaign of intimidation and harassment in a ridiculous attempt to knock his opponents off the ballot. McSweeney planned to clear the field for himself by filing frivolous petition challenges against Danielle Rowe and myself. He spent tens of thousands of dollars on lawyers and private investigators in an attempt to push us out of the race for State Representative.

“In his objection to my petitions, David McSweeney made a number of outrageous and baseless claims against my campaign. McSweeney’s reckless, false charges have been dismissed by the State Board of Elections. He has failed in his desperate attempt to remove me from the ballot.

“David McSweeney abused the objection process in order to smear my name and harass my campaign supporters. I believe the voters will reject his dirty smear campaign.

“Now that the State Board of Elections has dismissed McSweeney’s untrue accusations, I demand an immediate public apology from David McSweeney. He should apologize to the voters for intentionally misleading them. He should apologize to me and to the individuals he smeared with his lies.

Two years ago, the public spoke out against the Supreme Court’s decision to allow unlimited corporate spending in politics when consumers boycotted Minnesota-based Target Corporation and 3M for spending in that state’s elections. But now that it’s election season again, it appears these companies haven’t learned their lesson.

We recently asked Target and 3M to be leaders in corporate responsibility by opting out of political spending in 2012, but they refused. So Illinois PIRG is joining with its friends in the investment and reform communities to file shareholder resolutions calling on Target and 3M to refrain from spending in our elections.

Sign our citizen petition demanding that Target and 3M refrain from spending on elections.

Thanks to the Supreme Court's Citizens United decision, corporations can spend unlimited money in elections to support their favorite candidates. But when corporations can spend unlimited amounts of money in elections, the voices of citizens are drowned out and politicians become accountable only to special interests.

Even before Citizens United, the average cost of winning a congressional seat had jumped nearly twenty-three fold since 1974, from $56,000 to 1.3 million,¹ and the $66.9 million cost of the 1976 presidential election was dwarfed by 2008's $1.3 billion pricetag.² If Citizens United stands unopposed, there is literally no limit. Candidates and lawmakers will have little choice but to pander to the interests of the highest bidders.

We've come up with a plan to curb this undue influence, and it begins with two companies that know how they compromised their shareholder value when they spent money on elections. Send a friendly reminder to Target and 3M:

This week, I was back in Washington for the start of the 112th Congress' second session. I voted present on the Resolution of Disapproval to demonstrate my opposition to the Budget Control Act. I cast my vote against a debt ceiling increase back in August. The whole idea of this Resolution of Disapproval is a joke and a complete waste of time. I was one of only 22 Republicans who voted against the Budget Control Act from the start, and I will continue to stand up against these short-term political gimmicks that are ruining our country.

The Software Online Piracy Act (SOPA) rattled the country this Wednesday, and I made it clear that I would absolutely refuse to vote in favor of SOPA. Implementing this policy would stifle internet growth, cause frivolous and unnecessary litigation, and shut down small websites. This act imposes on the First Amendment Right of Free Speech, and is simply just un-American.

Volunteer Tutors Wanted At MCC

Those interested in becoming a literacy volunteer tutor to teach reading, math or English as a Second Language to adult students at McHenry County College (MCC) or at local libraries are welcome to attend one of the next volunteer orientation sessions from 9-11 a.m. on Saturday, Jan. 28 at MCC in Room A370 or from 5-7 p.m. on Thursday, Feb. 2 at MCC in Room A368. A literacy volunteer tutor does not have to speak a second language to teach in the adult education literacy program. Volunteer tutors will receive free basic training that provides the information and skills needed to work with literacy students. Flexible work schedules are provided to meet people’s busy schedules, including those who are retired or working full time.

Congressman Manzullo Fights Debt Limit Hike

Congressman Don Manzullo (R-Egan) voted yesterday to force Congress to cut wasteful spending by opposing the President’s latest request for a $1.2 trillion increase in the national debt limit.

Manzullo, who wrote to Speaker John Boehner last month urging him to call Congress back into session if necessary to vote down the request, said it is time for the President and Congress to make the tough choices and get serious about cutting spending instead of continuing to borrow money and put America deeper and deeper in debt. The federal government currently borrows 42 cents on each dollar it spends, and the national debt recently surpassed $15 trillion.

Manzullo, who also opposed the President’s request for a $500 billion debt limit increase last September, said he was disappointed in the failure of the “super committee” to agree on significant spending cuts last November.

“During my time in Congress, I have voted nine times against raising the debt limit because it was not tied to real spending controls. This is another such time to say no,” Manzullo said. “I have voted more than 700 times against $2.6 trillion in spending over the past five years – that’s a good place to start to find savings. We have to get serious about cutting wasteful Washington spending and reducing our deficit so we can strengthen our economy and help employers put Americans back to work.”

“The President’s decision today to kill the Keystone XL pipeline project is outrageous. The President had an opportunity to support the project and put more than 100,000 Americans to work while ensuring our nation a stable energy supply from our friends in Canada. Instead, his denial will keep those Americans on the unemployment lines and ensure the United States remains dependant on costly, foreign oil from unstable sources overseas.

Two of the largest challenges standing in the way of America’s return to prosperity are unemployment and high gasoline prices, and the President denied a great opportunity to make progress on both fronts today.

“As the Chairman of the House Foreign Affairs Subcommittee on Asia and the Pacific and the Chairman of the U.S.-Canada Interparliamentary Exchange, I am also concerned that the President’s denial today will push Canada to partner with China on this additional energy source. Canadian Prime Minister Stephen Harper previously warned President Obama that his denial of Keystone would force the Canadians to seek new customers in Asia, and that would be a disaster for American manufacturers trying to compete with their Chinese competitors.”

Four individuals are being interviewed for appointments to the McHenry County Community Development Block Grant Commission. These included: Robert Martens, Cathryn Perfetti, William Swenson, and Craig Adams.

Appointments are scheduled to be made to the McHenry County Historic Preservation Commission and include Patricia Doombosch, David R. Gervais, and William J. Holderfield.

The other matter on the agenda for the Committee are reports as applicable from four commissions including, Chicago Metropolitan Agency for Planning, Community Development Block Grant Commission, Historic Preservation Commission, and Housing Commission.

6:00 p.m. Environmental Health Advisory Committee of the McHenry County Department Health –

Meeting in the McHenry County Department of Health, 2200 N. Seminary Avenue, Woodstock, Building A.

The Committee is to re-evaluate a list of priorities and establish objectives and topics for 2012.

7:30 p.m. – Crystal Lake Park Board –

Meeting in the Park District Administrative Office, One E. Crystal Lake Avenue, Crystal Lake.

A resolution is being presented regarding the vacating of a portion of McHenry Avenue Road which is no longer used. This portion was realigned and relocated in 1969 further west and then relocated still further west to the current location and renamed Randall road.

Miller Road Project

A resolution is being presented approving the acquisition of Right-of-Way for the Miller Road Project. This involves Eminent Domain proceedings. This is necessitated by the need to improve Miller Road between Illinois Route 31 and River Road in McHenry City and Township.

2012 to 2016 Highway Improvement Plan

This plan, once approved by the County Board, is to be posted on the Division of Transportation Website. This is a planning document and a guide for future improvements. It is also subject to change where and when necessary.

Adopt A Highway Agreements

Several groups are seeking approval of adopt a highway agreements. A group In Loving Memory of Shannon McCarty will remove trash from Virginia Road from US 14 to Pyott Road.

The GFWC Marengo Woman’s Club is planning to clean up on Kishwaukee Valley Road from McKinstry Road to Dimmel Road.

Spring Grove Firefighter’s Association will work at cleaning up Wilmot Road from IL 174 to State Line.

High School District 155 Board

LSSI -15 acres off Commonwealth –

A public meeting is scheduled and a motion is requested to set a public hearing date on February 1 for this Lutheran Social Services of Illinois (LSSI) project.

The development planned is to serve elderly who meet HUD age and income eligibility requirements. The facility would include 59 one-bedroom apartments along with a “managers” apartment.

Occupancy is limited to the elderly 62 years of age or older, two persons, one of whom is 62 or odder; an elderly family and another person who is determined, based upon a licensed health care professional certification, to be essential to an applicant/residents’ ability to remain in the apartment.

Family income must be at or below 50% of the median income for the area. This figure changes annually, but currently is $26,300 per year for one person and $30,500 for two people. Rent is based upon 30% of a person’s adjusted income

This facility is to be funded under the HUD 202 PRAC capital advance grant, which LSSI has already received. The capital advance grant is for approximately $9.5 million.

The average age if incoming residents is about 76+ years of age. This housing is to service seniors who are in need of low income housing. Management will address the needs of the seniors for supportive services.

Comprehensive Land Use Plan Text and Map

A public hearing is slated on this plan. The petition was continued from the December 7 Commission meeting and an update of text and map is scheduled to be presented.

Rakow Road Closure For Wednesday Morning

With frost in the forecast and more snow on the way, it’s hard to imagine how those flocks of wild birds manage to survive and thrive, right here in our own backyards.

At this week’s ECOmmunity Green Bag Meetup - “Winter is for the Birds!” - you’ll learn how native Illinois species live through our frigid winter season, what you can do to help them, and how to plan now for a bird-friendly yard next spring.

Hosted by the ECOmmunity Public Action Network, “Winter is for the Birds!” will run from noon - 1 p.m. this Thursday, Jan. 19, in the upstairs atrium at the Woodstock Square Mall, 110 S. Johnson St. in downtown Woodstock.

Social networking and displays start at 11:30 a.m., and continue after the noon-hour program. Local businesses, community groups and individuals are invited to share their own information on “green”-themed topics, products and services. Attendees may arrive or leave whenever they like during the program, bring their own lunch or just come to join the conversation.

This month’s speaker is ornithologist Mark Spreyer, Executive Director of the Stillman Nature Center in Barrington, who will bring practical tips to improve your winter bird feeders, and help you create a bird-friendly backyard retreat this spring. The informal, roundtable discussion allows time for each participant to ask questions and share their own project ideas.

A celebrated naturalist and author, Spreyer was an organizer and past director of Chicago’s Peregrine Falcom release program. Specializing in the study of raptors and habitats, he has worked with wildlife refuges, museums and nonprofits throughout the nation, including the Brooklyn Botanic Garden, National Audubon Society, and Chicago Academy of Sciences. He now also teaches Environmental Biology at the College of Lake County.

The ECOmmunity Public Action Network is a volunteer service group that hosts monthly “Green Bag Meetups” on a range of environmental topics. Table space is provided on a first-come, first-served basis, and attendees may bring their business cards or other materials to share.

A $5 voluntary donation per-person ($10 per display space) helps to cover program costs.

Rakow Road Work Update

The Board will be presented with two reports: one on Reading Recovery and a second on bullying Character Education Committee.

Other reports relate to financial matters including Treasurer’s Report, Fund Reviews, Monthly Payrolls Monthly Bills, Transportation Joint Authority Bills, Approval of District Contracts and Approval of District Assets. All are handled on a consent agenda.

A Budget Calendar and Budget Designee Resolution is being presented for Board approval as well as a Transportation Joint Authority Bus Bid.

Two zoning matters are being presented for Board approval, including A request to reclassify 1.12 acres of property located on the west side of Coyne Station Road near the intersection of Coyne Station Road and Ernesti Road in Grafton Township. The request is to reclassify from A-1 Agriculture to E-1 Estate District with a couple minor variations.

The Zoning Board is recommending Approval.

The second request, also recommended for approval, is a request by AT&T Corp. to reclassify a small parcel located on the south side of Vanderkarr Road, just east of Kemman Road in Hebron Township.

A conditional use permit is being requested by AT&T, to use an existing structure for the housing of 24-fiber cable. No changes are being made to the existing structure or the property.

The Zoning Board is recommending Approval.

APPOINTMENTS

The names of two people are being presented for appointment to the Senior Services Grant Commission, and include Kevin Samwick and Mary Reid. Board terms are to expire October 2, 1013.

Salary Increase for Board of Review

Statutes provide that a three-member Board of Review is to be appointed by the County Board Chairman with approval by the County Board. This Board of Review is to review the assessments made by the Township Assessors and the chief County Assessment Officer.

The Board of Review members include Jan G. Hervert, Chairman, and regular members Mark Ruda and Clifton A. Houghton. The Finance Committee of the County Board recommended that the salaries of the Board of Review be increased by 3% with regular members to be paid $30,015.02 each and the Chairman, $30,904.12. All are retroactive to December 1, 2011.

Illinois Department of Commerce and Economic Opportunity Grant

The County is receiving a grant for the McHenry County Workforce Network of $128,904, which is used for the Workforce Network. The funds are used for adult vocational training, dislocated workers vocational training and overhead costs associated with running the programs for dislocated workers.

In the same category, approval has been made for a $58,897 grant to provide case management services to dislocated workers from Intermatic in Spring Grove, AllState in South Barrington, AllState in Northbrook, Caps Visual in Chicago, Panasonic Corporation in Rolling Meadows, Precision Dormer in Crystal Lake, Quad Graphics/World Color in Schaumburg and Wells Manufacturing Dura-Bar Division in Woodstock. This funding is to assist unemployed McHenry County workers from these companies, in retraining for other work.

Another $134,097 grant has also been provided to further assist in vocational training for the laid off workers as listed above.

Electric Utility Aggregation

An Electric Utility Aggregation Consultant is to be retained to assist with the implementation and management of an Electrical Aggregation Program on behalf of residents and businesses in the County.

As a result of soliciting proposals, Independent Energy Consultants, Inc., Aurora, Ohio is being proposed for retention to assist the County with the development and implementation of its Electric Aggregation Program.

Supportive Living Community, Huntley

A letter of contingency allocation of $272,172.65 is being presented for County Board approval to provide funding for Bravo Properties LLC, Deer Path of Huntley Supportive Living Community. This is to provide for a 128-unit supportive living facility to be located in Huntley.

This project is part of the Home Investment Partnerships Program Funding through the McHenry County Housing Commission.

The Housing Commission recommended a contingency allocation of general project funds for $296,118.10. The Planning and Development Committee decreased the allocation to $272,172.65.

The reduction by the Committee reflects the decision to maintain 5% of the County’s PY2011 HOME funding for Community Housing Development Organization (CHDO) Operating funding.

Zoning Maps

According to McHenry County Zoning Ordinance, zoning maps are required to be certified annually. The updated zoning maps including approved zoning changes through November 30 are being presented for County Board approval.

Tuesday, January 17

7:30 p.m. -- Crystal Lake City Council

Meeting in the City Council Chambers, 100 West Woodstock Street.

A new firefighter Paramedic, James Gualdoni, is being welcomed to the department and is to be sworn-in at the beginning of the Council meeting. He began his duties with the department December 19 and is currently involved in his orientation and initial training with the Crystal Lake Department.

Two temporary Permits are being considered. One is for St. Elizabeth Ann Seton Church for a Friday night fish fry Special Promotion and waiver of Temporary Use Permit fee.

The second request is from St. Thomas the Apostle school PTO for a Class 19 Temporary License request to operate a cash bar during their annual dinner/fundraiser event scheduled February 4 from 6:00 p.m. to midnight at the St. Elizabeth Ann Seton Catholic Church, 1023 McHenry Avenue.

New Crystal Lake Business

The Olive Tap, 68 N. Williams Street, is requesting $10,000 in matching grant funds as offered by the City for new and existing retailers who occupy vacant space and hire full-time employees or install eligible furniture, fixtures and equipment.

The Olive Tap is a specialty retailer offering flavored oils, vinegars, dipping success, condiments and cooking products.

Chen’s Chinese Cuisine

This business is located at 6100 Northwest Highway

Chen’s offers customers with Szechuan, Hunan, and Cantonese food. The first application by Mr. Chen was filed September 2011 prior to commencing the project. Due to prevailing wage requirements that were handed down to the City from the Department of Labor, Mr. Chen would have been required to pay contractors prevailing wage rates for the renovation project. He was forced to put the application on hold and reapplied for the grant and requesting the flexibility regarding the timing provisions of the program.

Phoenix Electronics

A new company is locating in a building at 300 Millennium Drive where they will be hiring six full-time employees and one part-time employee.

The company is purchasing over $438,000 in eligible manufacturing equipment used in everyday operation of circuit board manufacturing and assembly as well as furniture and fixtures purchased from the former Millennium Electronics, where the principals were employed.

The reimbursement is not to be made until there is proof of employment information for each of the six full-time Phoenix Electronics employees.

New Website Design

The City Council is being presented with a motion to award a proposal for the GIS Server Implementation and Website Development Consultant to the lowest responsible bidder, Swova, Fort Mitchell, KY for $67,300.

This is something the City has been working toward for sometime. A goal of the Planning and Economic Development Department is the implementation of a comprehensive city-wide GIS and GIS website to allow citizens 24/7 access to information via the web.

Upgrading the current stand alone GIS system to a server-based enterprise GIS system will provide more tools to allow for development, maintenance and sharing of consistent and accurate data among various departments as well as offering better informed citizens and employees.

Champions

The Sky High Volleyball17 Black Team has won the Amateur Athletic Union national title. Sky High Volleyball as been based in Crystal Lake since 1989 and has over 64 teams. Over 95% of the club’s senior athletes receive scholarships to collegiate institutions.

A sign is to be placed along the City rights-of-way recognizing the Crystal Lake Sky High Volleyball team for placing first in the 2011 AAU National Championship and USA Volleyball Beach Championship.

Traffic Control – Fenimore Road at Grandview Drive

Currently yield signs are in place on the northbound and southbound Fenimore Road approaches, with no traffic control on Grandview Drive.

Based on the amount of traffic, an all-way stop control is not warranted according to Federal standards. Instead the yield signs on Fenimore Road will be replaced with stop signs.

Library Board Appointments

An appointment is to be made to the Library Board to fill a vacancy created by the resignation of board Member Brian Pappalardo. A nomination for appointment to the Library Board is to be presented at the Council meeting.

Terms on the Planning and Zoning Commission

The terms of Tom Hayden, James Batastini and Darrel Gavle, members of the Crystal Lake Planning and Zoning Commission, are due to expire January 31. All have expressed an interested in reappointment to a four-year term. These appointments are made by the Mayor with the City Council confirmation.

Latest Rakow Road Work

The south section of the Bike Path Bridge will be installed on Tuesday, January 17th.

Expect a short delay since this operation closes the eastbound lane while the segment is lifted from the truck and set in place. Flaggers will help direct traffic around the truck and crane during the offloading process. Please pay extra attention.

Resources To Help Neighbors

Volunteers or staff members from human services, civic, and faith-based organizations are invited to attend the 2012 People in Need Forum, with resources to help your neighbor, from 8 a.m. to 12:30 p.m. on Saturday, Jan. 28 at McHenry County College, 8900 U.S. Hwy. 14 in Crystal Lake. The forum connects participants to community resources and important information for those in need.

The half-day event will begin with a continental breakfast and keynote speaker Jeff Gee, internationally-known motivational speaker, who will present a talk on collaboration. Highlights include educational sessions to help resolve care-receiver issues, plus exhibit booths of community, social service, and government agencies in McHenry County who will provide information about available resources on such timely issues as utility assistance, food stamps, health care, job search and career training assistance, transportation options, homelessness, affordable housing, debt management, domestic violence, legal matters, and veterans’ affairs.

“The forum is available to anyone interested in helping those in need and learning more about the necessary survival resources available in our community,” said Bev Thomas, of the 22nd Judicial Circuit, Family Violence Coordinating Council and the McHenry County College Center for Non-Profit Leadership. “While we are fortunate to live in McHenry County with many social service providers, it is often difficult to know how to refer someone to the right place. The process can be confusing and frightening, and the People in Need Forum is an effort to make this easier by giving out important information.”

“It is an amazing opportunity for community members to go to one place and to learn about many of the services available to help people throughout the county,” said Lori Baker, director of Marketing and Development for Family Service & Community Mental Health Center for McHenry County.

Some questions that service providers may hear include: “Where can I apply for food stamps and what will they cover?” “I am near foreclosure and I’m concerned that my family will be homeless.” “How do I know if my friend is depressed and may be suicidal?”

“Whether you are a worker at your neighborhood food pantry, a doctor’s receptionist, or a case manager for a social service agency, you are faced with people having multiple and complicated problems and you need to know what community resources are available to help,” Thomas said.

Thomas said that the People in Need Forum started in 2003 with 50 attendees and grew to more than 400 last year, which she attributes to a sign of the times.

“We’re seeing more and more veterans returning home who need social services, along with others who are downsized from jobs or facing financial crises. The forum is a wonderful way for people to connect service providers with people who care,” Thomas said.

The People in Need Forum is sponsored by the McHenry County College Center for Non-Profit Leadership and includes more than 20 other supporting organizations who have generously given staff time and materials. The presenting sponsor new for 2012 is the McHenry County Community Foundation.

Admission is free. Each registered attendee will receive a People in Need Resource Directory, the only printed directory of its kind in McHenry County. Congressman Manzullo Honored For Efforts To Cut Wasteful Spending

WASHINGTON – Americans for Prosperity (AFP), the premier free market grassroots organization committed to smaller government and free enterprise, has honored Congressman Don Manzullo (R-Egan) with a perfect 100 percent score for his efforts to cut wasteful Washington spending, strengthen our economy, and help put Americans back to work.

Manzullo joined Congressman Joe Walsh (R-McHenry) as the only two Members of Congress from Illinois to receive an “A+” rating from the group.

In total, 39 Members out of 435 received a perfect score in AFP’s mid-term legislative scorecard. The scorecard included several critical votes on such issues as repealing President Obama’s new health care law, preempting EPA’s purported authority to regulate greenhouse gases, and several spending votes.

“Americans for Prosperity was glad to see that once again Illinois Congressman Don Manzullo came in with a perfect score on the most important economic votes cast during the first session of the 112th Congress.

January--Cervical Cancer Awareness Month

Illinois Governor Pat Quinn has issued a proclamation recognizing January as Cervical Cancer Awareness Month.

McHenry County Department of Health (MCDH) and the Illinois Breast and Cervical Cancer Program would like to remind women of the importance of cervical cancer screenings. The most preventable cancer, cervical cancer is the only cancer known to be primarily caused by a common virus, the Human Papillomavirus (HPV), a sexually transmitted infection.

Raising public awareness can save lives. Nearly 4,000 women in America will die this year from cervical cancer which is largely preventable. According to the National Cancer Institute, more than 12,000 women in the U.S. will be diagnosed with cervical cancer this year.

A simple outpatient screening test, known as a Pap test, can find changes in the cervix before cancer develops, often in a curable stage. Pap tests are the first line of defense and are recommended for women every three years after the age of 21. Early detection of these pre-cancers can be effectively treated before they become malignant. Unfortunately, four out of five women do not receive a regular pap test.

To improve your cervical and overall health, get 30 minutes of daily exercise; eat plenty of fruits, vegetables and whole grains; drink water and limit salt intake; and get vaccinated for HPV.

Congressman Manzullo's Remarks On Burma's Release Of Political Prisoners

Congressman Don Manzullo (R-IL), Chairman of the House Foreign Affairs Subcommittee on Asia & the Pacific, issued the following statement today in response to Burma’s release of hundreds of political prisoners. Burma also announced it signed a peace treaty with the Karen National union, the largest ethnic minority group fighting the Burmese since the early days of Burma’s independence.

“Today’s release of approximately 600 political prisoners is an important step by the Burmese regime towards real reform. The release includes many high profile prisoners the U.S. Government has long urged Burma to release, such as the leading organizer of the failed Saffron Revolution,” Manzullo said.

“While this is an encouraging step in the right direction, it is too early to discuss the removal of sanctions against the regime. Burma has a long history of taking one positive step forward followed by two negative steps backwards. I urge Burma’s President Thein Sein to move swiftly towards democratic reform by allowing the Burmese people to genuinely participate in the country’s political process.”

Temporary Closure On Rakow Road January 18

Weather permitting, the segment of Rakow Road between Pyott and Virginia will be closed for approximately 15 minutes on Wednesday, January 18th approximately sometime between 10am and 11am to allow for the placement of the bicycle path bridge for the McHenry County Conservation District Bike Trail. The bridge will pass over Rakow Road just east of Pyott Road.

The bridge is fabricated in three sections. The south section will be placed on Tuesday, January 17th and will require one lane of traffic to be flagged while the segment is lifted from the truck and set in place.

The center and north sections will be set the following day, January 18th, and will require the 15 minute closure while the center section is set across the existing roadway.

Traffic will be flagged as necessary during the operation to allow the bridge to be set in place.

Congressman Manzullo Opposes President Request For $1.2 Trillion Debt Limit Increase

Congressman Don Manzullo (R-Egan) will oppose the President’s latest request for a $1.2 trillion increase in the national debt limit when it comes up for a vote in the House next week.

Manzullo, who wrote to Speaker John Boehner last month urging him to call Congress back into session if necessary to vote down the request, said it is time for the President and Congress to make the tough choices and get serious about cutting spending instead of continuing to borrow money and put America deeper and deeper in debt. The federal government currently borrows 42 cents on each dollar it spends, and the national debt recently surpassed $15 trillion.

Manzullo, who also opposed the President’s request for a $500 billion debt limit increase last September, said he was disappointed in the “super committee’s” failure to agree on significant spending cuts last November. Since he was first elected to office, Manzullo has voted nine times against increasing the debt limit.

“Enough is enough. In these difficult times, Americans have had to tighten their belts and learn to do more with less. Washington has to learn to do the same,” Manzullo said.
